The government needs to improve pay and streamline the hiring process for law enforcement officers to attract and retain a talented workforce, top officials from three agencies said during a House hearing Wednesday. A bureaucratic hiring process and caps on overtime pay are hampering efforts to recruit and retain law enforcement officers and other employees, according to officials from the Immigration and Naturalization Service, Customs Service and U.S. Marshals Service. The additional anti-terrorism responsibilities the three agencies have acquired since Sept. 11 are resulting in thin staffing and resources, officials from the agencies said. Participants in the hearing discussed whether to hire new employees through the excepted service, which houses jobs excluded from competitive civil service procedures, and whether to offer bonuses to employees in non-law enforcement positions at the agencies for having foreign language skills. “There would be a better selection and a greater ability to hire and promote people who are performing well,” said INS Commissioner James W. Ziglar, referring to the use of the excepted service during a House Government Reform subcommittee hearing on recruitment and retention challenges within the federal law enforcement community.

The Town of Jackson, Wyoming in Teton County offers one of the world's most spectacular natural settings a valley bordered by Grand Teton and Yellowstone National Parks, the Snake River Range and Bridger Teton National Forest. Its 15,000 citizens and four million yearly visitors enjoy the area's natural beauty and many recreational offerings. Thanks to a recent integrated computer network controlled by Cisco products, the area can also offer highly efficient government services. The new system replaces a 10-year-old single flat 10-Mb network shared by the Jackson Police Department and the Teton County Sheriff's Office that provided only partial connectivity. With the new system in place, law enforcement personnel are spending two to four more hours per shift on the streets, and the Town of Jackson and Teton County offices are realizing enormous productivity gains. "Our citizens expect and deserve a high level of service from their local government," said Cisco Certified Network Associate Mark Mychajliw, IS Specialist, for the Town of Jackson Wyoming.     How to Find Available Items
    Questions? The 1033 Program (formerly the 1208 Program) permits the Secretary of Defense to transfer, without charge, excess U.S. Department of Defense (DoD) personal property (supplies and equipment) to State and local law enforcement agencies (LEAs). The 1033 Program has allowed law enforcement agencies to acquire vehicles (land, air, and sea), weapons, computer equipment, body armor, fingerprint equipment, night vision equipment, radios and televisions, first aid equipment, tents and sleeping bags, photographic equipment, and more.
    Rules and Restrictions
    • The requesting agency must be a government agency whose primary function is the enforcement of laws and whose officers are compensated and have powers of arrest and apprehension.
    • The property must be drawn from existing stocks of the Department of Defense.
