State Ethics In Public Service
All state employees, including employees of the University of Washington, are bound by the State Ethics in Public Service Act, RCW 42.52. This Act, commonly known as the ethics law, generally addresses conflicts of interest, improper use of state resources, compensation for outside activities, and gifts. The law establishes a single code that applies to all state employees in the executive, legislative, and judicial branches of state government. Each branch has a single board responsible for enforcing the law with respect to employees in that branch. In the executive branch, which for this purpose includes the University, that body is the Executive Ethics Board (EEB). In addition to enforcing the law, the EEB promulgates interpretive rules and provides advisory opinions. The University also has its own conflict of interest policies. Some of these policies restate principles from the ethics law; others address issues of unique concern to the University, such as faculty consulting. In addition, there are a number of state and federal laws addressing these issues in health care settings.

"The American Indians and Civil Rights," American University, October 4, 1965 Handwritten Annotation near Title Ladies and Gentlemen: In talking to you on the subject of The American Indians and Civil Rights there comes to my mind the story about the old miser who had just died and how his neighbors were conducting the ceremonies in honor of the deceased. The minister called on various neighbors to give testimony in regard to the good deeds of the deceased but no one spoke up. Finally someone in the back of the room stood up and said; "If no one else has anything to say I'd like to talk about urban renewal." He was only trying to put in a plug for his favorite subject but I hope I will be able to speak to the point on a subject of major interest to all of us, namely the role of civil rights in relation to the American Indian. It would be well to start out with the facts of life so far as the Indian and the white man are concerned. l In the first place the Constitution of the United States was adopted by a people whose philosophical and political roots were deeply embedded in the history of England and Western Europe. Many of the restraints and limitations on the sovereign power (paragraph cut off)... Now, secondly, The United States is a sovereign nation among the great powers of the world and beholden to no one. The adjective "sovereign" requires substantial qualification before it is applied to Indian tribes. Far from being sovereign today they are under the control of a Government which is dominated by non-Indians. This makes us think that what might be appropriate restrictions and limitations on the United States of America could be quite inappropriate restrictions and limitations upon an Indian tribe.

Washington, D.C. Dear Mr. Secretary:
As you know, the Department of Justice has long represented the United States in litigation for the purpose of protecting Indian property rights secured by statutes or treaties. This has been and will continue to be an important function of this Department, and I would like to set forth my understanding of the legal principles governing its conduct.
The Secretary of the Interior and the Attorney General perform their duties here, as in all other areas, under the superintendence of the President. We are the President's agents in fulfilling his constitutional duty to take care that the laws be faithfully executed. Where a particular statute, treaty, or Executive Order manifests a purpose to benefit all Indians or a tribe or individual Indians or to protect their property, it is the obligation of the responsible Executive Branch officials to give full effect to that purpose. In your role as Secretary of the Interior, you are charged with administering most of the laws and treaties applying to Indians and are often in a policy formulating role with regard thereto. And where litigation is concerned, it is the duty of the Attorney General to ensure that the interest of the United States in accomplishing the congressional or executive purpose is fully presented in court.

CANADIAN WATER RESOURCES ASSOCIATION NOTICE OF PROPOSED BY-LAW AMENDMENTS APRIL 2004 This is Formal Notice of proposed amendments to the Canadian Water Resources Association (CWRA) National By-laws. The proposed amendments were accepted by the CWRA Executive Committee on April 30, 2004 and recommended for acceptance by the CWRA Board of Directors and by the membership. These amendments will be discussed and voted on at the CWRA Annual General Meeting on June 17, 2004, 5:30 p.m. at the Hyatt Regency Hotel in Montreal, Quebec. Over the past two years the CWRA National Board of Directors has undertaken a detailed review of the by-laws of the Canadian Water Resources Association. The purpose of the review was to ensure that the CWRA, the Canadian National Committee for Irrigation and Drainage (CANCID), the Canadian Society of Hydrological Sciences (CSHS), and the Branch organizations have the appropriate structure to support their integrated operation for the foreseeable future. The following is a description of the core proposed amendments. There are also many editorial amendments that are proposed to ensure consistency and continuity in the by-laws. Glossary of Terms
The responsibility for enacting laws in Massachusetts rests primarily with the state legislature, formally known as the General Court. It is divided into two branches: a 160-member House of Representatives and a 40-member Senate. The two legislative branches work concurrently on pending laws brought before them. Lawmaking begins in the House or Senate Clerk's office where petitions, accompanied by bills, resolves, etc., are filed and recorded in a docket book. The clerks number the bills and assign them to appropriate joint committees. There are 21 of these committees, each responsible for studying the bills which pertain to a specific area (i.e., taxation, education, health care, insurance, etc.). Each committee is composed of six senators and eleven representatives. The standing committees schedule public hearings for the individual bills, which afford citizens, legislators and lobbyists the opportunity to express their views. Committee members meet at a later time in executive session* to review the public testimony and discuss the merits of each bill before making their recommendations to the full membership of the House or Senate. The committee then issues its report, recommending that a bill "ought to pass" or "ought not to pass" and the report is submitted to the Clerk's office.

Air Defense Artillery - They defend the third dimension of the battlefield the air and space above against incoming enemy aircraft and missiles. Armor * - These are the tanks. The M1A1 main battle tank weighs 70+ tons and can go 42 mph over rough terrain. It also sports a 120mm main gun that's big enough to stick your fist in the barrel. Aviation - We have both fixed-wing airplanes and helicopters. Of the two kinds of helicopters, one hauls people and equipment around to get them where they need to go FAST. The other kind are called "attack helicopters" and they fight mainly against enemy tanks. The Army even has more aircraft than the Air Force. Field Artillery - The field artillery shoots surface to surface rockets, missiles, and projectiles at the enemy. They can attack ground targets up to 180 miles away. Infantry * - These are the soldiers on the ground who get up close to the enemy and fight with rifles, rocket launchers, and grenades. They can fight dismounted (on foot) or in Infantry Fighting Vehicles alongside tanks.
