Charles Taylor, bien qu'il soit en exil au Nigeria depuis le 11 août dernier, tient encore les rênes des pouvoirs politique et économique au Liberia. C'est ce qu'affirmait vendredi dernier Jacques Klein, le représentant spécial de Koffi Annan : " L'ancien chef de guerre en exil conduit encore le Liberia ». Samedi, le journal The Vanguard rapportait que certains ministres libériens avaient fait le déplacement à Calabar, la ville d'exil de Taylor, pour le rencontrer.
Selon des diplomates cités par The News, Taylor appellerait plusieurs fois par jour le vice-président Moses Blah (qu'il a désigné à sa succession le 11 août) et le ministre des Affaires étrangères Lewis Brown. " Charles Taylor tente de déstabiliser la situation », explique Geoffrey Rudd, le représentant de l'Union européenne pour le Liberia. " Je pense qu'il veut prouver que ce n'est pas lui le problème, que le pays n'est pas sûr et qu'il y aura toujours des combats. » Certains officiels étrangers auraient même demandé au Président nigérian Olusegun Obasanjo de couper les lignes téléphoniques de son hôte…

13 counties; Bomi, Bong, Grand Bassa, Grand Cape Mount, Grand Gedeh, Grand Kru, Lofa, Margibi, Maryland, Montserrado, Nimba, River Cess, Sinoe Liberia People Back to Top The people of Liberia are classified into three major groups: the indigenous people, who are in the majority and who migrated from the western Sudan in the late Middle Ages; black immigrants from the United States (known historically as Americo-Liberians) and the West Indies; and other black immigrants from neighbouring western African states who came during the anti-slave-trade campaign and European colonial rule. The Americo-Liberians are most closely associated with founding Liberia. Most of them migrated to Liberia between 1820 and 1865; continued migration has been intermittent. Americo-Liberians controlled the government until a military coup in 1980.

Eight years of civil strife were brought to a close in 1997 when free and open presidential and legislative elections were held. President TAYLOR now holds strong executive power with no real political opposition. Years of fighting, coupled with the flight of most businesses, have disrupted formal economic activity. A still unsettled domestic security situation has slowed the process of rebuilding the social and economic structure of this war-torn country. In 2001, the UN imposed sanctions on Liberian diamonds, along with an arms embargo and a travel ban on government officials, for Liberia's support of the rebel insurgency in Sierra Leone. Renewed rebel activity has further eroded stability and economic activity. A regional peace initiative commenced in the spring of 2003 but was disrupted by the Special Court for Sierra Leone (SCSL) indictment of President TAYLOR on war crimes charges.

December 9, 2001 1. Before I proceed any further, permit me to express gratitude to the Press Union of Liberia (PUL) for inviting me, not only to witness but to also participate in activities marking the 37th Anniversary of the Union. I do not know what were the considerations that led to my selection, amongst, so many more important personalities in this country to make a presentation on this memorable day in the life of the PUL. However, there is something unique about this occasion that I must point out before going any further.
2. In 1996, Honorable Blamo Nelson and I were invited to address a special occasion of the Edward Wilmot Blyden Forum. Today, again, we have been invited to address another special edition of the Edward Wilmot Blyden Forum. Perhaps our presence here today is an indication that our first appearance provided reasons for a second appearance. I hope that, today, we will provide reasons for our third appearance. But let me warn you to be cautious about what to expect from us today. You will recall that in 1996, Honorable Nelson and I were both non-government officials and were virtually singing the same chorus. I hope, irrespective of where we are now, the substance of our presentations here today will be for the good of our country as we did five years ago.
3. I have been asked to make a presentation on the topic: " CONSOLIDATING A DEMOCRATIC POLITICAL CULTURE IN LIBERIA TOWARDS 2003 ELECTIONS - PROPECTS AND CHALLENGES OF THE LIBERIAN MEDIA". In the letter that I received from the Secretary General of the PUL, Mr. Malcolm W. Joseph, I was told that the PUL has no doubt that I would "do justice to the topic".

But this is no fun matter! The state of education in Liberia today is in flux. The residual effects of the seven-year civil war and the prevailing socio-economic and political conditions continued to impact greatly on the standard and quality of education in Liberia. And the situation is exacerbated by a confluent of new educational edicts and pronouncements by the education ministry, and calculated efforts by special interest groups such as the National Association on Traditional Practices Affecting the Health of Women and Children (NATPAH) and others to impose their agendas on the educational system.
First, as a product of the Liberian grade school system I can tell you that unless the grade school curriculum has changed for the worst, no junior high school student living in Monrovia will have any in-depth knowledge about the traditional Liberian culture, let alone controversial topics that deal with rites of passage rituals involving female circumcision, body piercing or the dowry system of marriage. Even in the few Liberian high schools that ventured to teach the traditional Liberian culture in their African studies classes, the subject was always relegated to peripheral issues and western stereotypes.
“I have not the least doubt that all intelligent citizens (Americo-Liberians) are desirous for the elevation of this class (indigenous Liberians) into complete citizenship, and as the Christian people generally believe, that the sooner the fall of the superstitious customs that now exist among them, the sooner the object will be attained. Therefore it is quite natural to expect that the effect of our civilization and Christianity has been to break down these greegress and other heathenish beliefs of our native brethren; this effect is just what is rightly to be expected as a result of our contact with them."

    Whitworth College However, Americans may underestimate the challenge of going to Liberia. Contrary to what most people including a majority of Liberians believe, establishing order, removing Charles Taylor, offering humanitarian aid, and holding elections will not solve Liberia's deepest problems. Taylor is a symptom, not the cause, of Liberia's malaise. The sources of tragedy in Liberia are multiple and cannot be pinned on an individual tyrant. More treacherous than Charles Taylor is the internal political culture that has long influenced all government policies and actions in Liberia. Because Liberia's political culture (the habits, expectations, hopes and fears that mold political behavior) is shared by the vast majority of the populace, removing a tyrant will bring only temporary and partial improvement to the country. Just as toppling the Taliban and Saddam Hussein did not guarantee peace and democracy to Afghanistan or Iraq, getting rid of Taylor may not fundamentally improve life in Liberia. In 1980, Liberians executed President William Tolbert, and in 1990 they repeated the exercise with Samuel K. Doe. Both leaders were corrupt and ineffective. Yet the aftermath of both removals was a spiral into more trouble. The relief expected with the end of Taylor's regime could prove equally elusive.
