A Review of State Policy Evidence

Abstract
(Note 1)
Introduction
For many years, educators and researchers have debated which school variables influence student achievement. As policymakers become more involved in school reform, this question takes on new importance since their many initiatives rely on presumed relationships between various education-related factors and learning outcomes. Some research has suggested that "schools bring little influence to bear upon a child's achievement that is independent of his background and general social context" (Coleman et al., 1966, p. 325; see also Jencks et al., 1972). Other evidence suggests that factors like class size (Glass et al., 1982; Mosteller, 1995), teacher qualifications (Ferguson, 1991), school size (Haller, 1993), and other school variables may play an important role in what students learn.

Louisiana Studies Historic Preservation Supplement
Louisiana was the first state in the nation to produce a statewide architectural heritage education curriculum. Its goal is to provide the state's children with a sense of appreciation, pride, and stewardship for Louisiana's historic buildings. The material is statewide in scope. It deals with building types found throughout Louisiana as well as those limited to specific areas within the state. Thus, the curriculum has elements which teachers in each city, town, and parish can use. In addition, the materials can be adapted for students of any age and can be used to meet the Department of Education's Social Studies Standards. The curriculum is organized into eight components:
  • French Creole Heritage
  • Pioneer Settlement
  • Plantation Life
  • The Victorian Era
  • The Coming of Mechanization
  • The New (20th) Century
  • Downtown Louisiana: The Historic Central Business District
  • Caring For Our Heritage An outline showing how each of these units can be woven directly into the Social Studies curriculum at appropriate places in the chronology of the state's history and culture is included. In addition to a brief background narrative and an informative outline for each unit, the curriculum also contains a short bibliography, an illustrated architectural vocabulary, graphics illustrating major themes, and a series of suggested learning activities for students. The Louisiana Studies Historic Preservation Supplement was created in 1989/1990 through a partnership between the state Department of Education and the Division of Historic Preservation, a subdivision of the Department of Culture, Recreation and Tourism, Office of Cultural Development.

Louisiana - A State Unit Study This mini unit on LOUISIANA uses the cross curricular approach to education. There are several activities from different academic subjects for you to choose from. One of the most important things is to have fun! Below are some activities to help you study LOUISIANA. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child's needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about LOUISIANA and enjoyable for all who are participating. Louisiana's State Flag The design consists of the pelican group from the state seal, in white and gold, and a white ribbon bearing the state motto, "Union, Justice, and Confidence", on a field of a solid blue. Flag adopted 1912. Create a State "Infodesk": Before you begin this unit you may want to set up a research area. Place a desk or table in front of a bulletin board area. This will be where you can place relevant books, magazines, photographs, posters, newspaper articles, maps, scrapbooks, games, puzzles, computer software, task cards, travel brochures, etc. that you collect. Print a blank map of the state, or draw one on tag board, that you can place on the bulletin board. As you study the political and physical features of the state, have the children fill in the name of the state capital, large cities, and major geographical features. Color the map using different shades for varying elevations.

    Louisiana
    and the Caribbean:
    a Cultural Gumbo
Southerners traditionally have studied place with narrow area definitions. In the last twenty years innovative concepts of place, self, and region have been developed that give us dramatically new understandings of Louisiana as a rich multicultural society that is part of the South, yes, but also of a vibrant Caribbean world of many-faceted interactions among new immigrants from all parts of the world and long-established peoples of New and Old World origins and diasporas, including Native Americans and various Europeans, Africans and Asians. New Orleans emerges from this new concept of region as a transnational city and Louisiana and its Gulf neighbors as places connected as strongly across water as by landa variant on a common cultural and historical pattern. Our program in Louisiana and Caribbean Studies has developed from this recognition of the artificial nature of merely national boundaries and seeks to bring to public awareness Louisiana's rich and complex history of relationships with the peoples and cultures of the Caribbean. Encouraging interdisciplinary, multi-cultural approaches to region in scholarship and pedagogy, our program serves as an international resource to promote understanding of the vital cultural, human, historical, and economic connections between the islands and shores of the Caribbean and the Gulf Coast.

State and Local Tax Revenue Losses from E-Commerce ABOUT THE STUDY
    • Using forecasts of e-commerce sales for 2001 through 2011 provided by Forrester Research, the University of Tennessee’s Center for Business and Economic Research has estimated the amount of sales tax revenue state and local governments will lose because the tax is not collected on remote online purchases. The September 2001 study was commissioned by the Institute for State Studies, a nonprofit center for public policy research focused on the viability of the states in the 21st century. The Institute is based at Western Governors University in Salt Lake City. State and local revenue losses from e-commerce sales are measured by estimating the reductions in the sales tax base and then multiplying the lost tax base by the state-specific effective state and local sales tax rate. Key inputs to estimating the tax base loss for e-commerce transactions are forecasts of e-commerce sales, identification of the sales taxable components of these sales, assumptions about what share of taxable sales could be collected in the absence of e-commerce and estimates of the share of taxes due that can be collected.
    OVERALL FINDINGS
    • In 2001, state and local governments are estimated to lose $13.3 billion in sales tax revenue due to the inability to collect taxes from remote online purchases. This is 41 percent higher than the $9.4 billion projected for 2001 in an April 2000 study from the same researchers.
