ERS tracks animal health and welfare issues as they relate to food safety and the production and availability of animals for processing into meat. Specific livestock production technologies, like feeding low levels of antimicrobial drugs to livestock, become important when they have the potential to impact food safety or human health. Antimicrobial resistance (the ability of bacteria or other microbes to resist the effects of antimicrobial drugs) is a global concern for both human health and agriculture. Moreover, animal diseases increasingly affect international trade, food safety, and human health. The care and welfare of animals raised for food has also become an issue for consumers in some countries. Feeding low levels of antimicrobial drugs to livestock can affect food safety, human health, and livestock production costs and returns.

Integration of Livestock into Organic Farming Systems: Health and Welfare Problems David Younie SAC, Craibstone Estate, Bucksburn, Aberdeen, AB21 9YA, Scotland 1. The Role of Livestock in Organic Farming The importance of livestock to the success of organic farming is often a source of major discussion. This discussion essentially revolves around whether grass/clover leys are seen as critical for generating nitrogen in the farm system or whether a truly stockless system based on green manures and grain legumes is possible. In the ley/arable system, livestock, particularly ruminant livestock, are certainly necessary for their role in utilising the leys, and are also important as a source of manure for transferring fertility to priority crops around the farm. Livestock also fulfill an additional role through their utilisation of arable crop residues. This author takes the view that truly stockless systems are only likely to be agronomically reliable where soil type is very favourable, and that in most situations a system involving grassland and livestock is likely to be the most sustainable system of organic production. In any case, the climate, soil and topography in many parts of Europe are suitable only for grassland and livestock production.

Animal Health and Organic Livestock Douglas Gray SAC Veterinary Science Division, Aberdeen Introduction Animals have a central role in the grass/clover leys which comprise the fertility building phase of organic crop rotations. They provide the organic manure needed for transfer of plant nutrients around the farm. In addition, the maintenance of good animal health and welfare is an important principle of organic farming. This is achieved through the application of biological and animal husbandry principles, rather than reliance on the routine use of conventional veterinary medicines. Where required, the use of alternative methods both for prevention and treatment of disease is encouraged. It must be emphasised however that good animal health and welfare are integral to the philosophy of organic production. Any practice which compromises animal health and welfare will not be acceptable to the certification bodies responsible for enforcing organic standards. Organic Livestock Standards Organic standards are laid down in EU Regulation 2092/91 which are interpreted and enforced in the UK by UKROFS ( The United Kingdom Register of Organic Food Standards). The detail of the standards will be found in the UKROFS Standards Handbook or the standards produced by individual sector bodies. In relation to animal health and welfare, the application of principles of good management, nutrition and husbandry, appropriate to the animal species forms the basis of disease prevention and good animal welfare. This can be supplemented by the use of medicines where necessary, preferably of an alternative nature.

Moss, Ed., Longman Group UK Ltd, Distributed in U.S. and Canada by Iowa State University Press, Ames, IA 50014-8300. 1992, 420 pp. A clear aim of this book is to draw attention to the basic fact that disease is a principal cause of suffering in animals and that the veterinary profession plays an important role in animal welfare by controlling and preventing disease. The book covers a myriad of topics related to health and welfare of farm animals. Included are definitions, codes of practice, monitoring systems, behavioral aspects, and problems associated with feeding and housing. Also included is information on legislation in Great Britain and the European Community. The book ends with a chapter on the impact of biotechnology on animal welfare and health. Foot-and-Mouth Disease Background Information:
Foot-and-Mouth Disease (FMD) is a highly infectious animal disease caused by a virus that affects cloven-hooved animals, such as sheep pigs and cattle. It is not a risk to human health or food safety. Concerns about FMD in the U.S. are economic in nature, since the disease can have a devastating effect on animal herds and production. FMD is not new; it has affected many countries in the world, with the most recent outbreaks in Europe and South America. The last time the United States had animals with FMD was in 1929, thanks in all large part to government and industry vigilance. In the spring of 2001, the government prohibited import of all animals and animal products ands used farm equipment from high-risk countries.

    The theme of the 2nd NAHWOA Workshop was "Diversity of livestock systems and definition of animal welfare". The diversity of livestock systems within the European Conmmunity area has become particularly clear during the development of the common organic livestock production standards, in the form of EU Regulation 1804/ 1999. The Workshop heard several interesting papers on the subject, including an account of first-hand, field visit experience of the DEHESA farming system and of an olive farm with mixed livestock systems to utilise the by-products. In addition to a lively discussion during a session in the Workshop, the NAHWOA Working Group on organic standard development had a meeting to discuss the issue. These Proceedings include a combined report of all these discussions. This report is also submitted to the European Commission as an official NAHWOA statement on the present state of development of EU Regulation 1804/1999.

    ORGANIC LIVESTOCK PRODUCTION Animal Health and Welfare Research Priorities th September 1996 INTRODUCTION In September 1995, a six months study was initiated to assess the major animal health and welfare constraints in UK organic livestock systems. The principal aim of the study was to identify research priorities required for further development of this sector. In particular, the study was designed to gather information on livestock management and health status directly from organic producers. European agriculture has, over the past decades, been dominated by high input and high output systems. Scientific and public concerns over intensive agricultural practices have, however, increased in the recent years. Some commentators have predicted a more extensive agricultural future (North, 1990; HMSO, 1990; Neville-Rolfe, 1990; Taylor and Dixon, 1990; Hodges and Scofield, 1988; Lampkin, 1990). Simultaneously, there is an increasing awareness that organic farming practices may provide an opportunity to supply food that meets changing consumer demands and satisfies the requirement for more environmentally acceptable systems of production. There has been an unprecedented increase in organic farming in Europe during the last decade (Vogtmann, 1995). In some countries, this has also been reflected in a growing number of livestock managed organically. However, whilst there has been a general increase in the research into organic farming, little attention has been directed to animal health and welfare issues (Borgen, ed., 1995; Lampkin, personal comm.).
