Maximising exports and minimising imports is a key to economic prosperity but quality assurance (QA) is rapidly becoming the battleground on which the economic contribution of a country's agricultural production, especially exports, will stand or fall. A number of significant QA trade wars have already been fought, some are still in progress and we can be quite sure that more are to come. Brazil is one of the transitional economy countries that has already recognised the growing economic importance of QA and hosted a major international conference on the subject. Also, an international textbook on QA has appeared, edited by Dr. John Hodges of FAO and Professor In Han of Seoul National University. Entitled Livestock, Ethics and Quality of Life this multi-author treatise focuses on the expectations of animal product consumers in terms of "availability, price, safety and quality". A classic example of QA dynamics is the decade-long struggle of the genetically-disadvantaged Australian pork industry to exclude cheap imports from the progressive and thriving Canadian pig industry. Geographic isolation, coupled with a very strict quarantine for imported livestock, has kept Australia free from some of the new diseases that have spread alarmingly in the more geographically connected countries of the world in recent years. The downside of having an isolated geographical position and strict quarantine is that genetic progress can lag behind the rest of the world. Superior genetics has consistently enabled Canada to produce pork more economically and more in line with modern consumer preference, but it has suffered from emerging viruses such as

Organic livestock are fed, housed and looked after with a great deal of attention focused on their welfare. Organic farmers make sure that the animals have bedding (usually straw) and have lots of space to move around. By taking good care of the animals and feeding them well with a natural diet they have a much healthier life. This is in great contrast to the terrible conditions factory farmed and intensively reared animals live in. Standards have been set which aim to keep livestock in good health by promoting good standards of animal welfare, appropriate diets (herbivores should never eat animal proteins) and good day-to-day care. If animals are ill, the farmer must make sure they are treated properly. Antibiotics and other medicines are sometimes used but only when there is no alternative treatment available or where they need to save an animals life or reduce its suffering. if treatment has been given, no product from the animal can be sold as organic for some time after the medicine was used. Very often, farmers use homeopathic treatments to help keep their animals healthy. The organic approach is a "preventative" approach by providing a better environment for the animals in the first place.. Organophosphorus pesticides can never be used to treat animals which are sold as organic.

Bovine Spongiform Encephalopathy (BSE) -
Mad Cow Disease
On December 23, 2003 the USDA announced a case of BSE in an adult Holstein cow in the state of Washington. The USDA has initiated a comprehensive investigation working with state, federal, and industry counterparts. Quarantine and recall measures have been implemented. BSE is a chronic, degenerative disease affecting the central nervous system of cows. Clinical signs include nervousness or aggression, abnormal posture, uncoordination and difficulty in rising. The incubation period is from 2 to 8 years. There is no evidence that BSE spreads horizontally from cow to cow. Research suggests that maternal or vertical transmission may occur at a very low level. In cattle naturally infected with BSE, the BSE agent has been found only in brain tissue, in the spinal cord, and in the retina. To date there has been no evidence of infection detected in milk or muscle tissue. BSE was first diagnosed in Great Britain in 1986.

INTRODUCTION
A study aimed at identifying research priorities and the constraints to the maintenance of high standards of animal health and welfare on organic livestock farms in the UK has been conducted over two phases: Phase 1: A postal survey of organic producers registered with the UK Soil Association was conducted during 1995-96 Phase 2: A follow-up study, using the results of the postal survey and case-studies is currently being undertaken. This paper will focus on the methodology adopted. A full description of the results of the first phase has been reported by Roderick et al.
PHASE 1: A POSTAL SURVEY
Methodology
Postal questionnaires were sent to 270 soil associations registered organic farmers. Closed questions were included covering specific enterprise practices. Producers' perception of disease was established by scoring a range of common diseases. Open ended questions were included to record producer comments. Descriptive analyses were conducted on the survey data.
Results
A 'useful' response rate of 52 percent was achieved. The survey revealed trends in farm type e.g. by species (Figure 1), altitude, less-favoured area status and period under organic production. Key livestock management and husbandry techniques were described and variations between farms were identified. Generally, the producers did not perceive major animal health problems in their herds/flocks. Producers' perception of disease was similar to that expected in conventional systems. An example of the health assessment of dairy herds is given in Figure 2. A wide range of health control methods were commonly practised. This is demonstrated in Figure 3, which shows the use of a combination of antibiotics, homeopathy and other methods to control mastitis in dairy herds.

Organic and biodynamic livestock production have the potential to significantly improve animal welfare. An example of this can be seen through the selection of animals that are free from specific health problems associated with some breeds, do not require surgical treatments and are adapted to local conditions, and through management practices that cater for the animals’ needs. The question remains: can farmers maintain high standards of animal health and welfare and comply with the ‘Organic and Bio-dynamic Produce Standard’? Globally research is being conducted in the areas of animal stress, behaviour and welfare (which are usually, but not always linked). One of the greatest challenges is finding ways to manage livestock that minimise the stress they experience and promote good health and welfare. Theoretically it should be possible, but in reality it is extremely difficult to achieve, and that is why there are some real challenges for organic and biodynamic producers who rely mainly on management techniques for maintaining high standards of health and welfare in their animals.

Background : The development of an Animal Health and Welfare Strategy is one of Defra's beacon programmes. The Government is committed to preparing a strategy for animal health and welfare, as recommended by the Policy Commission Report on the Future of Farming and Food and the recent foot and mouth inquiries. However we are starting from the beginning with no preconceived ideas using the recommendations only as guidance on the scope of the Strategy. This work is being taken forward by Defra, the Scottish Executive Environment and Rural Affairs Department, and the Welsh Assembly Government Agriculture and Rural Affairs Department. The paper draws together the main concerns, roles and responsibilities of all those involved in protecting the health of animals, raised in our initial informal discussions with stakeholders. The following were the main issues raised in the Forum: 1.The Forum participants had a brief discussion on the views of the scope of the strategy and whether the current balance was right and, how far beyond farmed livestock and companion animals it should extend. Participants highlighted that the AHWS needs to extend its scope from food production to include habitat management for biodiversity and conservation grazing for native equines.

NOTES
This publication is in three parts. The first is a Code of Recommendations for the Welfare of Livestock: Animal Health and Biosecurity. This has been prepared following consultation and is issued with the authority of the Scottish Parliament under section 3 of the Agriculture (Miscellaneous Provisions) Act 1968. The second and third are not part of the Code. They are guidance for official visitors to farm properties and recreational users of farmland, pending the planned introduction of a Scottish Outdoor Access Code. Section 3 of the Agriculture (Miscellaneous Provisions) Act 1968 allows "the Ministers" to produce codes of recommendations for the welfare of livestock and to issue such codes once they have been approved in draft by the Scottish Parliament. In relation to Scotland, the powers of "the Ministers" had previously been transferred to the Scottish Ministers by section 53 of the Scotland Act 1998 (1998 c.46).
