Augusta Chronicle Editorial Staff In the cover story of our teen section the other day, a local young man regaled readers with stories about the deep meaning of his tattoos as he received his 17th such piece of ``body art'' and displayed his pierced tongue for a reporter. No longer the province of sailors, bikers and convicts, tattoos are one of those fads with great attraction to teens, who by nature are drawn to skate close to the edge of propriety while approaching the limits of adulthood. Fortunately, there are limits. Tattoo parlors are outlawed in South Carolina altogether; and teens in Georgia must wait until age 18 to have their skins injected with ink. For something that literally lasts a lifetime, it's not too much to ask for such a decision to be postponed until legal (if not actual) adulthood. But tattoos aren't the limit to bodily disfigurement: body piercing is a fashion rage, with branding and ``ritual scarring'' on the rise. These procedures are largely unregulated - with no sanitary safeguards or minimum-age rules.

October 5, 2000 GOVERNOR SIGNS TWO NEW LAWS TO PROTECT TEENS FROM SMOKING New Law Prohibits the Sale of Herbal Cigarettes and Bidis to Minors
Governor George E. Pataki today announced he has signed into law two measures prohibiting the sale to minors of herbal cigarettes and the filterless, hand-rolled cigarettes known as bidis. The new laws bring consistency to the sale of retail tobacco products in New York State and clearly define that herbal cigarettes and bidis will be regulated in the same fashion as tobacco products to prevent access to individuals under eighteen years of age. The Governor also announced that he has signed legislation to toughen penalties against individuals who trespass at children's summer camps or day camps, to require the State Division of Criminal Justice Services to make its subdirectory of high-risk sex offenders available on its public website, and to authorize the Commissioner of Health to establish a separate regional emergency services (EMS) council for Westchester County "Preventing New York's children from smoking is one of the State's highest public health priorities," Governor Pataki said. "We must do everything we can to get the message out that teens should not smoke whether it's tobacco, herbal cigarettes or bidis. This legislation will serve as a major deterrent to prevent the sale of bidis and herbal cigarettes to our children. "

Teens have the highest fatality rate in motor vehicle crashes than any other age group. There are many reasons; for instance, while teens are learning the new skills needed for driving, many frequently engage in high-risk behaviors, such as speeding and/or driving after using alcohol or drugs. Studies also have shown that teens may be easily distracted while driving. One key reason for high traffic fatalities among this age group is that they have lower safety belt use rates than adults. Because teens have an increased exposure to potentially fatal traffic crashes, it is imperative that efforts to increase safety belt use among this age group be given the highest priority. In addition, the youth population has increased by more than 12 percent since 1993, and is expected to increase by another seven percent by 2005. As this age group increases as a percentage of the population, the personal and societal costs associated with deaths and injuries from motor vehicle crashes also will rise.

Could I Get Hurt or Sick on the Job?
Every year about 70 teens die from work injuries in the United States. Another 70,000 get hurt badly enough that they go to a hospital emergency room. Here are the stories of three teens:
  • 18-year-old Sylvia caught her hand in an electric cabbage shredder at a fast food restaurant. Her hand is permanently disfigured and she'll never have full use of it again.
  • 17-year-old Joe lost his life while working as a construction helper. An electric shock killed him when he climbed a metal ladder to hand an electric drill to another worker.
  • 16-year-old Donna was assaulted and robbed at gunpoint at a sandwich shop. She was working alone after 11 p.m.
Why do injuries like these occur? Teens are often injured on the job due to unsafe equipment, stressful conditions, and speed-up. Also teens may not receive adequate safety training and supervision. As a teen, you are much more likely to be injured when working on jobs that you are not allowed to do by law.

STATE TOBACCO ISSUES All states make their own laws and regulations about smoking and tobacco sales and usage. Click here to find tobacco laws about your state. Here is the link to find out about tobacco sales laws in New Mexico. Most states or about twenty states and the District of Columbia limit smoking in work places and of these states only one (California) meets the healthy people 2000 objective by banning or limiting it to separated ventilated areas Forty-one states and the District of Columbia have laws restricting smoking in state government worksites, but only 13 of these states meet the nation's Healthy People 2000 objective. Currently, 28 states and D.C. limit smoking in commercial day care centers, and 22 meet the Healthy People 2000 objective. Five states (Hawaii, Massachusetts, Vermont, New Jersey, and Tennessee) have strengthened their smoke-free indoor air laws since the 1995 report. Twenty-eight states and D.C. have laws that limit smoking in commercial day care centers. Of these states, only 22 meet the Healthy People 2000 objective. Thirty states and D.C. have laws that restrict smoking in restaurants. All states prohibit the sale of tobacco products to minors. Twenty-three states and D.C. may suspend or revoke a retail tobacco products license for violation of youth access laws, an increase of 11 states since the 1995 report. All states have an excise tax on cigarettes. As of December 31, 1998, the average tax was 38.9 cents per pack and ranged from 2.5 cents per pack in Virginia to one dollar per pack in Alaska and Hawaii. Thirteen states increased their cigarette tax since the 1995 report; increases ranged from 12 cents in New Hampshire to 71 cents in Alaska. A Healthy People 2000 objective is to increase combined state and federal tobacco excise taxes to at least 50 percent of the average retail price of all cigarettes and smokeless tobacco products. Only 42 states have an excise tax on smokeless tobacco products, and many tax these products at a per-pack rate much lower than that for cigarettes.
