Lithuania: State Nuclear Safety Inspectorate (VATESI) Creation. When Lithuania gained independence in 1991, it assumed full responsibility for the two 1350 MWe units at Ignalina Nuclear Power Plant. However, without a nuclear regulatory agency, Lithuania was unprepared to handle safety issues related to the plant.[1] Therefore, on 18 October 1991 the Lithuanian Parliament (Seimas) established the Lithuanian State Nuclear Safety Inspectorate (VATESI). The Lithuanian government approved its status as a regulatory and inspection agency under the Ministry of Energy on 21 October 1992.[2] On 12 December 1996 the Ministry of the Economy assumed responsibility for VATESI.[5] Responsibilities:
  • Establishing regulations, principles, and criteria for nuclear energy safety and materials usage, storage, and transportation Preparing and performing inspections Making proposals for laws and other legislative acts in the sphere of nuclear safety Accounting for all nuclear and radioactive materials with IAEA cooperation Issuing licenses to operators of nuclear- or radiation-related facilities or technologies (to begin in early 1998)[2]

    Lithuanian Government Tries to Avoid Ceding Control of Important Oil Sector Decisions to YUKOS
    Lithuanian President Valdas Adamkus yesterday announced that Lithuania must formulate a clear strategy for talks with the Russian oil company YUKOS . According to the President's press service, he made this announcement during a meeting with Prime Minister Algirdas Brazauskas, Finance Minister Dalia Grybauskaite and Economic Minister Petras Cesna.
    On Tuesday YUKOS officially informed the Lithuanian government of its intention to acquire 26.85% of shares in Mazeikiu nafta , Lithuania's largest oil refining and transportation concern. The shares currently belong to the American company Williams YUKOS already owns an identical amount of shares in Mazeikiu nafta , and if the purchase of the shares from Williams goes ahead, it will gain control of the Lithuanian company.
    In the meeting with ministers, the Lithuanian President discussed the question of the concern's management after the possible transfer of a controlling share packet to YUKOS . Adamkus suggested trying to find various alternatives relating to the forthcoming change in Mazeikiu nafta's share distribution. In his opinion, the government must do everything possible to maintain control over the decision-making process, which is of strategic importance for the oil sector in Lithuania.

    Lithuania's Government Approves HIV/AIDS Prevention and Control Program Baltic News Service (10.01.03) - Monday, October 06, 2003 According to a Lithuanian government press report issued on October 1, the nation has instituted a National HIV/AIDS Prevention and Control Program for 2003-2008. The new program reflects essential priorities in response to a rapidly changing epidemiological situation in Lithuania and neighboring countries, and it extends the practice of HIV prevention measures. As of early September 2003, some 819 Lithuanians were registered HIV-positive; 659 of them contracted the virus through shared needles. The government's new program calls for prevention of the spread of HIV through the blood supply, sexual intercourse, and mother-to-child transmission; improvements in diagnosis and care of HIV/AIDS patients; and implementation and coordination of regional and local HIV prevention and control programs. "While the number of HIV- positives is constantly increasing, the state may have to allocate much more means on the treatment," the report stated. "This is why we consider initial HIV prevention and cooperation with other institutions to be underlying issues." Prevention interventions will be targeted at high-risk groups such as intravenous drug users and their families, prostitutes and their clients, sailors, long-distance drivers, and prisoners. Education efforts will focus on police officers, soldiers, young people and medical care specialists.

    Terrain: Lithuania's fertile, central lowland plains are separated by hilly uplands created by glacial drift. A total of 758 rivers, many are navigable, and 2,833 lakes cover the landscape. The coastline is 90 km. (56 mi.) long. Land use 53% arable land, 30% forest and woodland, 4% water, 13% other.

