SUSTAINABLE FISHERIES ACT
LEGISLATIVE TITLE: Sustainable Fisheries Act UNITED STATES CODE CITATION: 16 U.S.C. § 1801 et seq. OTHER TITLES AND POPULAR NAMES: 1996 Amendments to the Magnuson Fishery Conservation and Management Act, Magnuson-Stevens Act. SUMMARY: This Act amends the Magnuson Fishery Conservation and Management Act. Among the new findings presented in the act are that [c]ertain stocks of fish have declined to the point where their survival is threatened, and other stocks of fish have been so substantially reduced in number that they could become similarly threatened as a consequence of (A) increased fishing pressure, (B) the inadequacy of fishery resource conservation and management practices and controls, or (C) direct and indirect habitat losses which have resulted in a diminished capacity to support existing fishing levels (16 U.S.C. 1801). This amendment adds the facilitation of long-term protection of essential fish habitats to the purposes of the Manguson Act. The Act directs the Secretary of Commerce to establish by regulation guidelines (16 U.S.C 1855) to assist the Regional Fishery Management Councils (16 U.S.C. 1852) in describing and identifying essential fish habitat in fishery management plans (including adverse impacts on such habitat) and in considering actions to ensure the conservation and enhancement of such habitat. The term The Regional Fishery Management Councils may comment on and make recommendations to the Secretary of Commerce and Federal or State agencies concerning any activity authorized, funded, or undertaken, or proposed to be authorized, funded, or undertaken, that, in the view of the Council, may affect the habitat, including essential fish habitat, of a fishery resource under its authority. The Regional Council may also comment on and make recommendations to the Secretary and any Federal or State agency concerning any such activity that, in the view of the Council, is likely to substantially affect the habitat, including essential fish habitat, of an anadromous fishery resource under its authority (16 U.S.C 1852).

        Wills
Making a will is a good idea for everyone. A will is the best way to control the distribution of your property after you die; it is also a statement to and about the people you wish to remember, no matter what you leave behind. If you die without a will, your property is distributed to your next of kin, regardless of whom you would want to have it. If no close relatives are found, New York State inherits your property.
When you create a will, you can leave your property to anyone you want. You are free to give any or all of your property to any number of people, and they do not have to be family members. If you live with someone you aren't married to, you should make a will regarding the furnishings in the apartment, or your roommate, lover, or friend could lose everything to your next of kin.

    Legal Matters
In North America, the handling of Wills and estates comes under the authority of the state and provincial governments. Procedures and requirements differ for each jurisdiction. Your own role and duties will depend on several factors: your relationship to the one who died; whether or not there is a Will; whether or not you are an executor; whether or not the Will goes to probate; whether or not you use a lawyer; and how simple or complex the legal and financial affairs are.

Administration of Relationships with Primary Dealers January 22, 1992 The Federal Reserve Bank of New York (FRBNY) is adopting certain changes in the administration of its relationship with primary dealers in U.S. Government securities. The primary dealer system has been developed for the purpose of selecting trading counterparties for the Federal Reserve in its execution of market operations to carry out U.S. monetary policy. The designation of primary dealers has also involved the selection of firms for statistical reporting purposes in compiling data on activity in the U.S. Government securities market. These changes in the administration of these relationships have been developed after consultation with the Federal Reserve Board, the Federal Open Market Committee, the Treasury and the Securities and Exchange Commission. The changes announced today have been prompted by two related factors:
First Second , and more important, while the system of designating primary dealers on the whole has served the Federal Reserve, the Treasury, and the nation well for many years, there also have been some drawbacks to the existing arrangements. Prominent among these is the public impression that, because of the Federal Reserve Bank's standards for selecting and maintaining these relationships, the Fed is in effect the regulator of the primary dealer firms. Moreover the primary dealer designation has been viewed as conferring a special status on these firms that carries with it elements of "franchise value" for the dealer operation and possibly for other aspects of the firm's standing in the marketplace.
