March 5, 2004 This Travel Warning is being issued to reflect the lifting of U.S. passport restrictions. Libya remains on the U.S. Government's State Sponsors of Terrorism List. The United States Department of State warns U.S. citizens traveling to Libya to exercise caution and note the U.S. Treasury general license for transactions relating to travel to, from, and within Libya and residence in Libya. This Warning supersedes the Travel Warning for Libya issued November 20, 2003. The U.S. recently lifted restrictions on the use of U.S. passports for travel to Libya. While Libya has taken steps to cooperate in the global war on terrorism, the Libyan Government remains on the U.S. Government's State Sponsors of Terrorism List. Although Libya appears to have curtailed its support for international terrorism, it may maintain residual contacts with some of its former terrorist clients. Recent worldwide terrorist alerts have stated that extremist groups continue to plan terrorist attacks against U.S. interests in the region. Therefore, any American citizen that decides to travel to Libya should maintain a strong security posture by being aware of surroundings, avoiding crowds and demonstrations, keeping a low profile, and varying times and routes for all required travel. In light of these security concerns, U.S. citizens are urged to maintain a high level of vigilance and to take appropriate steps to increase their security awareness.

March 11, 2004 COUNTRY DESCRIPTION : Officially known as the Great Socialist People's Libyan Arab Jamahiriya, Libya has a developing economy. Islamic ideals and beliefs provide the conservative foundation of the country's customs, laws, and practices. Tourist facilities are not widely available. ENTRY/EXIT REQUIREMENTS: Passports and visas are required. Although the restrictions on the use of U.S. passport for travel to, in, or through Libya have been lifted, some financial restrictions remain in place and those traveling to Libya should review relevant information. Please see paragraphs below on U.S. Treasury Economic Sanctions and Special Circumstances. Visa applications and inquiries must be made through a Libyan Embassy in a third country. The land borders with Egypt and Tunisia are subject to periodic closures even to travelers having valid Libyan visas. Short-term closures of other land borders occur with little notice. Within three days of arrival, visitors must register at the police station closest to where they are residing or they may encounter problems during their stay or upon departure.

European leaders hope an appeal against the verdict will be successful The international community has expressed concern at Libya's death sentence for five Bulgarian nurses and a Palestinian doctor.
The six medics are accused of deliberately infecting around 400 children with HIV to find an Aids cure. European Commission president Romano Prodi, who hosted a landmark visit by Libyan leader Muammar Gaddafi last week, urged a review of the verdict. Bulgaria's government condemned the sentences as "unfair and absurd". Relatives rejoice The Libyan court found the six health workers guilty of having caused the death of 40 children and of infecting almost 400 others with HIV. Another Bulgarian, Dr Zdravko Georgiev, was initially reported to have received the death penalty but has in fact been given a four-year sentence and may be released soon, Bulgaria's ambassador to Libya said. Nine Libyans who worked at the same hospital were acquitted.

ESTIMATED 2000 POPULATION: Libya is located along the Mediterranean coast of North Africa. It is bound by Tunisia to the northwest, Algeria to the west, Niger to the southwest, Chad to the south, Sudan to the southeast, Egypt to the east and the Mediterranean Sea to the north. The principal topographical regions are Tripolitania or Western Muqataa, Cyrenaica or Eastern Muqataa and Fezzan or Southern Muqataa. Around 93% of Libya's land area is semidesert or comprised of the Sahara Desert. The country is generally low lying with two northern upland areas while to the south the land rises to form the Tibesti and Uweinat Massifs. The country has no permanent rivers, although water courses known as wadis flow during rains. Major Cities (pop. est.); Tripoli 591,100, Banghazi 446,300, Misratah 121,700 (1988). Land Use; forested 0.5%, pastures 7.5%, agricultural-cultivated 1%, desert and other 91% (1993). CLIMATE: Libya has two climatic zones, (1.) a Mediterranean along the coast and the northern areas which is generally characterized by warm dry summers with cold winters and a variable precipitation up to 600 mm (24 inches) between October and March. (2.) A hot and dry desert climate in the south with rainfall seldom exceeding 500 mm (19 inches) annually. The prevailing winds are from the north and east between May and October as well as the north and west between November and April. Average temperature ranges in Tripoli are from 8 to 16 degrees Celsius (46 to 61 degrees Fahrenheit) in January to 22 to 30 degrees Celsius (72 to 86 degrees Fahrenheit) in August.

Saturday, January 31, 2004; Page A21 In December 1988, agents of the Libyan government committed a horrendous crime: taking 270 lives with the explosion of Pan Am Flight 103 over Lockerbie, Scotland. It was the deadliest of numerous acts of terrorism committed by the Libyan regime in the 1980s. Now Libya's ruler, Moammar Gaddafi, says his country is ready to reform no more terrorism, no more weapons of mass destruction. Should we believe him? The United States has just taken possession of equipment and documents from Libya's nuclear weapons and missile programs as part of the country's agreement to rid itself of weapons of mass destruction, but can we expect this kind of follow-through to continue? I just returned from Libya, where I met at length with Gaddafi and senior members of his government. Gaddafi told me I was the first official representative of the U.S. government with whom he has met since the departure of the last U.S. ambassador decades ago. While camels and goats grazed outside, we sat in his vast but sparsely appointed tent, pitched symbolically near the untouched remains of the Gaddafi house that the United States had bombed in 1986 in response to the bombing of the La Belle discotheque.

South Africa Helps Libya Gain U.N. Human Rights Seat
by Marian L. Tupy Marian L. Tupy is assistant director of the Project on Global Economic Liberty at the Cato Institute. Libya's election to the chairmanship of the United Nations Human Rights Commission this week raised eyebrows across the world. The oppressive nature of Libya's government and disregard for human rights are well known and thoroughly documented. The European countries, including France, Germany and Great Britain, which abstained during the vote and thus assured Libya's victory, are partly to blame for Libya's election. Incapacitated by colonial guilt, political correctness, and hypersensitivity to criticism emanating from the developing countries, the Europeans have continuously ignored human rights abuses by some of the world's most unsavory regimes. In fact, they made the situation in the developing world worse by subsidizing African dictators through foreign aid. But it was the South African government that actively promoted Libya's candidacy. Yes, South Africa, the nation whose leaders today fought so hard to end apartheid, now endorses Libya as a "human rights" monitor.

    Country List World Factbook Home The World Factbook Libya Introduction Libya Background: Since he took power in a 1969 military coup, Col. Muammar Abu Minyar al-QADHAFI has espoused his own political system - a combination of socialism and Islam - which he calls the Third International Theory. Viewing himself as a revolutionary leader, he used oil funds during the 1970s and 1980s to promote his ideology outside Libya, even supporting subversives and terrorists abroad to hasten the end of Marxism and capitalism. Libyan military adventures failed, e.g., the prolonged foray of Libyan troops into the Aozou Strip in northern Chad was finally repulsed in 1987. Libyan support for terrorism decreased after UN sanctions were imposed in 1992. Those sanctions were suspended in April 1999.
