Study: Two-thirds keep college aid for four years
About two-thirds of the students who received state college scholarships through Louisiana's Tuition Opportunity Program for Students keep the aid for all four years of their undergraduate studies, according to a study prepared by the state Board of
Regents.
The report stems from a bill passed in 2001 to shed light on how the program works. The program, commonly known as TOPS, is Louisiana's major college scholarship program, with an annual taxpayer cost of $110 million. About 40,000 students receive aid. The study said students lose the aid because of a shortage of required credit hours far more often than they lose it because of poor grades. It also found that women receive 59 percent of the scholarships, while only 11 percent of the recipients are black. The report shows 65 percent of students who qualified for TOPS in 1999 met aid requirements for four years. Eighty-three percent kept their scholarships after the first year, 74 percent after the second year and 68 percent after the third year.

Economic Realities Lead to Support for Educational Reform Economic realities have helped mobilize the general public to support educational reform in Louisiana. The oil and gas industry plays a pivotal role in the state. Louisiana is the third largest U.S. producer of oil and natural gas and is a center of petroleum refining and petrochemical manufacturing. During the oil boom of the 1970s and early 1980s, oil and gas accounted for 30 to 41 percent of the state's revenue, adding $1.6 billion to state coffers in 1981-82. Times were good; there was little incentive for the state to diversify its industrial base. However, what was good for the state economy was not necessarily good for public education.

Pursuant to questions posed to the Louisiana State Board of Nursing (Board) relative to the role of registered nurses performing complementary and touch therapies, the Board established a Focus Group in May, 1998 to study the science and art of touch therapies as it relates to the Law Governing the Practice of Nursing and the Board's rules and regulations. Authority Pursuant to L.R.S. 49:963 and LAC 46:XLVII.3321, the Board is authorized to issue declaratory statements in response to requests for clarification of the effect of rules and regulation or L.R.S. 37:911 et seq. as re-enacted and amended, 1997. Process The Focus Group on the Role and Scope of Practice of Registered Nurses Performing Touch Therapies convened on October 19, 1998, January 4, 1999, April 6, 1999, and July 19, 1999 to: identify the parameters of touch therapies relative to nursing practice and the nursing process; review the literature relative to holistic nursing practice, specifically complementary and touch therapies; review of the Board's previous opinions and the rules and regulations of other disciplines such as Massage Therapist and Chiropractors relative to scope of practice.

To find out more about other qualified state saving programs The State of Louisiana proudly introduces its 529 Plan, the Student Tuition Assistance Revenue Trust Program, commonly referred to as "START Saving Program" . It is an innovative college savings plan designed to help families contend with the future high cost of their children's postsecondary education. The program is administered by the Office of Student Financial Assistance under the direction of the Louisiana Tuition Trust Authority, or LATTA. The LATTA is a public body composed of representatives from the state's higher education governing boards. The State Treasurer and a member of the House of Representatives and State Senate also sit on the LATTA Board. Deposits made to individual accounts will be pooled in the state treasury and managed by the Treasurer. A Savings account, called an Education Savings Account, may be opened on behalf of a child by a parent, grandparent, legal guardian, a person claiming the child as a dependent on their tax return, family member, or any other person who would like to save for a child's college expenses. Participants in the program are able to save at their own pace, in amounts they can afford, and still have their money professionally managed. In addition, as an incentive to save, the State of Louisiana will match a portion of the deposits made to your account, depending upon the amount you deposit, your adjusted gross income and the category of account. The following chart explains how the earnings enhancements are computed based on the adjusted gross income (AGI) reported by the account owner on his federal income tax return.

It was founded as a branch unit of Southern University and Agricultural and Mechanical College, Baton Rouge, by Act 28 of the Extraordinary Session of the Louisiana Legislature of September 4, 1956, and began its initial year of operation on a seventeen-acre site located on the perimeter of Pontchartrain Park. With a freshman class of 158 students, one building, and a faculty of fifteen, the The first graduation took place in May, 1963 at which time baccalaureate degrees were awarded to fifteen persons. Over the years several events have significantly affected the direction of the institution.
First, on November 8, 1960, the Louisiana Legislature adopted Amendment 26. This act prescribed that Southern University at New Orleans shall remain in perpetuum a branch unit, an extension of Southern University and Agricultural and Mechanical College, Baton Rouge, thereby precluding any impending status of autonomy for SUNO. Second, in January 1964, Virginia Cox Welch, a white high school teacher filed a lawsuit in federal court against the Louisiana State Board of Education. This litigation, Civil Action No. 14217, resulted in opening the university to all individuals regardless of race or color.

~Certification by organizations in a specialty area of nursing, approved by board. All continuing education requirements may be obtained by Home Study. Continuing education: NURSING EDUCATION OF AMERICA Failure to complete an audit of continuing education requirements satisfactorily or falsification of information may result in disciplinary action against the licensee. At a minimum, the license will be invalidated. Falsification of data on the license renewal or audit forms constitutes grounds for disciplinary action. Effective in 1999, State Boards of Nursing are required to report adverse actions taken against licensees for forward to the Healthcare Integrity and Protection Data Bank (HIPDB). A licensee who has had disciplinary action taken by the Louisiana State Board of Nursing can expect notification that a report of previous action has been submitted to the HIPDB.
