    December 19, 2000 GOVERNOR PATAKI SIGNS LAW TO HELP PARENTS OF TROUBLED TEENS Landmark Law Raises Age for PINS Petitions to 18
    Governor George E. Pataki today signed into law legislation that will provide critical support to parents and guardians of troubled teenagers by raising the age a youth can be deemed a "person in need of supervision" (PINS) up to the age of 18. "Anyone who has raised or is raising a child knows the daily challenges parenting can present," Governor Pataki said. "Sometimes it can be very difficult to convince a youth, especially a troubled teenager, that he or she needs to make positive changes in his or her life. "This legislation gives caring parents or guardians the power of State law to help them guide their child away from a life of delinquency and diminished hopes, and toward a life of achievement and happiness." Raising the PINS age by two years will enable parents to petition Family Court to have their unruly or troubled 16- and 17- year-olds determined a PINS, and receive help from the Family Court in resolving the situation. The new legislation also raises by two years, up until 18, the age of a youth who can be deemed a "runaway" and returned to a parent or guardian. Senator Mary Lou Rath said, "I commend Governor Pataki, Assemblyman Kaufman, and all the PINS advocates for their efforts in making this long-awaited day possible. This law gives desperately needed help to a parent whose 16-year-old has run away from home to pursue life on the street. Right now an entire age group of children exists in a legal twilight zone in which no agency of the State can assist a parent in dealing with an incorrigible until that incorrigible finally breaks the law. This legislation will help reverse this intolerable situation."

    Chickasaw Explorers
    Since the year 2000 the Chickasaw Police Department Explorer Post 43 has been a program for young men and women interested in learning about careers in law enforcement. Explorers learn about career opportunities and duties in a classroom enviroment and through actual hands-on field experiences. Meeting presentations include but are not limited to: training on police duties, self-defense, invetigations, and firearms. Members of the Explorer Post direct traffic at parades and other special events, assist on routine patrol, help with duties in the police department, assist in Court duties, and most importantly assist with community outreach efforts in the city. The Exploring program is a program of the Chickasaw Police Department, designed by the Boy Scouts of America for young men and women to discover what a career in law enforcement entails. Interested persons can join the Chickasaw Police Department Explorer post if you are between the ages of 14 and 21 and at least in high school or college with at least a 2.0 GPA ("C" Average) and have no pas t convictions of misdemeanors or felonies.     Loopholes found in abortion law
    Teens avoid telling parents, panel told

    AUSTIN Pregnant teens are being coached by abortion providers on ways to get around the state's parental notification law, a House committee was told Monday. Rep. Phil King, R-Weatherford, said the state's 1999 parental notification law needs to be changed to require teenagers 17 and younger to get their parent's written consent before having an abortion. "There seems to be a systematic effort to avoid the statute," King said. King told the House State Affairs Committee that the parental notification law has "tremendous loopholes." He played tapes of conversations recorded by a 25-year-old woman who called abortion clinics posing as a 13-year-old who did not want to tell her parents she was pregnant. Staff members at two abortion clinics told the caller that all she needed to do was mail a certified letter to an address and wait 48 hours. If the letter later came back undeliverable, "it doesn't matter," the clinic employee said.

    Frequently asked questions It seems to many teens that adults are always making a big deal about people having sex under the age of consent. Many young people think that if they feel ready to have sex and they use protection, it is nothing to do with anyone else. But every teen needs to know the laws and what they mean. So what does the age of consent mean? The age of consent is the age when the law says you can agree to have sex. Before you reach this age, you can't legally have sex with anyone, however old they are. The law says that to be able to have sex, both partners must be over the age of consent. But our parents say it's okay. . . That doesn't make any difference - your parents don't make the law. Teens can't get around the laws for smoking, drinking or driving because their parents say so, and it's the same with this. The age of consent laws always apply, whether you're in love, or you've been together for ages, or you've had sex before. But it's no-one else's business. Why do we have these laws? Although many young people are mature enough to know how to deal with it if someone tries to get them to have sex, some teens are not grown up enough to know what to do. Age of consent laws are there to stop young people from being exploited by adults.

The law, passed by the Republican-controlled state Legislature, was the 1995 "Becca Bill." It was named for Rebecca Hedman, a 13-year-old Tacoma runaway who was murdered while on the streets of Spokane in 1993. The debate over the bill centered on a profound disagreement over why kids were runaways in the first place. Were they escaping a violent, abusive household? Or were they just troubled teens, mixed up with drugs and the wrong friends, escaping the care, concern and authority of their well-meaning parents? The second scenario was embraced for creation of the Becca Law.

SANTA ANA, California (CNN) A California jury Tuesday viewed lurid and graphic images of a videotaped sexual encounter that prosecutors contend involves the gang rape of an unconscious 16-year-old girl by three teenagers a case that could send each of them to prison for 55 years if convicted. Greg Haidl, 18, Kyle Nachreiner and Keith Spann, both 19, are charged with 24 felony counts, including gang rape and rape with a foreign object, during a July 5, 2002, party in the affluent seaside community of Corona Del Mar.     INDIANAPOLIS Once a week, Lisa Koop takes a break from learning the law to teach it to high school students. Video Woman Inspired By Friends Who Taught
    Visit the Financial Center Koop, a third-year student at Indiana University School of Law in Indianapolis, leads a class on legal issues for students at Arsenal Technical High School. "We're giving them tools so as they're graduating from high school and going out into the world, they have tools to deal with the legal system as they encounter it ... like contract issues or landlord tenant issues," said Koop, an RTV6 Leadership Award winner for Dec. 5. Koop, along with second-year law student Charles Miller, leads the class as part of the Street Law program, which is sponsored by a national organization called Equal Justice Works. Koop is president of the Equal Justice Works chapter at Indiana University-Purdue University Indianapolis. Koop said she started the class after hearing about friends who were teaching Street Law classes elsewhere.
