Homosexuality's Legal Revolution
Carl F. Horowitz
Last April, a brief series of events occurred in a Madison, Wisconsin, restaurant that spoke volumes about the current character of the homosexual rights movement. An employee of the Espresso Royal Cafe asked two women - presumably lesbians - to refrain from passionately kissing as they sat at a window table. Madison's gay community was not amused. The very next day, about 125 homosexual demonstrators showed up on the premises, and conducted a "kiss-in" for several minutes. A spokeswoman for the protesters, Malvene Collins, demanded, "You say gays and lesbians cannot show affection here? Why not here but in every other restaurant in Madison?" The establishment's chastised owner, Donald Hanigan, assured the crowd, "I regret that this incident ever happened. I want all of you to come in here every day." In October, several dozen homosexual males, many of them dressed in women's clothing, openly hugged and kissed in a terminal of Seattle-Tacoma Airport, and handed out condoms and leaflets to travelers. Matt Nagel, spokesman for the Seattle chapter of a new homosexual organization, Queer Nation, seemed to sum up the feeling among militants in the local homosexual community. "We're going to homophobic bars, we're going to pack them, we're going to be openly affectionate, we're going to dance together and make it uncomfortable for all the straight people there."

Chinese citizens' right to the freedom of religious belief is protected by the Constitution and laws.
In the Constitution of the People's Republic of China freedom of religious belief is a basic right enjoyed by all citizens. Article 36 of the Constitution stipulates, "Citizens of the People's Republic of China enjoy freedom of religious belief." It also goes on to say, "No State organ, public organization or individual may compel citizens to believe in, or not to believe in, any religion; nor may they discriminate against citizens who believe in, or do not believe in, any religion." Again, "the State protects normal religious activities," and "No one may make use of religion to engage in activities that disrupt public order, impair the health of citizens or interfere with the educational system of the State." In addition, "Religious bodies and religious affairs are not subject to any foreign domination."
China's Law on National Regional Autonomy, General Principles of the Civil Law, Education Law, Labor Law, Compulsory Education Law, Electoral Law of the People's Congresses, Organic Law of the Villagers' Committees, Advertisement Law, and other laws stipulate that all citizens, regardless of their religious beliefs, have the right to vote and stand for election; the legitimate property of religious bodies is subject to legal protection; education is separate from religion, and all citizens, regardless of their religious beliefs, enjoy equal educational opportunities in accordance with the law; the people of all ethnic groups should respect each other's languages, customs and habits, and religious beliefs; citizens shall not be discriminated against in terms of employment because of different religious beliefs; and no advertisements or trade marks shall include discriminatory contents against any ethnic group or religion.

Mezzotint by Samuel Ireland, 1800. Only the parliament chamber (1680) and clocktower (1686) had survived the fire of 1737. The Georgian facade (in Portland stone) was added in 1740 when Thomas Blencowe was Treasurer. At the left is the Crown Office Row building of 1737 (destroyed 1941). The old hall underwent many changes before its demolition in 1868. None of the rich Elizabethan and Jacobean armorial glass seems to have survived. In 1816 a gothicisation programme by Robert Smirke brought an oak screen with pinnacles, a new ceiling, and wainscotting, with the readers' painted coats of arms (formerly in the Parliament Chamber and Library) placed around the frieze; three statues of kings in terracotta, by Rossi, were erected in niches at the west end. For all this attention, it was too small and decrepit a building to survive.

His collection, still intact after almost three hundred years, contains 386 volumes and covers a diversity of subjects.
Early 12th century Macrobius. These include Year Books, Registers of Writs, Statutes, Legal Treatises, Precedent Books and Commonplace Books. Among chronicles there is an uncollated early 13th century manuscript of Roger de Hovedon's Historia Anglorum , which once belonged to the Abbey of Rievaulx. There is also a long range of Journals of the House of Commons, some of which contain entries which were no longer decipherable when the printed version of the Journals was made. Among noteworthy manuscripts there is an early 12th century Macrobius, and the earliest known Books of Forms in Ecclesiastical Causes, from the end of the 13th century. There are works by Sir Francis Bacon, Sir Robert Cotton and Sir Thomas Bodley, and important original letters from such personages as William Cecil, Lord Burghley, Sir Edward Coke and Sir Christopher Wren.

The latest attempt by Martha Blue to crack the writing field fails dismally. This wildly uneven work attempts to guide the small- to medium size publisher through the legal landscape from authorship to manufacture to distribution. Blue, in her introductory caveat states that, This legal guide assists publishing concerns engaged in producing and distributing the printed word. With the above warning in place, why should publishers and attorneys purchase this book? I propose two answers, one of which only addresses the aesthetic, not substantive element. First, By the Book The Publishing Law Handbook Entertainment Industry Contracts By the Book is beautifully designed (save for the absence of running headers informing the reader of his place in the book) with readable typeface, leather binding and marbleized cover and paper designed by Peggy Skycraft. RELIGION AND EDUCATION
Present here first is an editorial essay criticizing attempts to avoid the consideration of the Bible in schools and to restrain schoolroom discussion of various hypotheses of natural history. The second piece sketches a method for examining the relations of state education to religious teachings. The author is generally concerned that the words "to teach" should mean "to educate" or at least "to consider" rather than meaning "to advocate" and "to indoctrinate."
    I. QUANTAVOLUTION AND CREATION IN ARKANSAS Sometimes when you see how winners behave, you sympathize with the losers. I have been feeling that way about the Arkansas trial on teaching creation. The state's lawmakers, in that mixed mood of cordiality and cunning not foreign to our fifty-two bicameral bodies, decreed that creation science should be taught alongside evolutionary science in the schools of the State. This, my experience as political scientist told me, was a bit daffy to begin with - and probably unconstitutional. Professor Stephen Gould of Harvard University was a witness in the Arkansas trial. Although unfriendly to the creationists, he has himself devised a saltatory argument, based partly upon increasing evidence that catastrophes have brought about both the extermination and birth (one dare not say "creation") of species; this he calls the theory of "Punctuated equilibrium." I favor the term "quantavolution" and find myself, in consequence, sometimes in the company of Biblical literalists and creationists; they are, it goes without saying, as intelligent and effective as their non-literalist scientific counterparts.
