Overview Foreign involvement in Libya was severely reduced as a result of the sanctions and embargoes emplaced upon it, especially between the years of 1992 and 1999. Access to oil industry equipment and technology was restricted and Libya is reliant on foreign investment to keep the industry active. After almost 10 years, sanctions were lifted against Libya in 1999, following the extradition of the two suspects in the bombing of the Pan Am flight over Lockerbie. With the suspension of sanctions, oil companies have shown an eagerness to invest in Libya, and a poll of 76 global oil companies (New Ventures 2000 survey) indicated that Libya is the number one preferred location for oil exploration and production.

WASHINGTON (CNN) A U.S. diplomat has been sent to Tripoli, establishing the first diplomatic presence in Libya in decades, a State Department official said Tuesday. "We presently have one U.S. diplomat in Tripoli to assist the U.S. WMD experts in Libya removing weapons of mass destruction from the country," the official said. The diplomat is working out of the U.S. interests section in the Belgian Embassy, the official said. In December, Libya announced it was halting its chemical, biological and nuclear weapons programs. Its cooperation has helped unravel a global network of nuclear technology proliferation, culminating with the confession this month by Pakistan's top nuclear scientist that he sold secrets. The International Atomic Energy Agency said in late December that Libya's nuclear program was in an early stage, but that it had bought components on the black market.

VIENNA, Austria (AP) Libya has ratified the nuclear test ban treaty, a U.N. agency said, less than three weeks after the North African country publicly renounced its weapons of mass destruction. Libya's nuclear program was nowhere near producing a weapon. Still, the announcement Wednesday by the U.N. agency overseeing the agreement appeared to be a further sign of commitment by Libyan leader Moammar Gadhafi to give up nuclear weapons activities. Libya also agreed to not produce banned chemical weapons and destroy any stock it might have, the Organization for the Prohibition of Chemical Weapons announced Wednesday.

Security Council has voted 13-0 to lift sanctions against Libya that were imposed in response to the 1988 bombing of PanAm Flight 103 over Lockerbie, Scotland. The United States abstained from Friday's vote, as did France which blames Lybia for the 1989 bombing of a UTA DC-10 over Niger. A vote was originally scheduled for Tuesday, but was delayed when France threatened to veto unless families of the UTA bombing victims reached a new compensation deal with the Libyan government. While Germany voted in favor, it said it will seek compensation from Libya for the bombing of a Berlin disco in 1986 that killed two U.S. citizens and one Turk. The resolution was submitted by Britain after Libya settled with families of the 270 people who died in the 1988 Pan Am bombing.
