I am delighted to introduce to you Lithuania, already a fully-fledged member of the European Union and NATO.We have gone a long way towards our membership of the European Union and in doing this the support of the European countries was of great help to us. However, the doors of the European Union would have hardly opened for us had it not been for our own efforts and consistent reforms. Now, we enter through the doors proud of ourselves and of our country’s achievements. I remember the officials of the European Commission saying that the negotiations for this most recent wave of the EU enlargement contained three highly complicated issues - namely, Ignalina Nuclear Power Plant, Kaliningrad transit, and the reunification of Cyprus. Today I can proudly say that two out of the three have been successfully resolved, and both of them are associated with Lithuania. The EU-Russia dialogue continues to further develop and build on the successful settlement of the issue of passenger transit to and from the Kaliningrad Region. We are delighted that we have managed to strike a compromise on the extension of the Partnership and Cooperation Agreement as well as on the Joint Statement concerning the EU Enlargement. This proves that Lithuania, Russia, and the European Union can constructively settle issues that arise in the course of a rapidly developing dialogue.

    Lithuania experienced initial difficulties with economic reform, especially with reform of agriculture, because of the government's insistence that social welfare levels be retained and that privatization of enterprises would be subject to regulations forbidding the elimination of jobs and employee services. Mistakes in fiscal policies, especially those committed by the Bank of Lithuania, and the increase in energy and other prices by Russia, as well as difficulties with payments for goods exported from Lithuania, also fueled inflation, promoted a black market, and emptied the stores. Production decreased. In 1993 industrial production dropped more than 50 percent compared with 1991. Agricultural production declined by 39 percent. Unemployment, including partial unemployment, rose from 9,000 to more than 200,000. By the end of 1992, the lack of heat and shortages of hot water in wintertime were conspicuous evidence of a deep economic crisis in the land. Nevertheless, the economic decline was considered to be of a temporary nature, caused by the difficulties of the transitioncommon to former Soviet statesto a free-market economy. The IMF and the World Bank were satisfied with priva-tization and reform efforts, and the latter provided a development loan of US$82 million. On a scale of zero to ten, Germany's Deutsche Bank in 1991 ranked Lithuania's potential for agricultural production as ten and for industrialization as approximately eight. Promising sectors for future profitable investment include building materials, electricity, transportation, and tourism.

    GOVERNMENT AND POLITICAL CONDITIONS
    Lithuania is a multi-party, parliamentary democracy. President Rolandas Paksas, who took office in February 2003, is the head of state. The president is elected directly for 5 years, also is commander in chief overseeing foreign and security policy, and nominates the prime minister and his cabinet and a number of other top civil servants.
    The parliament (Seimas) has 141 members that are elected for a 4-year term. About half of the members are elected in single constituencies (71), and the other half (70) are elected in the nationwide vote by party lists. A party must receive at least 5% of the national vote to be represented in the Seimas. The last parliamentary elections took place in October 2000.
    Since 1991, Lithuanian voters have shifted from right to left and back again, swinging between the Conservatives, led by Vytautas Landsbergis (now headed by Andrius Kubilius), and the Labor (former communist) Party, led by former president Algirdas Brazauskas. This pattern was broken in the October 2000 elections when the Liberal Union and New Union parties won the most votes and were able to form a centrist ruling coalition with minor partners. Former President Adamkus played a key role in bringing the new centrist parties together. The leader of the center-left New Union (also known as the Social Liberal party), Arturas Paulauskas, became the Chairman of the Seimas. The then-government of liberal Rolandas Paksas got off to a rocky start and collapsed within 7 months. In July 2001, the center-left New Union Party forged an alliance with the left-wing Social Democratic Party and formed a new cabinet under former President Algirdas Brazauskas.
