History of the Museum The Louisiana Children's Museum opened in October 1986 with 8,000 square feet of leased space at 420 Julia Street in an 1860s building in New Orleans' historic warehouse district. Moselle Dearbone is a Program Associate with SEDL's Southeast Comprehensive Assistance Center (SECAC). She serves as Louisiana Team Leader. SECAC is under the auspices of the Southwest Educational Development Laboratory (SEDL) located in Austin, Texas. Experience/Education
Before joining SECAC in 1996, Dr. Dearbone served as assistant superintendent in the Louisiana Department of Education. She has also served as a member of the Louisiana Board of Elementary and Secondary Education (BESE). While on the BESE, she chaired two major committees and participated in three study groups of the National Association of State Boards of Education (NASBE), which published studies on urban education, family involvement, and multiculturalism in education. Her teaching career spans a 20-year period, ranging from middle school to college. Dr. Dearbone has a B.S. in Secondary Education from Grambling State University, an M.A. from the University of Southern California, and a Ph.D. from the University of Houston. History
  • The same year Louisiana Baptists organized their convention at Mount Lebanon in November, 1848, gold was discovered in California and the first Woman's Rights Convention was held in Seneca, N. V. The Mexican War had been over a year and the War Between the States was 13 years away. However, Baptists had been in Louisiana for more than 50 years.
  • Records indicate the first known Baptist in Louisiana was John Coulter who moved from Kentucky with his family to Fort Miro (Morehouse Parish) on April 19, 1797. Another migration to Louisiana was Joseph Willis, the first Baptist preacher of the Word west of the Mississippi River. He constituted Bayou Chicot (Calvary) Baptist Church in Ville Platte, Louisiana, November 13, 1812 which is still active today. Just a month and a day earlier, on the Boque Chit to River in Washington Parish, Half Moon Baptist Church was organized. The location was on a bluff overlooking the river, where the curvature resembled a half moon. During that time, that land east of the Mississippi River, was part of the Florida Parishes.
  • Thirty-six years later 13 Baptists in north Louisiana met at Mount Lebanon to organize the Convention. A majority of them were laymen and most lived near the community. At the time there were about 3,650 Baptists in about 88 churches with 65 ministers. James Scarborough was elected president.

HIGHER EDUCATION GOVERNING BOARDS BOARD OF REGENTS The Board of Regents, a state agency created by the 1974 Louisiana Constitution, coordinates all public higher education in Louisiana. The 1974 Louisiana Constitution authorizes the Board of Regents to plan, coordinate, and have budgetary responsibility for Louisiana's public higher education community, including twenty public Colleges, Universities, and/or professional schools. The agency also serves as the state liaison to Louisiana's eight accredited, independent institutions of higher learning. The Board of Regents is responsible for a wide range of planning, policy-making, and coordinating activities. The Board is not, however, directly involved in overseeing the day-to-day operations of the various College campuses. The 1974 Constitution gives the Board of Regents the following authority: To review or eliminate existing degree programs or departments;
