Law enforcement agencies are facing substantial challenges as they anticipate new twists on common consumer frauds. The increase in high-tech and global marketing scams is especially troublesome. Fraud on the Internet Cross-Border Fraud Fraud has gone international. While the NFIC reports that Quebec Province is now the third largest geographic source of fraud affecting American consumers, it also says consumers are reporting fraud originating in other parts of Canada, the Bahamas, and Nigeria. The FTC/NAAG Telemarketing Complaint System has also logged in consumer complaints about fraud promoters operating in Great Britain, Norway, and Canada who are pitching Americans. In August 1995, representatives of U.S. and Canadian law enforcement agreed to coordinate enforcement of their competition and deceptive marketing practices laws.

Introduction
The United States government places a high priority on international law enforcement, and plays a leading role in the International Police Organization (Interpol). Each year the United States enacts new laws, and amends old laws in an effort to expand its international law enforcement powers, particularly in the areas of drug trafficking, high tech smuggling, and terrorist activity. This expanding US interest in international law enforcement has resulted in a great number of US agencies, resources, and projects being carried out in foreign countries. The Drug Enforcement Agency (DEA) has been at the forefront of this activity, with its agents and representatives performing a plethora of activities in foreign nations. The DEA maintains the largest overseas law enforcement presence of any US civilian agency. Their agents represent the United States interest in international drug control both within the United States embassies and in diplomatic interactions with host state officials. They maintain communication with local law enforcement officials, provide training for local police, undertake joint drug enforcement operations with local police, conduct unilateral actions such as surveillance and the recruitment of informants, provide intelligence to local officials, and lobby for changes in their host countries laws.

    For over 125 years, the Royal Canadian Mounted Police (RCMP) has earned a reputation of excellence in policing. Our officers are fully trained in law enforcement techniques, conflict management and community relations. It is the unique combination of these skills, coupled with a sincere belief in justice, that has made the RCMP the pride of Canada and a highly respected police force worldwide. The past few years have seen a significant increase in requests for training from outside law enforcement agencies hoping to capitalize on the expertise of the RCMP. In response to these requests, the RCMP established the Canadian Law Enforcement Training Unit (CLET) in 1994. Located at the RCMP Academy at "Depot "Division in Regina, Saskatchewan, this unit is dedicated to providing the same quality training to interested agencies that the RCMP provides to its own members. Over 5000 people have completed training through CLET. Our Canadian clients include federal, provincial, and municipal government agencies, as well as tribal police services. However, we have trained law enforcement agencies from countries throughout the world, including Spain, Haiti and the US. We will also be expanding the amount of specialized RCMP training available to outside police forces. Although most training is conducted at "Depot" Division, we have offered courses elsewhere. We have offered training in every major Canadian city from Vancouver to St. John's, from Toronto to Iqaluit, and everywhere in between. We regularly make use of the facilities of the Coast Guard College in Sydney, Revenue Canada College in Rigaud, and NAV Canada in Cornwall. Internationally, courses delivered at the New Jersey State Police Academy, the Wyoming Law Enforcement Academy, the Kentucky Department of Criminal Justice Training facilities, the Illinois Regional Institute for Community Policing, and the Fort Wayne Regional Community Policing Unit in Indiana, all received high praise from participants.     Electronic Fingerprint Image Print Server Developed for FBI
    A team comprising personnel from the Y-12 National Security Complex, Oak Ridge National Laboratory, CDI Engineering, and the University of Tennesee has developed a prototype electronic fingerprint image printing system for the Federal Bureau of Investigation. The system, which has been installed at FBI headquarters, is capable of handling 600 submissions per day and is scalable up to 10,000 images. The quality of the fingerprint image and organization of the card is superior in most cases to the standard inked card. Several state law enforcement agencies have been integrated with the system and are sending fingerprint cards to the FBI for processing.
    Using this system has helped the FBI respond to identification or background search requests in a matter of days instead of weeks. The system was recently awarded a Government Technology Leader Award for 1998. Presented by Government Executive magazine, the award is given to government agencies that successfully use technology to improve operations. It was presented to members of the team at a ceremony in Washington, D.C.

    State and local law enforcement agencies have a federal mandate to ensure adequate and appropriate communication with deaf and hard-of-hearing persons. Without effective communication in dealing with law enforcement personnel, serious violations of constitutional and civil rights can occur. Whether a sign language interpreter or other auxiliary aid is required depends on the type of communication and the needs of the deaf or hard of hearing individual. But even if an interpreter is not required, police officers should take other steps to ensure effective communication, such as writing information and making other accommodations in their usual practices. This mandate is found in two federal laws protecting the rights of individuals with disabilities. SECTION 504 OF THE REHABILITATION ACT Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. 794 provides that: . . . no otherwise qualified handicapped individual in the United States . . . shall, solely by reason of his handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.

While the United States draws attention to corruption outside our borders, we do not focus enough attention on corruption at home. Across the United States, our local communities have felt the burden of law enforcement officials involved in drug corruption scandals. Consider these examples culled from recent news articles:
    • In Illinois, three Austin District police officers were caught on camera pocketing $25,000 in cash during a drug raid. Their 1998 trial showed a video with police stuffing cash into their pockets.
    • In Cleveland the FBI arrested 44 police officers in 1998 who were involved in drug-related corruption including taking payoffs to protect dealers involved in drug trafficking. Each of the officers took part in at least one of 16 staged deals by the FBI.
    • In Philadelphia, more than 100 drug convictions were dismissed, up to 2,000 cases tainted and the city was forced to pay millions of dollars to settle civil law suits as a result of a police corruption scandal. Six officers pled guilty to fabricating evidence and stealing from drug suspects.
