ATLANTA, Georgia (AP) Five suburban teenagers lured two immigrant day laborers by promising them jobs, then beat the men with pipes, sticks and fists and stole their money, authorities said. The teens spent the money, about $570, at restaurants and stores, said Jeff Lance, assistant police chief in Canton, about 35 miles northeast of Atlanta. "It was just taking advantage of the weak the big kid on the block syndrome," Lance said Thursday. "It appears it was for run-around money." The suspects are white and the victims Hispanic, but Lance said the attacks were not considered hate crimes. The five, all students at Cherokee County High School, were jailed on charges of armed robbery, aggravated assault and false imprisonment. The victims suffered bruises and broken bones.

Web posted at: 3:35 p.m. EDT From Bureau Chief John Zarrella MIAMI, Florida (CNN) A tough-on-teens driving law took effect Monday in Florida: 15-year-olds can no longer drive after 7 p.m.; 16-year-olds are banned from driving after 11 p.m.; for 17-year-olds, it's 1 a.m. Exceptions will be made for teen-agers going to or from work or those accompanied by a driver at least 21 years old. The new law is the nation's most restrictive, and many of the state's would-be young motorists are unaware of the new rules. Before the law, Florida teens received unrestricted licenses once they turned 16.
Nationwide studies have shown that teen-age driving accidents involving death or serious injury are most likely to occur during the overnight hours, Dade County police Lt. James DiBernardo told CNN. Such numbers drove the Florida legislature to take action. Thirteen percent of the state's drivers are between 15 and 24 years old, but they account for nearly 26 percent of all accidents. "I don't think we should give a child the keys to an instrument of death," says Deborah Ball a mother who lobbied for passage of the law after her 17-year-old son Wesley died last year on a rain-slick road in Chicago.

Teens sentenced for mob beating
Story Tools MILWAUKEE, Wisconsin (AP) Three teenagers were sentenced to prison terms ranging from seven to nine years Wednesday in the beating death of a neighborhood man who was set upon by a mob of youngsters and adults. Levar McNeil, 16, Devin Beamon, 16, and Lavelle Mays, 18, pleaded guilty to reckless homicide in the death of Charlie Young Jr. The beating was triggered by a fight over an egg thrown in a prank. Young, 36, was chased down by a mob on September 29 after he knocked out a tooth of a boy who had been part of a group that had thrown the egg at him. The mob pummeled him on a porch with broomsticks, shovels, a folding chair and a milk crate in a beating so brutal his ear came off and blood was left spattered on the ceiling of the porch. Young died days later. Prosecutor Mark Williams said perhaps 16 children and men took part in the beating. Young's mother, Fannie, told the judge her son did not deserve to die that way. "I can feel the pain that my child went through. I can feel the blows, the fear," she said. McNeil was sentenced to seven years, Beamon to eight and Mays to nine. Beamon admitted putting Young in a wrestling hold while others in the mob beat him, including McNeil and Mays.

Relatives of teens jailed for killing father angry at acquittal of man
Ricky Chavis Story Tools PENSACOLA, Florida (AP) Relatives of two teenage brothers who admitted killing their sleeping father with a baseball bat are angry the man they believe influenced the boys was acquitted of molestation. Ricky Chavis, 41, was found innocent Wednesday of charges he kidnapped and molested the younger brother, Alex King, in the months before the slaying of 40-year-old Terry King. Chavis was convicted of the lesser offense of false imprisonment and was sentenced later Wednesday to the maximum of five years in prison. Kelly Marino, mother of Alex, now 13, and Derek King, now 14, said she still believes Chavis killed the boy's father although Derek confessed he struck the fatal blows Nov. 26, 2001, and that Alex urged him on. Marino called Wednesday's acquittal "insane" and appeared visibly disappointed when the verdict was read. "It's an outrage," she said.

Manage alerts What is this? ORANGE, Texas (AP) Two teenagers were charged Monday with conspiracy to commit murder in an alleged plot to shoot more than 20 students at their high school. The 16-year-old boy and 16-year-old girl were being held in juvenile detention centers. Authorities said they uncovered the plot on Nov. 10, two days before the teenagers planned to shoot more than 20 students and four administrators at Vidor High School in far southeastern Texas. The two students were immediately taken into custody, and three others were expelled. Those three will not be charged, prosecutor Krispen Walker said. Officials have not released details of how the plot was discovered or how the three other students were involved. The names of the students were not released.

  • You must get and have a valid instruction permit for 6 months before you can be issued a driver license. When you pass the road test, you will be issued a "provisional" license. While practicing with your valid instruction permit, the adult with you must have been licensed for 1 year and must be 21 years of age or older. If you receive traffic citations which total 6 or more points in a 12 month period or 9 or more points in a 24 month period, you must take a nationally certified defensive driving course. If you do not take a course, the DMV can suspend your privilege to drive.
USE IT, LOSE IT CHANGES: AS 28.15.183 - .184 effective September 28, 1999 This law changed to allow people currently revoked for Use It, Lose It violations and who meet certain conditions to apply for a review of their driving record to see if they can get their license reinstated. Cold War technology helped save lives of abducted teens
By Steve Irsay Court TV (Court TV) An alert system dating back to the Cold War and since used to broadcast weather emergencies is being praised for helping to save the lives of two California teens abducted at gunpoint on Thursday. The California Child Safety AMBER Network, a child abduction alert system, was unveiled statewide on July 24 in the wake of the Samantha Runnion kidnapping and murder and was put to a serious test just six days later by the shocking abduction of the two girls. While attention is now focused on the California system, it is only the most recent of some 41 such AMBER alert systems that have sprouted up locally and statewide since it was launched in Texas in 1996. In the last two months alone at least seven similar systems have been planned or implemented and advocates for the alerts believe the California case will only help to speed that growth. "We are talking with someone in almost every state across the country," said Joann Donnellan, a spokeswoman for the National Center for Missing and Exploited Children, the organization that helped spearhead a campaign to take the system nationwide last October. "I guarantee you that by the end of next year the whole map will be covered."

Teens accused of beating man to death
PATERSON, New Jersey (CNN) Nine teenage boys accused of beating a man to death are to appear in court Tuesday, officials said. Hector Robles died after being attacked Wednesday on a sidewalk where he had been sitting, sipping beer. Paterson police described Robles as homeless, but said he sometimes went to homes of friends or relatives. The nine teenagers, ages 15 to 17, are mostly from John F. Kennedy High School, which had just dismissed classes for the summer Wednesday. Neighborhood witnesses told CNN that certain students traditionally mark the end of school with fights and rowdy behavior. The witnesses said groups of youths moved from the school down the street, harassing people who were alone and appeared defenseless. Robles was hit with a bottle and beaten, they said.
