The deal was signed two and a half months after peace negotiations began in Ghana on June 4 and just one week after former president Charles Taylor stepped down and flew into exile in Nigeria on August 11. The peace settlement is aimed at ending 14 wars of near constant civil war in this shattered West African country, where 85 percent of the population live below the poverty line.

Liberia Time and Date Liberia Government Back to Top Each of Liberia’s 18 political parties and each of Liberia’s 15 counties select one member, while civil society selects 7 members. On September 19, the UN Security Council adopted Resolution 1509, which establishes a peacekeeping operation under Chapter VII authority. In keeping with the UN Secretary General’s recommendations, it calls for a force of up to 15,000 peacekeepers, with 250 military observers and 160 staff officers, a robust police component of up to 1,115, and a significant civilian component and support staff. Liberia has a bicameral legislature which consists of 64 representatives and 26 senators. The legislature, which was set up on a proportional representation basis after the 1997 special election, is dominated by President Taylor's National Patriotic Party. The executive branch heavily influences the legislature. The judicial system is functional but extensively manipulated by the executive branch of government. There is a Supreme Court, criminal courts, and appeals court and magistrate courts in the counties. There also are traditional courts and lay courts in the counties. Trial by ordeal is practiced in variousparts of Liberia. The basic unit of local government is the Town Chief. There are clan chiefs, paramount chiefs, and district commissioners. Mayors are elected in principal cities in Liberia. The counties are governed by superintendents appointed by the president. There are 15 counties in Liberia.

    Liberia is a multiparty republic. The executive branch is headed by a president who is popularly elected for a four-year renewable term. The bicameral legislature consists of a 26-seat senate and a 64-seat house of representatives.     The Liberian government on Monday signed a peace accord with the country's main rebel groups in Accra, capital of Ghana, to form a transitional government, paving the way for the end of 14 years of civil war.

    The Liberian government on Monday signed a peace accord with the country's main rebel groups in Accra, capital of Ghana, to form a transitional government, paving the way for the end of 14 years of civil war.
    According to the agreement, a transitional government is due to take power in October and continue in office until January 2006, replacing that of President Moses Blah, who took over power from former president Charles Taylor last Monday. Taylor stepped down and went into exile in Nigeria
    Sekou Damate Conneh, leader of the major rebel group LiberiansUnited for Reconciliation and Democracy (LURD), Thomas Nimely, chairman of the second rebel group Movement for Democracy in Liberia (MODEL) and Liberian Foreign Minister Lewis Brown signed the document.
    The signing of the pact was witnessed by top leaders of the Economic Community of West African States (ECOWAS), which is brokering the deal, including its executive secretary Mohamed ibn Chambas.

    Posted to the web August 2, 2000 Monrovia The head of a US-based Liberian Social Justice Foundation has expressed his organization's bitter disappointment with the performance of the Taylor administration, three years after it assumed power. Dr. Edwin Gbedy Karmo Zoedua says his foundation, a private organization working in the United States to help rebuild Liberia's infrastructure, is critical of the ruling National Patriotic Party (NPP) government for its failure to provide basic services to the people. Speaking in an exclusive interview with The NEWS on Friday, Dr. Zoedua said the Taylor administration has failed to tackle corruption to the extent that "it is a built and standardized institution in this country."

    The following is the text of a Liberian government policy statement on Sierra Leone issued on 29 December and first referred to in IRIN-West Africa Update 370 of 30 December. POLICY STATEMENT BY THE GOVERNMENT OF THE REPUBLIC OF LIBERIA ON ALLEGATIONS BY THE GOVERNMENT OF SIERRA LEONE AND THE ECOMOG HIGH COMMAND AT THE EXTRAORDINARY MEETING OF THE COMMITEE OF FIVE ON SIERRA LEONE OF THE INVOLVEMENT OF THE GOVERNMENT OF LIBERIA IN THE CIVIL CRISIS IN THE REPUBLIC OF SIERRA LEONE MONROVIA, LIBERIA, DECEMBER 29, 1998 POLICY STATEMENT The Government of Liberia views with disappointment and indignation suggestions and allegations by the Government of Sierra Leone that Liberia is supporting former Junta/RUF forces in Sierra Leone. The government of Liberia reiterates unequivocally that it is not supporting in any form the forces of the AFRC or RUF in Sierra Leone. It is the policy of the Liberian government to welcome the restoration of constitutional rule in Sierra Leone under the leadership of the democraticlly elected government of President Tejan Kabbah. The government categorically denies and takes exception to these unfounded allegations by the Government of Sierra Leone and the ECOMOG High Command at the current Committee of Five Meeting on Sierra Leone in Abidjan, La Cote d'Ivoire, and demands concrete proof of these allegations.

    Monrovia - The ex-commander of former President Charles Taylor's disbanded presidential militia group, Anti Terrorist Unit (ATU), Gen. Momo Geeba, was ordered to report for investigation at the Immigration Bureau here Monday after being prevented from leaving Liberia Sunday on a fake passport.
    Geeba was intercepted and stopped at the Roberts international airport as he tried to board a Ghana Airways flight with a passport bearing the false name 'Moore Jones', the Catholic-run Radio Veritas quoted immigration commissioner, Abraham Mitchell Monday. Mitchell told the radio that he stopped Geeba because the former Taylor security chief was attempting to leave the country "under dubious circumstances". Mitchell said Geeba had boarded a Ghana Airways plane with a passport bearing the name, 'Moore Jones'. But immigration agents later discovered that Geeba held an ordinary passport and a diplomatic passport, both bearing 'Moore Jones'.

    Monrovia - Liberia's hopes for peace were rekindled last October when a power-sharing transitional government took office with a mandate to run the country until elections in 2005.
    Thousands of people took to the streets of the capital, Monrovia, to celebrate an end to more than 20 years of intermittent fighting - and displaced Liberians began returning home. Economic trends appeared to validate hopes that the situation was finally taking a turn for the better. The exchange rate fell from 45 Liberian dollars to one U.S. dollar, to about 35 to one - although inflation has since taken off in the country. But, with just over a 100 days having passed since the inauguration, has the new government lived up to expectations? Faction leaders such as Sekou Damate Conneh of Liberians United for Reconciliation and Democracy (LURD) and Thomas Yaya Nimely of the Movement for Democracy in Liberia (MODEL) said they supported efforts to disarm the estimated 40,000 combatants in Liberia. The commanders of soldiers who fought for ex-President Charles Taylor, now exiled in Liberia, took a similar stance. However, former government militias brought the capital to a standstill last December when they rioted in support of demands that they should be paid to surrender their weapons to United Nations peace-keepers.
