Monrovia - Culture Liberia, its name derived from the Latin liber, meaning "free," was founded by freed American slaves in the early nineteenth century. The most important city is Monrovia and was named in honour of President Monroe, who held office at the time the Republic was officially established. Red, white, and blue mailboxes, American currency, and the widespread use of English bespeak the American influence, and it is not unlike visiting part of the U.S. in the summertime. As a political nation, Liberia was founded by the American Colonization Society in an attempt to return freed slaves to Africa. Motives behind the society ranged from getting rid of "the negro problem" in America, to spreading religions, to sincerely returning blacks back to their native land. As a result, Liberia was heavily influenced by American culture. As you can see, the Liberian flag is very similar to the American flag. The capital city, Monrovia, was named after the fifth American President James Monroe who was a major supporter of the society. Even the Monrovia City police uniforms were modelled after ones used by the NYPD. Now Liberia is a mix of Liberians with a background in America, Americo-Liberians, and other peoples composing of many different tribal/kinship groups. Liberia has been disrupted by war that has lasted for about six years now. Many of these children were forced to become soldiers by combatants desperate for able bodies of any age to augment their ranks. Others volunteered, believing that joining a military faction was their best chance for survival, but rarely understanding the full consequences of their decision. Some became practiced killers, and most were exposed to atrocities on a daily basis, often encouraged to take part.

LIBERIA Holding on to tenuous peace
War-scarred country seeks new start in face of enormous social problems By CHRIS HERLINGER
Monrovia, Liberia Michael Kpakala Francis, the Roman Catholic archbishop of Monrovia, is a friendly and informal man, easily given to greeting a visitor with a smile and laugh. But an easygoing affability barely conceals a steel core a core firmly in evidence when he was asked recently about the twin subjects of deposed Liberian President Charles Taylor and the Liberian church. Some, like Francis, stood up to Taylor; others did not in fact, some allowed themselves to be used and even bought, literally, by the deposed president. Will power flow to peacemakers? The peace accord signed in August between the warring factions what remained of the Taylor regime and two rebel groups, Liberians United for Reconciliation and Democracy, LURD, and the Movement for Democracy in Liberia, MODEL ushered in a two-year interim government headed by Gyude Bryant, a respected businessman and Episcopalian lay leader. National elections, it is hoped, will take place in 2005, with a new, fully elected government in power by 2006. Security slightly improved But Daniels underlined the need for continued caution: Access to areas of need still requires negotiation with rebel groups, and some areas under rebel control remain largely inaccessible.

Humphrey Fellowship and Fulbright programs) by visiting various organizations and institutions to seek appropriate candidates with the leadership potential to influence public policy or opinion.
When suitable candidates are found, their bios are transmitted to the appropriate offices in Washington, D.C. for selection. This section debriefs and processes all relevent documents for candidates before their departure for the United States of America, prepares a report after each one's return, and is the Embassy point of contact for all former exchange participants.