    NUCLEAR ENERGY IN LITHUANIA
    Since Lithuania gained its independence from the Soviet Union, it has relied increasingly on nuclear energy as the cost of imported fossil fuels has risen. At the time of the Soviet collapse, the Ignalina nuclear power plant alone provided about 60 percent of Lithuania's electricity. Thermal (coal, oil, gas) power plants generated about 39 percent, followed by hydroelectric plants at slightly more than 1 percent. Now, the Ignalina plant provides about 90 percent of the country's electricity. The two 1,500-megawatt units at Ignalina produce about 2,600 megawatts (net) of electricity. As designed by the Soviets, the plant has the capacity to produce even more power, but safety concerns and public reaction to the Chernobyl accident prompted authorities to operate the plant below its full capacity. Lithuania assumed ownership of the plant Aug. 27, 1991, and set up its own inspectorate, the Lithuanian Nuclear Power Safety InspectorateVATESIto oversee the plant. Today, even though the plant's operators are ethnic Russians, they have agreed to stay and become Lithuanian citizens.

    Lithuanian ministers resign over terms of US buyout of state oil refinery
    By Steve James 22 November 1999 Use this version to print Prime Minister Rolandas Paksas, Finance Minister Jonas Lionginas and Economics Minister Eugenijus Maldekis resigned after the government failed to extract better terms for transferring control of the country's major oil refinery to America's Williams International. Williams is owned by Fortune 500-listed MAPCO. Conservative Andrius Kubilius was appointed prime minister. Valentinas Milaknis, the former director of an information technology company, was made economics minister. The new finance minister is American-Lithuanian Vyautas Dudenas, former vice-president of the US Municipal Bond Assurance Corporation and founder of the Lithuanian Stock Exchange. The transfer of the Mazeikiu Nafta state oil refinery to Williams had been under negotiation for 18 months. Under the deal, Williams is to take a 33 percent stake and operational control of Mazeikiu Nafta. It will also have an option to buy a majority stake over the next seven years.

The foundations of the political and social system are enforced by the Fundamental Law (the Constitution) of the Republic of Lithuania adopted on October 25, 1992, which also establishes the rights, freedoms and obligations of citizens. State power in Lithuania is exercised by the Seimas (Parliament) , the President of the Republic, the Government and the Court.

    The Seimas is the supreme body of state power of the Republic of Lithuania. It comprises 141 deputies elected for a period of 4 years. The Seimas have the power to adopt the Constitution and amend it, to adopt laws, to consider drafts on the programme produced by the Government and to approve it, to control the activities of the Government, to approve the budget of the Government, to establish the state institutions provided by the law, to appoint and to dismiss chairpersons of the state institutions, to settle other issues pertaining to state power. During the elections that took place on September, 2000, 141 deputies were elected to the Seimas of the Republic of Lithuania.

    The mansion on the Sixteenth Street owned by the Lithuanian Embassy since 1924 is the building longest owned without interruption by a single embassy in Washington, D.C. Designed by architect George Oakley Totten, Jr. it was built on behalf of Mary Foote Henderson in 1909 as part of the original Embassy Row. Due to the United States' non-recognition of Lithuania's occupation by the Soviet Union the Legation continued to function and the building stood for many years as a symbol of Lithuania's statehood.
    By Alfonsas Eidintas The ornate Italian-style building that is now the Embassy of Lithuania was one of several properties owned by Senator John B. Henderson and his wife Mary Foote Henderson, and built especially for the diplomatic row of Sixteenth Street around the turn of the century. Construction of this specific building was finished in 1909, and over the next 15 years it was rented to diplomats of various countries. Lithuania purchased the building in 1924 for $90,000. Mary Foote Henderson had a grand vision of transforming the 2200 block of Sixteenth Street into "Embassy Hill near the Meridian Heights." Her husband died in 1913, leaving her substantial wealth. Fascinated with architecture, she sent sketches of buildings to her favorite architect George Oakley Totten, Jr. After building an embassy for France, Mrs. Henderson built embassies for Ecuador, Spain, Mexico, Cuba, Poland, Lithuania and Holland. Many of these buildings included interior decor that was native to each country.
