Why Literacy
Good libraries help create a literate public. A literate public demands good libraries. Libraries of all types are leveraging their investments in technology to generate additional support for programs and services that support an information literate populace. Increased public awareness of the importance of these resources provides an opportunity to build on established programs and makes the case for expanded library support in the information age. As information professionals, librarians have the opportunity and responsibility to educate community leaders and the public about the expanded role of libraries. The American Library Association provides leadership and support in the form of professional education, legislative advocacy, demonstration projects, public awareness, and other activities. Public libraries that have invested in strong adult literacy programs have realized significant returns both in building a stronger user base and increased funding.

International Bibliographic Activities in the 20th Century: A Literature Review

Introduction
Librarians are teaching in classrooms all over the world. A search of library literature reveals articles on academic library instruction programs in Asia, Oceania, South America, Africa, and Europe. This paper will examine the 20th Century literature that explores academic library instruction programs around the world with the exception of those in North America. Only those articles that are written in English from 1901-2000 indexed in ERIC or Library Literature are considered. As such, many relevant articles written in other languages have likely been excluded. This may also explain why some countries that use English as a primary language (Nigeria, New Zealand) are well represented while other non-English speaking countries (France) and regions (South America) are sparsely covered in this literature review.
Asia
Academic library instruction programs in China have been written about on several different occasions. Morgan (1980) described the program of library instruction for education students at the University of Hong Kong. It was concluded that both the instructional librarians and the students found the program to be effective. The University of Hong Kong is based on the western model of higher education. Fang and Callison (1989) described the Chinese higher education system and how library instruction programs are developed. Examples of faculty-librarian cooperation and curriculum development from several institutions were included.

About Exploring the Library
Learning is an exciting pursuit. Exploring the Library is a study guide and workbook that encourages and inspires students to appreciate and enjoy learning. The first section presents and reinforces knowledge of God as the first priority of learning. It is the subject that comes first and continues through all areas of study. The fear of the Lord is the first lesson of learning, and it is the glasses through which we must view all other learning. Part two of Exploring the Library introduces the library to your student. Knowing how to find information is a vital skill. Not all facts can or need to be memorized, but when a student knows how to learn something he or she wishes to know, his or her possibilities for knowledge are without limit. Libraries are a great idea: a collection of knowledge that can be shared by many at a low cost to each. To make full use of the library, we need to understand how to find what we wish to know. Part three of Exploring the Library consists of (1) guidelines for exploring the knowledge the library has to offer and (2) pages to help your student interpret what he or she learns. Your child is guided through reading 25 books from the full range of library categories. Your student will be introduced to knowledge he or she might not gain otherwise. A student who is content to read about only horses or cars will benefit from expanding to gardening, the solar system, and poetry. He or she will likely be surprised at how many intriguing subjects exist!

Yet primary sources can be incorporated into all phases of instruction. This framework will help you use primary sources throughout your teaching. The framework is divided into four sections:
Rationale for Using Primary Sources
For years, historians and other educators have understood the value of primary sources in K-12 education. Two key reasons for including primary sources in the curriculum are:
  • Primary sources expose students to multiple perspectives on great issues of the past and present. History, after all, deals with matters that were furiously debated by the participants. Interpretations of the past are furiously debated as well, among historians, policy makers, politicians, and ordinary citizens. By working with primary sources, students can become involved in these debates.
  • Primary sources help students develop knowledge, skills, and analytical abilities. By dealing directly with primary sources, students engage in asking questions, thinking critically, making intelligent inferences, and developing reasoned explanations and interpretations of events and issues in the past and present.

    Background
    The diagram is based on the activities which underpin the characteristics of an information literate individual. These were identified as part of the Big Blue project which reviewed the provision of Information skills training for students.  The original model has been adapted to reflect the attainment of information skills within the workplace and expanded to include elements of ICT literacy. This is in recognition that the reality of using information successfully, in particular electronic information, depends upon individuals acquiring a blend of skills.     Delivery
    Each of these activities can be delivered independently, but to achieve the full benefit each activity should be seen as an integral part of a comprehensive information skills training package for all staff.  Within each activity the emphasis will vary dependent on the main functions of an individual's post, for example, the priority for an administrative assistant may be the effective use of internal information, in comparison with a researcher whose use of information may focus on specific subject resources with an emphasis on networking /exchanging information with professional contacts. It is important to the success of the training that these variations are taken into consideration.
