9.0 TERMS AND CONDITIONS
9.1 Supervision of Works The Council will clearly state in the offer of assistance if the work is to be carried out on an agency basis otherwise the responsibility for supervision of works rests with the applicant in conjunction with any suitably qualified and indemnified professional or agent he may appoint for that purpose.
9.2 Payment of Assistance: conditions as to carrying out of the works
  • the assisted works are completed within twelve months from the date of approval of such further period as the Council may allow.
  • the assisted works are carried out in accordance with such specifications as the Council determine
  • the assisted works are carried out by one of the contractors who estimates accompanied the application
  • the assisted works are executed to the satisfaction of the Council, and

    7 FINANCIAL AND OTHER ASSISTANCE
    7.1 Grant Assistance
    The detailed legislative provisions relating to Renovation Grants and Home Repair Assistance are repealed by the Order. The Council may still make grants available for housing renewal in certain circumstances where it is considered they represent the most appropriate form of assistance. This is most likely to be the case for minor items of work, where the cost of arranging loan finance cannot be justified or in cases where the financial circumstances of the applicant are such that any other form of financial assistance or loan finance would be inappropriate. It the Council continues to offer grant assistance it will need to consider whether a means test of the applicant should be applied. This would normally be the case as owners, who can afford to do so, should be responsible for the maintenance of their own property.

    Renters Have Important Legal Rights
    A rental contract between a tenant and a landlord is called a lease. Whether the contract is written or oral, it is still enforceable. Lease periods of more than one year must be in writing. It is always a good idea to have your lease in writing so that the agreement is clearly outlined in case of a dispute. Read your lease before you sign it. If there are terms in the lease you do not like, change them before you sign. Kansas law prohibits certain terms in lease agreements. A lease cannot:
    • waive your legal rights as a tenant; or require you to pay for the landlord's attorney fees if the landlord sues you.
    These clauses cannot be enforced by the landlord even if they are included in the lease you sign. By law, both you and the landlord must conduct an inventory of the apartment within five days of your taking possession. The inventory should list the condition of the apartment, furniture and appliances at the time you move in. Take as much time as you need to thoroughly inspect and write down the condition of all areas of the apartment. You and the landlord should sign and date the inventory and keep a copy.

    Introduction, project background and methodology
    The research on carfree and car-reduced housing development presented here is part of a PhD project investigating the contribution urban ecology, community and mobility management innovations in residential neighbourhoods can make towards the sustainable transformation of our cities. This objective emerged during an evaluation survey on existing ecological housing areas in metropolitan Copenhagen in 1997 (Scheurer 1998), in which the Australian-based Institute for Sustainability and Technology Policy (ISTP) co-operated with the Danish Ministry of Housing and Urban Affairs, the Danish Research Institute for Forestry, Landscape and Planning (FSL) and the Danish Building Research Institute (SBI). The surveys were taken during September and October 2000 as personal face-to-face interviews in 50% of all households or a sample of 50 households (whichever is less) chosen at random in each case study area. Our main focus was on demographic structures and mobility profiles; however, some information on ecological behaviour, community interaction, environmental awareness and resident assessment of the neighbourhood concept was also collected. The data reproduced in the following represents average values and distributions grouped by site; the figures on the mixed-tenure projects in Amsterdam and Edinburgh were standardised to reflect the real-life proportions of rental, share-owned and owner-occupied dwellings.

    April 12-13 1996 Conference Report The Institute on Race and Poverty University of Minnesota Law School The Institute on Race and Poverty engages in strategic research to address problems caused by the interaction of racism and poverty. Established in 1993 at the University of Minnesota Law School, the Institute promotes dialogue and scholarship in the interests of social justice and inclusive democracy. The term intersections of race and poverty describes the convergence of economic deprivation, spatial isolation, and racial discrimination in one community, often over the course of generations. Many low-income people of color live in such conditions. Extreme poverty in isolated communities is often accompanied by widespread economic disinvestment and loss of hope, which can cause a breakdown of the social fabric. This exacerbates existing problems in education, employment, medical care, infrastructure, housing, transportation, and law enforcement. Connecting these communities to the opportunity structure and resources of the larger society is critical to our nation's future. The Institute on Race and Poverty
