Travel Reimbursement Guidelines for School Board Members
Act 376 which emerged from last year's legislative session singled out school board members to comply with the stringent travel regulations prescribed by the division of administration for state executive branch employees. These regulations severely limit school board members with regards to travel to important and pertinent state, regional, and national meetings. Attendance at such meetings enhance school board members' knowledge in carrying out the duties and responsibilities of their elected office. Representative Roy Quezaire, Jr. from Ascension Parish has agreed to author HB 229 this regular session. If this bill is passed and signed into law it repeals Act 376 While we feel that HB 229 has an excellent chance of receiving a favorable vote, we realize that it will taken an effort on the part of all of us. We urge you to ask your legislators to sign on as co-authors of HB 229 and its companion bill in the Senate if one is filed. The more authors/co-authors on a bill, the better the chance of passage.

Testimony before the US House of Representatives Committee on the Judiciary, Subcommittee on the Constitution
October 14, 1999 Mr. Chairman and members of the subcommittee, I come before you today as a voice for all the parents and children of East Baton Rouge Parish in Louisiana. I speak for them and them alone. Their voices have been silenced and mostly unheard ever since the persons involved in the desegregation lawsuit - the NAACP, the school board's lawyers, and the plaintiffs' lawyers - became totally focused on desegregation, when education and equality should have been foremost. The parents' voices were not heard when our children were being bussed. The parents' voices were not heard as our children attended unequal schools. The parents' voices were not heard as our children sat in raggedy, run-down, leaking, and cold schools. The parents' voices were truly not heard as our children were being used as pawns for the political and educational factions in Louisiana and across this nation.
Our children have been and are the victims in this horrendous tragedy. Through all of this, we parents have been very tolerant, understanding, quiet, willing, and non-repulsive to the school board, the NAACP, the Justice Department, other players in the desegregation lawsuit, and other individuals that claim to be the speakers and representatives for our children.

Chantrell Lowe wept after a Louisiana Senate hearing on vouchers. She will be unable to allow her son to remain in the private school he attends. Story Tools BATON ROUGE, Louisiana (AP) Louisiana might seem the most likely of all the states to embrace school vouchers: it has several troubled public schools, a centuries-old Roman Catholic school tradition and the nation's highest percentage of students in private or home schools. But halfway through this state's 2003 legislative session, voucher bills appear to be dead. Not even last summer's Supreme Court decision upholding the constitutionality of taxpayer-subsidized private school tuition could provide the momentum voucher supporters needed. State Rep. Carl Crane, a Baton Rouge Republican, says the issue is dead for this session, noting that "this is an election year." In Louisiana, all 39 state Senate and 105 state House seats are up for grabs this fall and every candidate seeking one of those positions will face scrutiny from two teacher unions and associations representing school boards, school superintendents and school principals. All are opposed to vouchers on the grounds that they will drain money from struggling public schools, further harming the educational prospects for the students who remain in those schools.

CTE Mission To prepare Louisiana's citizenship for improved quality of life, workforce success, and continued learning and to provide all students with a challenging and relevant seamless education that will help them become lifelong learners and productive citizens of the 21st century. CTE governance structure Perkins funds are distributed through the Louisiana Community and Technical College System. The Department of Education is responsible for administration of secondary CTE and the Community and Technical College System is responsible for administration of postsecondary CTE with the State Board of Education and the Community and Technical College System overseeing programmatic control of secondary and postsecondary CTE respectively. State Director Roles and Responsibilities CTE Connections to Economic Development In Louisiana, CTE staff work collaboratively with other state agencies and key organizations representing business and industry to study different initiatives that impact economic development. The state legislature enacted legislation creating an interagency task force whose task will be to offer recommendations and priorities to eliminate the skills gap existing in the state. Louisiana's Department of Economic Development has initiated a major reorganization evolving around a cluster concept for economic development. Nine industry clusters focus on occupational and economic opportunities for the state. LCTCS, as a new state entity for postsecondary career/technical education, is actively involved in supporting these clusters.
