Beginning with the May issue, Beef Today circulation will increase from 103,000 to more than 250,000 beef producers. "This is a great fit," said Beef Today editor Steve Cornett. "For years, we've seen study after study that shows Farm Journal is the cattlemen's first choice of all agricultural magazines, so we know beef producers read the book. Now, our in-depth coverage of the beef industry will get to more than twice as many producers as before." Beef Business Journal Starting with the August issue, the new Beef Business Journal will be published nine times each year as a demographically selected section within Top Producer magazine. The new publication targets more than 23,000 of the nation's top beef producers - those with more than 500 cows, 500 stockers or 500 fed cattle. The company has plans to offer exclusive services to subscribers down the road, such as conferences, networking opportunities and business management tools customized to the beef industry.

however, industrial co-products used as feed represents another 20% of corn usage. The co-products of industrial processing are largely fed to ruminants domestically and internationally. The ability to sell these co-products profitably can indicate the potential financial success of certain industrial processes, such as ethanol production. With the majority of U.S. corn being fed to domestic livestock, it is of utmost importance to work with this industry to address issues of mutual concern. The climate of agriculture and livestock production has changed gravely in the past decade. As more regulations are imposed and stricter guidelines are suggested for production practices, livestock production is being forced out of the United States to other countries. NCGA is gathering information and conducting a survey on moratoriums and regulations that inhibit livestock production to create a baseline of information regarding the legal atmosphere of livestock production. This baseline will serve as a starting point for developing the pro-livestock media campaign and working with sister organizations that represent livestock production to address the anti-livestock sentiment expressed by this restrictive legislation.

VALUE-ADDED TAX : IMPORTATION OF LIVESTOCK As from 4 January 1999 Value-Added Tax at the rate of 14 per cent will be levied on the importation of goods from Botswana, Lesotho, Namibia and Swaziland (the BLNS countries). At present the supply of livestock between registered vendors in South Africa is permitted at the zero rate. This will continue after 4 January 1999 as the South African Revenue Service is still in consultation with producers and various other stakeholders. To ensure that there is no discrimination against producers in the BLNS countries, the importation of livestock from such countries will be allowed free of VAT, provided the BLNS importer can prove to the Customs officer at the time of importation that the livestock is being supplied to a VAT registered vendor Should the permission granted to South African vendors to apply the zero rate be withdrawn, all imports of livestock will also become subject to VAT at the standard rate.

Through the new communications media, science can provide a wide portfolio of information from which farmers may choose options suitable for local conditions. A range of activities covering cattle, sheep, pigs, goats, chickens, ducks, fish and other animals maybe available, with different levels of intensity as well as different, locally available feed resources. The information system is the basis of this approach, with the role of the scientist as information provider, that of the extensionist as interpreter and the farmer as user. As both the provision and supply of information extends to a greater number of countries the application of more diverse options is likely to result in more sustainable systems that make better use of local resources and are better adapted to the environment (Figure 1). In the past, livestock development has sought to improve production efficiency by introducing new strategies of breeding, reproduction or nutrition, based on institutional research applied to projects in the field. With such an approach, success or failure is determined by the uptake of chosen technologies by the target group The results depend on the appropriateness of the technology to the local environment and on the capacity of the market to absorb increases in milk, meat or other products. Success depends on the particular research activity fitting within the development constraints, whether it is genetic improvement, reproductive technology - artificial insemination (AI) or embryo transfer (ET) - or particular feeding systems. Such an approach is technology-driven rather than demand-driven and fails to take account of the more fundamental objective of rural development which is to improve the relative status of poor countries, disadvantaged areas and poor farmers.

Through the new communications media, science can provide a wide portfolio of information from which farmers may choose options suitable for local conditions. A range of activities covering cattle, sheep, pigs, goats, chickens, ducks, fish and other animals maybe available, with different levels of intensity as well as different, locally available feed resources. The information system is the basis of this approach, with the role of the scientist as information provider, that of the extensionist as interpreter and the farmer as user. As both the provision and supply of information extends to a greater number of countries the application of more diverse options is likely to result in more sustainable systems that make better use of local resources and are better adapted to the environment (Figure 1). In the past, livestock development has sought to improve production efficiency by introducing new strategies of breeding, reproduction or nutrition, based on institutional research applied to projects in the field. With such an approach, success or failure is determined by the uptake of chosen technologies by the target group The results depend on the appropriateness of the technology to the local environment and on the capacity of the market to absorb increases in milk, meat or other products. Success depends on the particular research activity fitting within the development constraints, whether it is genetic improvement, reproductive technology - artificial insemination (AI) or embryo transfer (ET) - or particular feeding systems. Such an approach is technology-driven rather than demand-driven and fails to take account of the more fundamental objective of rural development which is to improve the relative status of poor countries, disadvantaged areas and poor farmers.
