103. Where Has The Night Sky Gone, And Why Should We Care?
A research paper investigating the development of and possible solutions to light pollution.
http://members.aol.com/ctstarwchr/nightsky.htm
Global Awareness The World Congress on Managing and Measuring Sustainable Development is trying to raise awareness and discover new ways to manage our environment better than we have done in the past. "This third millennium is a new challenge. New standards, goals and objectives have to be defined. Firm universal guidelines are essentials in keeping the world healthy. Already we notice new ways of thinking being embraced, new behaviors and attitudes adopted. Global ethics are required to do business and deal with one another to sustain Earth." - preface "The World Congress will bring forward many more new concepts and value systems, Global Ethics, and a Vision of Earth in Year 2024." - theme The following paper will be presented at the World Congress on Managing and Measuring Sustainable Development in August of 2000.
Where has the night sky gone, and why should we care?
Written by Cliff Haas It happened slowly at first several decades ago, a process that was hardly noticeable. A light here, a light there, burning their way into the dark nighttime realm, helping us see in the darkness when we're all in our beds fast sleep. The process continued as it continues today, with little thought ever given to what we are stealing away. Our intentions are good but our methods need adjustment, and they need to be adjusted immediately. In fact, our methods should have been adjusted years ago, but nearly everyone has resisted, perhaps due to a profound lack of awareness. As a consequence, the stars in the nighttime sky began to disappear. One here, one there, a hardly noticeable process began to progress slowly across the nighttime sky, beginning at first over large metropolitan areas then spread slowly to nearly every corner that civilized people reside. Astronomers began to complain as faint celestial objects billions of miles away began to disappear from their telescopes. The public and officials laughed their cries off, not considering at all what was being lost by this process. To correct the problem would hurt business and we certainly could never do that! In fact, correcting the problem would help business more than most people presently realize.

The darkness of the night sky is plotted on this map in color codes. The colors go from white for the worst conditions near major urban areas, through red, orange, yellow, green, blue and black. Black indicates locations where the natural brightness is not compromised at all. Cities are abbreviated with the first letter of their names and some observing sites are numbered. As can be seen, there are few truly dark areas left anywhere on the northeast coast of the United States. A nearly continuous stretch of severe light pollution runs all the way from Washington D.C. through Baltimore, Philadelphia, and New York City to Boston. Data in the image were plotted in 2001 by P. Cinzano, F. Falchi (University of Padova), C. D. Elvidge (NOAA National Geophysical Data Center, Boulder) in the first World Atlas of Artificial Night Sky Brightness Istituto di Scienza e Tecnologia dell'Inquinamento Luminoso (Light Pollution Science and Technology Institute) of Thiene, Italy also supported part of the study. According to Cinzano et al, "These maps do not give information on the star visibility, however mainly polluted areas usually are at sea level, so very approximately we can say that the orange level in our standard scale indicates areas where the milky way is invisible or quite difficult to see by an average observer in normal clear nights. The red areas indicates zones where very approximately one hundredth of stars, or few more, is visible over 30 degrees of elevation. Blue border indicates artificial sky brightness over 10% than the natural brightness which is the definition of "light polluted sky". Yellow indicates an artificial sky brightness equal to the natural so that the total sky brightness is doubled."

One candela is one lumen per steradian. Formerly, candle. Lumen (lm) - A unit measurement of the rate at which a lamp produces light. A lamp's light output rating expresses the total amount of light emitted in all directions per unit time. Ratings of initial light output provided by manufacturers express the total light output after 100 hours of operation. Illuminance - The amount of light (luminous flux) incident on a surface area. Illuminance is measured in footcandles (lumens/square foot) or lux (lumens/square meter). One footcandle equals 10.76 lux, although for convenience 10 lux commonly is used as the equivalent. Glare - The sensation produced by luminances within the visual field that are sufficiently greater than the luminance to which the eyes are adapted, which causes annoyance, discomfort, or loss in visual performance and visibility. Luminous Flux - The rate of flow of light, measured in lumens. The overall light output of a lamp

