Using Partial Budgeting to Analyze
Drought Management Strategies
As drought conditions continue, increasing numbers of livestock producers will be faced with some critical decisions relating to their breeding herds. Without needed moisture, poor forage conditions and shortened grazing seasons will force producers to analyze different alternatives to cope with drought impacts. A partial budget is a valuable management tool used to analyze an incremental change in a given enterprise. By employing budget principles, a manager can compare the economic impact (costs and returns) of alternative drought plans. Partial budgeting is based on the principle that changes made in the farm or ranch business due to drought conditions will have one or more of the following effects:
  • eliminate or reduce some costs eliminate or reduce some returns increase some costs increase some returns.
  • The net effect will be the sum of positive economic effects minus the sum of negative economic effects. Livestock producers may need to analyze or compare different drought management strategies. To demonstrate the process, four example possible strategies have been compared. These represent only four of many possible drought management strategies to consider.

CSU Home Thirteen Land-Grant Universities Collaborate On Production Ag CD-ROM Colorado agriculture continues to face tough challenges with an abundant supply of crops, low global demand, growing concern for labor costs, large supplies pressuring wheat prices, and farm debt up more than 25 percent from 1998. To help farmers, ranchers and small acreage owners, Colorado State University Cooperative Extension collaborated with 12 other land-grant universities to publish Put Knowledge to Work: Production Agriculture CD-ROM. This CD-ROM, containing over 2,700 publications, is the largest collection of university research-based production agriculture information. "The information on this CD will help equip crop and livestock producers with the information they need to increase efficiency and productivity and to comply with state and local environmental regulations," said Reagan Waskom, Colorado State University Cooperative Extension water quality specialist. Although the World Wide Web offers production agriculture information, not all sources are equally valuable or reliable. This CD provides reliable and immediate information when rural areas face Internet access problems. "Two of the three Internet service providers in our area are frequently unavailable. With this CD, the information is available literally in seconds," said Ron Ackerman, Colorado State University Cooperative Extension unit leader for Crowley County. "The enterprise budgets are extremely valuable to producers in preparing cash flow projections for their bankers. They also provide benchmarks for producers to compare with their own production costs. The record low prices that Crowley County farmers have received over the last several years mandates that they closely monitor and control production costs. This is the one area that they have some direct control over."

    THERE is not due attention paid to the rearing of the livestock in this island, either horses or black cattle, trusting to the importation of draught horses from Ireland, from which place young cattle are sometimes brought, the ancient stock of the country being of a small size The cattle of this island are observed to require but a short time to fatten when either in choice pasture, or exported to England; but the country appears better adapted for rearing of stock than fatting. When fatted, their average weight is four score per quarter, and in proportion to that weight have forty pounds of tallow, and sixty pounds of hide. Calving cows and heifers sell in the month of May from four to six guineas; dry cows and heifers, for fatting, from 3 to 5 ; oxen from the plough, from five to six guineas, and usually leave with the grazier from 2 l . 10s.to 3 In October and November, the principal slaughtering months, beef fetches at market two-pence-halfpenny per pound, and gradually rises to four-pence in winter, and through the Spring till June, when the earliest grass fed beasts coming in, the price lowers again by degrees. The Holderness breed hat been tried, but is not suited to the climate or grass. Cattle of a larger size than the stock of the island, have been imported from Scotland and Ireland; but on the whole, there are few well made cows, or capital milkers, in this country.
