    Michael Kpakala Francis, the Roman Catholic archbishop of Monrovia, is a friendly and informal man, easily given to greeting a visitor with a smile and laugh. But an easygoing affability barely conceals a steel corea core firmly in evidence when he was asked recently about the twin subjects of deposed Liberian President Charles Taylor and the Liberian church. Taylorformer head of state, warlord, looter of the state treasury and, according to popular rumor, even murdereris almost too easy a target for Francis, who dismisses his one-time nemesis as "diabolical," a "psychopath," a "pathological liar" and a "first-class con artist" who, tragically for Liberia, believed his own delusions. "This was a man who loved his country? Absolutely not," Francis said in an interview in his modest archdiocesan office in Monrovia. "That man destroyed this country."

    The People's Republic of China established diplomatic relations with the Republic of Liberia on February 17, 1977. On October 9, 1989, the Liberian Doe Government signed "The Joint Communique on the Reestablishment of Diplomatic Relations" with Taiwan authority. On October 10 of the same year, the Chinese Government announced the suspension of diplomatic relations with Liberia. On August 10, 1993, the diplomatic relations between China and Liberia were resumed. On September 5, 1997, the Liberian Taylor Government declared to recognize "two Chinas". On September 9, China again suspended diplomatic relations with Liberia.
    During the period when the two countries had diplomatic relations, Vice Premier Tian Jiyun visited Liberia in December 1984.
    Major visits paid by Liberian leaders to China included President William R. Tolbert (June 1978), President Samuel Kanyon Doe (May 1982), Foreign Minister Bernard Blamo (November 1986), Mr. Samuel Saye Dokkie, First Deputy Speaker of the Transitional Parliament (October 1995) and Mr. Alhagi Kromah, Vice Chairman of the State Council (December 1996).

    Liberia's former leader, Samuel Doe, ended his 10-year reign of terror in a singularly gruesome fashion. Captured by rebels, he was slowly cut to pieces and forced to eat his own ears as he bled to death. The proceedings were captured on videotape, and became one of West Africa's biggest underground hits for 1990-91. One of the several leaders of that rebellion, Charles Taylor, later went on to become Liberia's ruler… but only after several more years of brutal civil war. The 1995 Ajuba Peace Accords saw a fragile alliance between the various squabbling parties, while 1997 saw Taylor voted into office … in an election marred by widespread fraud and intimidation. Today Taylor is considered by many to be Africa's worst dictator - no mean feat, given the competition.
    For much of its history, Liberia was an American colony, albeit an African-American one. A White Protestant minister named Richard Finley decided that freed slaves in America had little hope of integrating into society and would be able to improve their lot by returning to their homelands. Accordingly, he created the American Colonization Society to handle the emigration, with the aid of prominent members and officers like Henry Clay, Francis Scott Key, James Monroe, and Daniel Webster. In 1816 the first ship landed on the Liberian coast, carrying eighty-eight voluntary immigrants and three White company officials.