DAVID KNISELY has put together a great description of Light Pollution Filters, here it is! There are a number of different filters available on the market today, with most coming in one of three classes: 1. Broad-Band "light pollution" filters, 2. Narrow-Band "nebular" filters, and 3: Line filters. One line filter of note is Lumicon's H-Beta filter. As the name indicates, the filter only lets through the H-Beta emission line of Hydrogen, and is mainly useful on a limited number of objects, like the Horsehead Nebula, the California Nebula, the Coccoon Nebula, and M43. On an 8" to 10" scope, the Horsehead Nebula goes from invisibility to visibility, as does the California Nebula. However, these objects remain fairly faint (especially the Horsehead), and unless you REALLY like looking at them, you can probably forget about buying the H-Beta! For recommendations, I like the Orion Ultrablock and the Lumicon OIII, but remember to use them with an eye that is properly dark adapted. Filters won't make the objects brighter, but they will make many of them a lot easier to see. Have fun! David Knisely, Prairie Astronomy Club http://www.infoanalytic.com/pac/

Light pollution threatens national parks
Light pollution, which is most often caused by excessive or misdirected outdoor lighting, hinders the ability to observe celestial features
March 29, 1999
Web posted at: 4:15 PM EST
The splendor of camping out and star gazing is a threatened pastime, according a survey of light pollution impacts on the U.S. National Park System conducted by the National Parks and Conservation Association. "Protecting dark night skies in our National Parks is as vital as protecting clean air, water, wildlife and the sounds of nature," said Thomas Kiernan, president of the conservation organization. "Star gazing is a connection to humanity's earliest curiosity about our place in the universe. It is practically impossible to see the stars from most cities, but now, clear night vistas in our national parks are an important resource that is literally fading from sight." According to the survey:
  • Nearly two-thirds 64 percent of parks responding to the survey that permit overnight visitation consider light pollution a resource problem.

Palomar Mountain was originally chosen as the site for the Observatory because it was far away from any large cities, so the glare from artificial lights would not drown out the faint signals from faraway stars and galaxies. In the last 50 years, however, the rapid growth of San Diego, Escondido, and other nearby communities have greatly added to this light pollution, and the Observatory is at risk of being unable to continue many key types of research. This animation (Quicktime, 900 Kb) illustrates how the increase of light pollution over time makes the night sky harder and harder to see not only for astronomers working at Palomar, but for everyone all over the Southern California region. Fortunately, there are a few simple precautions which we can all take, which not only help reduce light pollution, but also make more efficient use of our limited energy reserves and result in lower electricity bills:
  • Use the minimum amount of outdoor lighting required for the task.
  • Shield lights to prevent any direct upward illumination.

Light Pollution At Issue In Snowmass
Aug 25, 2003 10:09 am US/Mountain SNOWMASS VILLAGE, Colo. (AP) Tom Yocum is tired of unshielded light fixtures that shine from Snowmass Villas condominiums into his house, 200 yards away. He and a group called the Dark Sky Committee are working to petition the Town Council for an ordinance to prevent light pollution and the overuse of outdoor lighting in the mountain town. "I can read the newspaper by my bedroom window at night from the light at Snowmass Villas," Yocum said. "They light up the sky and block out the stars." Towns like Aspen, Basalt and Boulder already have light ordinances. Councilman Arnie Mordkin said he doesn't think any light ordinance should include changes to developments or to existing lighting schemes. He said he's well aware of some light pollution in Snowmass Village but that there is a limit to how much the government should regulate.

Printed Circuit Board and Optical Tube Assembly To assemble the PCB, generally install the smallest components (resistors) first, then the transistors, LED, controls and the switch. The LED "pilot light", D2, is not needed if a DVM with an LED display is used. A 4.75" section (origninally 3") of 2" I.D. PVC pipe is installed at the side-port of the T-union to contain the circuit board. The board is installed into the pipe so that when the assembly is installed in the T-union the LED-end of the board will intrude into the optical path so that the LED may be seen in the eyepiece. Holes are cut in the sides of the 4.75" pipe section to allow access to the board mounted controls for brightness and ON/OFF. IMPORTANT NOTE: The width of the circuit board is critical for a good fit into the PVC pipe housing, but the tolerance of the board fabrication is very loose. Typically, the sides of the board must be filed down a little (about 1mm) to make a good fit so the switch and control match the holes cut for them. The board is then glued in place.
