The author examines positions taken by the American Library Association and others and reviews the choices and consequences of various filtering products. She concludes that libraries must retain responsibility for their offerings but also protect First Amendment rights.

Introduction
Libraries in the United States have been collectively battling against censorship ever since the American Library Association (ALA) issued its first Library Bill of Rights in 1939, a document proclaiming the Association's basic policy on intellectual freedom. With the moral and professional support of ALA and its Bill of Rights, libraries have generally been successful in defending their collections against censorship and in asserting their right to provide unrestricted access to information as well as equal and fair service to all users [ ]. Now, sixty years and several versions later, the ALA Bill of Rights is still providing support to libraries engaged in this continuous struggle but the battleground has shifted from print to electronic information, from the book to the Internet. And while the pressure of book censorship has decreased, the ambiguous and amorphous nature of the Internet presents an even more difficult challenge to those who would defend freedom of information principles [

Commentary Welcome to our complete listing of public library web pages. When we started this page in 1995 there was only one library service with a set of web pages, Surrey County Libraries . Now there are . . . . We'll leave you to count them if you want to. Attractive design and commitment to interactivity are still rarer than they should be. Many of the pages you can reach from our list are, to be blunt, dull. Some are little more than directories of services - the kind of information you find in library leaflets. All very worthwhile, no doubt, but they don't connect with the online visitor in the way that this medium makes possible. Happily, there are exceptions. To make it easy for you to find them, we've added a little star to the listing for libraries which we think are making an effort to use the medium imaginatively. The things we look for on interesting public library pages include:
Interactive features. These might include opportunities for feedback, participation in online events, invitations to contribute to the site.

History and Current Membership
PUBLIB was founded in December, 1992, by Jean Armour Polly (then of NYSERNET, Inc., now a freelance consultant based in Syracuse NY) and John Iliff, now in Alaska. PUBLIB is now managed by volunteers Sara Weissman and Karen Schneider. Housed on the NYSERNET server until March, 1997, PUBLIB is now hosted by the University of California, Berkeley Library on the Digital Library SunSITE. For several years, PUBLIB had a subset, PUBLIB-Net, focused on the Internet. The original purpose of PUBLIB-Net has gone, now that the Internet is well-integrated into library services, and support for PUBLIB-Net ended in 2000.
