Waiting at a food pantry is the easy way of dealing with economic downturns, according to Eric Bost , U.S. Agriculture Department undersecretary for food and nutrition service. Mr. Bost recently expressed skepticism of claims made by advocates for the hungry about increasing needs. "There's a bump [in the food pantry usage], but how much of that is due to people taking the easy way out? I don't know," he said. According to Bost, Food-stamp enrollment is up largely due to government outreach to eligible people, and that since pantries typically don't require documentation of income, not everyone receiving provisions is truly in need. ::: Queenie posted @ 10:20 AM Robin Hood in reverse What a great idea! HOUSING HOUSING DISCRIMINATION TITLE VIII OF THE CIVIL RIGHTS ACT OF 1968 makes it illegal to treat a person differently in housing based on race, color, national origin, disability, sex, religion, and familial status (the number and ages of children in a family). New Hampshire's fair housing law (RSA 354-A) also protects residents against housing discrimination based on a person's age, marital status, or sexual orientation. These laws cover housing owners, landlords, housing managers, real estate agents and others involved directly or indirectly in the rental or sale of housing or housing lots. Advertising of an available apartment, home or housing lot; the rental, sale or negotiation for the rental or sale of housing; and the provisions of home financing or real estate brokerage services all are covered by these anti-discrimination laws.
If you believe you have been a victim of housing discrimination under federal or state law, you can file a complaint with the NEW HAMPSHIRE COMMISSION FOR HUMAN RIGHTS at 603-271-2767, or with the DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) at 800-669-9777. The right of the state (or municipality as the state's delegate) to enact and enforce a housing code is based on the state's police power. This general authority has never been precisely defined, but it has recently been called "The power inherent in a Government to enact laws within Constitutional limits to protect the order, safety, health, morals, and general welfare of society." Accessible housing: who needs it?
Rick Goy Over the last decade, we have seen a dramatic change in housing policy in Ontario and other provinces. There have been few new privately initiated rental projects built in Ontario over the past several years. At the same time, the continued assumption that housing issues is the sole responsibility of either the Federal or Provincial Government has changed. With references to one specific market segment, people with disabilities, determining demand accurately is critical. It is harder and more complex to match the individual with suitable housing because the choices are limited. The supply sector needs to be assisted in developing the market information to respond to these needs. Where private initiatives fail, partnership with government to assist tenants with disabilities needs to be introduced. During the 1970s, the main source of new rental housing in Ontario was conventional rental housing. Conventional rental housing is buildings that are designed as rental housing. During the 1970s and 1980s, the Federal Government gave great incentives to the provinces on some cost-sharing bases to build decent affordable rental housing. Ontario took advantage of these incentives for obvious reasons, and built more rental units than other provinces during this period. The non-conventional housing which is rented are condominiums, and accessory apartments in single family houses. This type of rental unit increased during the late 1977-1981, 1987-1991, and continued into the 90s. Non-profit rental housing comprised the largest component of new conventional rental housing since 1987.

The pamphlet also summarises the main initiatives planned in the first phase of the Programme. "Housing rights legislation: Review of international and national legal instruments" A review of housing rights in international and national law, including a discussion of housing rights as progressive legal obligations. The report also reviews selected adjudication, e.g. how housing rights legislation is being implemented. The report illustrates that effective constitutional and legislative measures on the right to adequate housing are not only realistic but have already been used successfully in a number of countries.
