More than 20,000 of the estimated 33,000 factional fighters gave up their arms to the Cease-Fire Monitoring Group of the Economic Community of West African States (ECOMOG).     GOVERNMENT AND POLITICAL CONDITIONS
    Each of Liberia’s 18 political parties and each of Liberia’s 15 counties select one member, while civil society selects 7 members. On September 19, the UN Security Council adopted Resolution 1509, which establishes a peacekeeping operation under Chapter VII authority. In keeping with the UN Secretary General’s recommendations, it calls for a force of up to 15,000 peacekeepers, with 250 military observers and 160 staff officers, a robust police component of up to 1,115, and a significant civilian component and support staff.
    Liberia has a bicameral legislature which consists of 64 representatives and 26 senators. The legislature, which was set up on a proportional representation basis after the 1997 special election, is dominated by President Taylor's National Patriotic Party. The executive branch heavily influences the legislature. The judicial system is functional but extensively manipulated by the executive branch of government.
    There is a Supreme Court, criminal courts, and appeals court and magistrate courts in the counties. There also are traditional courts and lay courts in the counties. Trial by ordeal is practiced in variousparts of Liberia. The basic unit of local government is the Town Chief. There are clan chiefs, paramount chiefs, and district commissioners. Mayors are elected in principal cities in Liberia. The counties are governed by superintendents appointed by the president. There are 15 counties in Liberia.

    Liberia's government and rebel groups signed a peace deal on Monday night that will set up a transitional national administration intended to rule for more than two years and help end the country's ruinous civil war. Ecowas, the 15-member union of west African states, said the chairman and vice-chairman of the interim administration could be named on Tuesday, and would not be drawn from either the existing government or rebel groups. The deal, between the warring parties and the unarmed opposition, is likely to be seen as a further step towards improving security for Liberia's people after almost 15 years dominated by conflict and corrupt and brutal governance overseen by Charles Taylor, the former president. Ecowas said the interim government would take power in October from the administration of President Moses Blah, the former vice-president who took over when Mr Taylor stepped down, under international pressure, earlier this month. The interim government, which is intended to hand power to an elected administration by January 2006, would include a cabinet of 21 people, including five each from the outgoing government and two rebel groups, and a further six from the unarmed opposition and civil society organisations, Ecowas said. The chairman and vice-chairman of the interim government would each be chosen by the three warring parties from a list of three names submitted by Liberia's opposition parties and civil society groups.

    When the world, led by the United States, accused the Taylor Government of supporting the Revolutionary United Front of Sierra Leone a few years ago, Taylor did not only clearly deny but started a big public relation campaign to prove that the Governments of the United States, Great Britain and Sierra Leone were great liars. Taylor called meetings and press conferences at the Executive Mansion to tell the Liberian people that his government was being falsely accused and called upon the Liberian people not to believe the accusation against his government. Taylor conducted interviews with the BBC, West Africa Weekly, The New African and other international media institutions, denying his government's support for the RUF. Additionally, he sent his foreign minister and other officials of his government abroad on public relation campaigns to tell the world that a big lie was being told against his government. Taylor's big argument was that his accusers had no evidence to link him to the RUF. Well, a few days ago, Taylor finally admitted his support for the RUF in the Washington POST. This is what Taylor said in the November 12, 2002 edition of the Washington Post at page A16, column six: "In the Sierra Leone crisis, for example, Liberia was not the only country involved. The other countries got off the hook, because other major countries protected them. We had good reasons for our association with the RUF (Revolutionary United Front of Sierra Leone) at that particular period, purely for national security concerns."

    Liberia's government troops on Friday said that rebel forces had launched new attacks on them on the main road linking the capital Monrovia and port city Buchanan.
    Reports reaching here from Monrovia quoted a senior government military officer as saying that rebels of the Movement for Democracy in Liberia (MODEL) launched an attack against the government troops near Van's Town, some 10 km east of the main road.
    So far, however, there had been no information on casualties.
    The reports said that the Liberian Ministry of Defense would assess the situation and planed to send an assessment mission to the spot.
    The US military reportedly had been alerted and was sending a unit to the area.
    The United States earlier this month sent around 200 marines to the capital city to provide assistance to the about 1,500 West African peacekeeping troops to police ceasefire in the war-torn West African country.
    The Liberian government and two main rebel groups Liberians United for Reconciliation and Democracy (LURD) and the MODEL signed a peace accord on Monday to end the 14-years bloody civil war in the country, which claimed at least 200,000 lives and flared up again in 1998 following attacks launched by the LURD.

