Bibliotherapy Information
This site from LDOnline provides a helpful annotated bibliography of fiction books concerned in some way with learning disability. The list features titles suitable for young people in elementary through high school. The site also offers a section entitled "Suggestions for Using Bibliotherapy" that presents hints and strategies for using fiction as a therapeutic tool. ChallengeNet Library - This site offers an alphabetical index to the entire spectrum of physical and learning disabilities, including organizations and agencies which provide service to disabled populations. While the listings are not restricted to children and young people, there is in-depth treatment of most of the disabilities which teachers are likely to encounter in school settings. This site makes a great starting point for further research.

The federal government defines learning disabilities in Public Law 94-142, as amended by Public Law 101-76 (Individuals with Disabilities Education Act-IDEA): "Specific learning disability means a disorder in one or more of the basic psychological processes involved in understanding or in using language, spoken or written, which may manifest itself in an imperfect ability to listen, think, speak, read, write, spell, or to do mathematical calculations. The term includes such conditions as perceptual handicaps, brain injury, minimal brain dysfunction, dyslexia, and developmental aphasia. The term does not include children who have problems that are primarily the result of visual, hearing, or motor disabilities, or mental retardation, emotional disturbance, or of environmental, cultural, or economic disadvantage." Although the definition in federal law governs the identification of and services to children with learning disabilities (LD), there are variations between states and among school systems. In an attempt to clarify the identification, some states specify an intelligence range. Others add a concept of a discrepancy between potential and achievement, sometimes quantifying the discrepancy using test scores. These slightly different "yardsticks" are indicative of a lack of clear consensus about exactly what learning disabilities are (p.99).

Until now, most programs, research, and funding had been directed toward children, although it is clear that most people do not outgrow learning disabilities (Gerber and Reiff 1994). This digest looks at current definitions of learning disabilities, the experiences of adults with LD, factors influencing their successful adjustment to adult life, and strategies for adult educators and counselors.
DEFINITIONS OF LEARNING DISABILITY
Federal regulations for implementing the Rehabilitation Act and the Americans with Disabilities Act use the term "specific learning disabilities"disorders in one or more central nervous system processes involved in perceiving, understanding, and using verbal or nonverbal information (Gerber and Reiff 1994). "Specific" indicates that the disability affects only certain learning processes. Although adults with LD consistently describe themselves as being labeled stupid or slow learners (Brown, Druck, and Corcoran in Gerber and Reiff 1994), they usually have average or above average intelligence.

    Blaming Special Ed
    School spending. By Jay P. Greene Their shameful solution is to blame special education. Witness a recent article in the New York Times in which New York City School Chancellor, Harold Levy, blamed "rich disabled pupils" for draining millions of dollars from the "financially ailing" public-school system by obtaining public dollars to send their children to private schools. Never mind that New York City only pays for the private special education of about 1,000 of its more than 1 million students and that these special-education costs amount to only $13 million of its more than $10 billion dollar budget. Levy (and the New York Times which covered the claim without reporting any contrary view) would somehow like us to believe that a $13 million gnat is restraining the progress of a $10 billion dollar elephant. Of course, if schools didn't have to provide services to students who are learning English as a second language, low-income students, or other students who may be more expensive to educate, they would also have more money available to lower class size or buy technology. Why blame special education instead of other programs and populations that are also expensive and rising in costs? Special education is an easier scapegoat because its students are not necessarily low-income or members of minority groups (although many are poor and minority). The fact that some wealthy families benefit — the "rich disabled pupils" targeted by NYC Chancellor Levy — makes special education a politically correct scapegoat.

Learning Disabilities What are learning disabilities (LD)? If your child is not doing as well in school as they have the potential to, they may have a learning disability Having a learning disability means having a normal intelligence but a problem in one or more areas of learning. People with LD have brains that work and learn differently. Some people with LD also have attention deficit hyperactivity disorder or A D H D When LDs are not found and treated early on, they tend to “snowball.” As kids get more and more behind in school, they may become more and more frustrated, feeling like a failure. Often self-esteem problems lead to bad behavior and other problems.
