    Lebanon - Government Revenues
    In the pre-Civil War days, receipts from customs duties accounted for nearly half of total government income. In 1984 customs receipts fell to US$69.4 million, barely one-third their 1983 level. The Ministry of Finance stated that customs receipts should be ten times higher than they were in 1984 to meet its targets for this revenue source. Instead, they fell furtherto US$ 24.3 million in 1985. In 1986 total government spending was estimated at US$413 million against income of barely US$23 million. Of this already paltry sum, customs receipts amounted to just US$9.7 million.
    In the mid-1980s, the government still had assets to cover its financial obligations. A November 1985 report listed as the nation's principal assets its gold reserves (about US$10 billion in foreign exchange reserves) and holdings in its Intra Investment Company (see Banking and Finance , this ch.). In addition, the report said, there were more than US$440 million in public sector deposits with the Central Bank, about US$200 million in secured debts owed to the state, and about US$86 million in various Central Bank assets. Against this, however, domestic public debt totaled US$2.5 billion, while foreign debt totaled US$200 million.
    Some of the government's assets were unusual. By virtue of its Intra Investment Company holdings, the government had an important stake in the Casino du Liban, a famed nightclub at Juniyah. The casino also epitomized the way in which government had become dependent on militia deals to secure financing. In 1986 the casino reached an agreement with the Lebanese Forces (LF) militia under which the LF would close all illegal gambling houses under its control in exchange for a monthly income of US$1.2 million. At that time the casino's earnings were about US$2 million a month, of which 40 percent was paid in royalties to the government.

    Government: Central government marginally functional in 1987 and exercised only nominal control. Constitution vests executive power in president of republic, who appoints the cabinet ministers, from whom he selects prime minister. Legislative functions performed by unicameral Chamber of Deputies, elected for four-year terms by universal suffrage. In 1987 no elections had been held since 1972, and only seventy-seven deputies remained out of ninety-nine elected in 1972. Electoral system provided for proportional representation (based on 1932 census) in Chamber of Deputies by religion as well as by region. Chamber of Deputies elects president for six-year term and approves his cabinet appointments. By custom, president a Maronite, prime minister a Sunni Muslim, and speaker of the Chamber of Deputies a Shia Muslim. Judicial system, except for religious courts, based on French model.
    Politics: 1975 Civil War, foreign intervention, and internal fighting generally have disrupted politics. Before 1975 many nonideological political parties centered on powerful leaders whose followers were usually of same sect. Since 1975 militias have overtaken parties in importance. New president scheduled to be elected by Chamber of Deputies in September 1988.

Edward Yeranian reports from Beirut that the vote came after five days of discussion and a stinging debate over Syria's military presence in Lebanon. TEXT: Few seemed surprised that Mr. Hariri won the confidence vote, but many were caught off guard by the virulence of criticism leveled against Syria by members of parliament. A heretofore unheard of call in parliament for Syria to withdraw its troops from Lebanon was made by 92 year-old veteran Christian house member Albert Moukheiber, before being adopted as a battle cry by others. Long-time Druze leader and member of parliament Walid Jumblatt stunned many on Friday, when he added his voice to the fray, calling for a general reappraisal of ties between Lebanon and Syria. A recently cemented alliance between Mr. Jumblatt and several Christian political leaders added force to the debate over Syria's presence. Prime Minister Hariri's response that "Syria's presence in Lebanon was necessary," appeared to many observers as more of an attempt to calm the debate than a sincere endorsement of Syria' military presence.

    Microsoft has inked an agreement with Lebanon to develop e-government services. The alliance will also establish a secure e-taxation system on the .NET platform. Microsoft is already active in e-government development in the UAE, Egypt, Bahrain and Kuwait.
