History: The Basotho only emerged as a nation around 1820 when Moshoeshoe the Great gathered the remnants of tribes scattered by Zulu and Matabele raids and established a stronghold at Butha-Buthe, and later on the mountain of Thaba-Bosiu, about 30km (20 miles) from what is now Maseru. In 1868, Moshoeshoe placed himself and his people under the protection of the British government. The Kingdom of Lesotho under King Moshoeshoe II became independent in 1966. The nation is an amalgamation of mainly Sesotho-speaking people, with some 20 per cent originally of Nguni descent, and the rest San, Griqua, Indian and European. From independence to the late 1980s, Lesotho’s politics were dominated by the Basutoland National Party (BNP), a conservatively inclined party initially favouring a policy of accommodation with South Africa, led by Chief Leabua Jonathan. His autocratic style of rule drew strong opposition, both political and paramilitary, in the form of the Lesotho Liberation Army, which received South African backing after Jonathan showed signs of tolerating the ANC. On 20 January 1986, Chief Jonathan was overthrown in a coup by Major General J.M. Lekhanya. Although the South African government vehemently denied any involvement, the new regime proved more amenable to South African regional security policies. In any event, Lesotho’s political options were constrained by South Africa: Pretoria’s closure of the border during 1983, which precipitated severe food shortages within Lesotho, was a telling reminder of South African power. Lekhanya clashed on several occasions with King Moshoeshoe, but in 1991 both Moshoeshoe and Lekhanya were overthrown by a group of army officers under General Elias Ramaema.

    The History of Lesotho
    The territory now known as Lesotho has been occupied from the dawn of human history and during the past thousand years by Late Stone Age San hunter-gatherers. From about the 16th century, African farmers, the ancestors of the present population, moved across the grasslands of southern Africa and settled in the fertile valleys of the Caledon River, where they came to dominate the San hunters of the region. These stock-keeping agriculturalists belonged to the large Sotho group and were divided into numerous clans. The Basotho Kingdom (1824-69)

    Distinguished guests, Bo mme le bo ntate, ke a le dumedisa! History has bound Lesotho and South Africa so closely that we are even more than neighbours, friends and allies. Our joint presence here today confirms that those who shared the trenches of struggle are today working together as free nations to realise the possibilities of freedom. The resounding success of the Lesotho Highlands Water Project testifies to the powerful spirit of co-operation that is growing as Africa lifts itself through its own efforts, with the strong support of the international community. The flow of fresh water is the concrete result of the welding together of our efforts at nation building and regional development. This is a most significant day. Let us salute it! Here in Southern Africa we have worked four our mutual benefit we have turned a scheme conceived in the previous, unhappy era of our region's history into a fine instrument for development and progress for all. It is a special pleasure that so many children all over South Africa and Lesotho have taken part in this celebration.

    Distinguished guests;
    Ladies and gentlemen, It is indeed a great and singular honour to be in the Kingdom of Lesotho tonight. I am mindful of being amongst a people who have fought as valiantly for our freedom as for your own. The threads of history, language and daily experience hold our people so closely that the bond between us goes beyond that of friendship and alliance. It is more akin to that of compatriots. It is therefore deeply moving to be with you, and to be received with such warmth and generosity. Although the ties between our people go back so many years, only now can they flourish to their full potential, under conditions of our own choosing. With the defeat of apartheid our two countries, a democratic South Africa and a Lesotho free of the shadow of destablisation, can look forward to a relationship of mutual benefit and between equal partners. The promotion of economic development in Southern Africa is of paramount importance to South Africa. The economies of the region are so intertwined that no one country can enter a prosperous future in isolation. We need a new form of economic interaction in Southern Africa, based on principles of mutual benefit and interdependence. We need integrated strategies for balanced growth and equitable relations of trade and investment, and a joint approach to regional infrastructure.

    The Kingdom of Lesotho, or Basutoland, as it was known through most of the 19 th and 20 th centuries, owes its origins largely to the genius of Paramount Chief Moshoeshoe I (1786-1870). During Southern Africa's chaotic 1820s and 1830s he asserted his control over a growing nation of Sotho-speaking people. By the 1830s, the name Basutoland was increasingly well known, and French missionaries began their work there under Moshoeshoe's protection, bringing literacy, modern agricultural and building techniques, and the arts of medicine and diplomacy.
    It was only in 1950 that the first minor concessions were made to the elective principle in Basutoland, though the British still refused to concede legislative powers. In the background, however, rapid social, economic and political change was under way, not merely in Basutoland, but in South Africa too. As the self-confidence of educated commoners grew, they began to take a more prominent role in Basutoland, to a great extent displacing the chiefs as the backbone of society.
    In 1952 Ntsu Mokhehle established the Basutoland African Congress (later renamed the Basutoland Congress Party BCP), to agitate for immediate self-government, and against the racially-discriminatory practices filtering across the border into Basutoland.

    Introduction
    In 1994 a number of positive changes came to southern Africa, affecting practically all the countries covered by the regional delegation. Democratic elections in Mozambique and South Africa were complemented by those in Malawi, where a new government was voted in, putting an end to 30 years of autocratic rule. The 1.5 million Mozambican refugees in the region had almost all returned home by the end of 1994, lifting a major burden from Malawi, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. In Namibia and Botswana the governments in place were returned in general elections. Only in Lesotho did the situation deteriorate, but the crisis was settled by the end of the year.
    The principal activities of the regional delegation in 1994 included the continuation of detention-related activities in Malawi; the promotion of international humanitarian law, particularly in Lesotho, Malawi, Namibia and Zambia; coordinating and supporting tracing work carried out by National Red Cross Societies; and helping to strengthen the capacity of National Societies in regard to emergency preparedness, information, dissemination and the development of their internal telecommunications systems.