Gen. Abdulsalami Abubakar, Economic Community of West African States (ECOWAS) mediator for Liberia, held a series of meetings with representatives of the various groups to discuss their views on a comprehensive peace plan for the country, spokesperson Hua Jiang said in New York. The groups include the Government of Liberia, Liberians United for Reconciliation and Democracy (LURD), the Movement for Democracy and Elections in Liberia (MODEL), political parties and civil society, she said, adding that Secretary-General Kofi Annan’s Representative for Liberia Abou Moussa has been in Accra. In addition, Mr. Annan has dispatched his Special Representative for West Africa Ahmedou Ould-Abdallah. In other news, the spokesperson announced that a 10-month ban on the import of all round logs and timber products originating from Liberia went into effect today. The measure was contained in Security Council Resolution 1478 of 7 May, which extended sanctions against Liberia through 2004, and widened their scope to include a ban on timber exports in addition to existing arms and diamond embargoes. The ban was prompted, because the Liberian Government had not shown that revenue from the timber industry was used for legitimate social, humanitarian and development purposes.

    UN relief agency demands security guarantees from Liberian government 5 May With armed militia now setting their sights on relief camps and transit centres, the United Nations World Food Programme (WFP) has called on the Government of Liberia to provide security guarantees before it will resume food distributions to refugees and internally-displaced people (IDPs) in camps near the capital, Monrovia. WFP’s country director, Justin Bagirishya, today reported a direct link between food distribution and attacks on refugee and transit camps, as the long-running conflict between government troops and insurgents in Liberia continues to rage. "Following a violent assault on a camp," he said "refugees would be forced to flee the fighting, abandoning recently-distributed food, which would then seized by the armed combatants." This grave revelation recently prompted WFP and its partners to call a consultative meeting with the Liberian Government, including the head of the Liberia Refugees, Repatriation and Resettlement Commission, a state body responsible for the fate of refugees in the country. At that meeting, the agencies requested security guarantees from the government. "The protection of UN staff, non-governmental organizations and beneficiaries of relief food distribution is the responsibility of the government," said Mr. Bagirishya, stressing that humanitarian agencies had neither security forces nor military escort. "We work under a guaranteed security situation created by the host government."

    Liberia's government troops push rebels back from central Monrovia Xinhuanet 2003-06-27 03:08:32 LAGOS, June 26 (Xinhuanet) Liberia's government troops on Thursday pushed rebels back from the edge of central Monrovia, according to a report reaching here from the Liberian capital. Liberian Defense Minister Daniel Chea was quoted as saying that troops loyal to President Charles Taylor "pushed back the rebels from the Freeport area to Duala, about a mile (1.6 km) away." The Liberian government said some 300 people were killed and another 1,000 injured in the fighting. Fighting was reportedly concentrated in Vai Town, a commercial neighborhood between the city center and Monrovia's port. The aid agency Medecins Sans Frontieres said that it had treated more than 150 wounded. Another 200 wounded were treated at the John F. Kennedy Hospital, officials said. Mortar rounds fell around downtown government offices and in populated areas, including a residential compound belonging to the US embassy.

    More than 80 percent of all uprooted Liberians have returned home, but sustained peace has eluded the country. Insurgent attacks in remote northern Lofa County began in 1998 and intensified during 2000, pushing an estimated 50,000 persons from their homes. Under the guise of fighting insurgents, Liberian government forces committed widespread abuses against local populations.
    2001 Politics and Violence
    The number of Liberian casualties remained unknown. Government troops killed, detained, or raped local residents during the year, according to Human Rights Watch. Residents in the conflict zone reported that government soldiers forcibly conscripted young males. Government troops tortured suspected dissidents, Amnesty International charged.
    The UN Security Council slapped sanctions on Liberia in mid-2001 to block Liberian diamond sales, restrict international travel by top Liberian officials, and sustain the arms embargo. A UN investigation found, however, that Liberian officials were effectively circumventing the arms embargo.
