Today I Have Signed Into Law H.j. Res. 2, the "consolidated Appropriations Resolution, 2003," which contains the remaining 11 annual appropriations acts for fiscal year 2003. The funds appropriated by this bill will provide valuable resources for priorities such as homeland security, military operations, and education. I am very concerned that the Congress failed to provide over $1 billion in funds that my Administration requested for State and local law enforcement and emergency personnel, and that much of the funding that the Congress did provide is heavily earmarked for lower-priority programs that are not best designed to protect Americans against terrorism. As a result, the shortfall for homeland security First Responder programs is more than $2.2 billion. Funds that should have been made available to the Department of Homeland Security are being diverted to programs unrelated to higher-priority terrorism preparedness and prevention efforts. My Administration will use all the tools at its disposal to ensure that as much of this funding as possible is directed toward terrorism preparedness and prevention.

What economists call game theory psychologists call the theory of social situations, which is an accurate description of what game theory is about. Although game theory is relevant to parlor games such as poker or bridge, most research in game theory focuses on how groups of people interact. There are two main branches of game theory: cooperative and noncooperative game theory. Noncooperative game theory deals largely with how intelligent individuals interact with one another in an effort to achieve their own goals. That is the branch of game theory I will discuss here. In addition to game theory, economic theory has three other main branches: decision theory general equilibrium theory and mechanism design theory . All are closely connected to game theory. Decision theory can be viewed as a theory of one person games, or a game of a single player against nature. The focus is on preferences and the formation of beliefs. The most widely used form of decision theory argues that preferences among risky alternatives can be described by the maximization the expected value of a numerical utility function, where utility may depend on a number of things, but in situations of interest to economists often depends on money income. Probability theory is heavily used in order to represent the uncertainty of outcomes, and Bayes Law is frequently used to model the way in which new information is used to revise beliefs. Decision theory is often used in the form of decision analysis, which shows how best to acquire information before making a decision.

As a result of the high level of professionalism and political neutrality that it has maintained over the years, the office of the Attorney General is held in high esteem both by the public-at-large and by the members of the Government, the Knesset and the Supreme Court. The Attorney General is regarded the legal figure who is the foremost champion of the rule of law and guardian of the public interest. The Attorney General, who is a civil servant, is appointed by the Government upon the recommendation of the Minister of Justice; the term of his appointment is not defined. Removal of an attorney general from office is effected in a fashion similar to his appointment, but this has hardly ever been implemented. While the office of the Attorney General has not been the subject of a Basic Law or major legislation, the traditional rules and customs associated with the Attorney General were set out by a committee convened in 1962 and chaired by Shimon Agranat, then a Supreme Court Justice. The Agranat Committee Report substantiated the office's tradition of political neutrality. Since the 1960s, therefore, there has been an understanding that a person who possesses a strong political identity or who is known for his political activism should not be appointed to this post. The report sets out a number of guidelines for ensuring that the office of Attorney General be a non-political entity. It recommended that the person appointed Attorney General should be free of political party influences so that his decisions may be arrived at independently and without concessions to instructions or policy of the Government or the Minister of Justice.

General Information Telephone and Fax numbers for Judges in each unit Overview The American structure of government provides for the separation of power between the executive, legislative, and judicial branches and for a system of checks and balances among the branches. This structure delineates the power of any one branch of government and limits the possibilities for institutional overreaching. In New Jersey, as in the country as a whole, the tremendous growth of the executive branch agencies and their regulatory functions has generated the development of some separation of powers, and checks and balances, within the executive branch itself. The State of New Jersey, a leader in this development, established and empowered the New Jersey Office of Administrative Law (OAL) in 1979 to act as an independent arbiter of certain disputes arising from agency actions, as well as an independent arbiter of agency compliance with rulemaking procedures, P.L. 1978, c. 67. The OAL is an executive branch agency located technically in, but not of, the Department of Treasury. It is independent of supervision or control by the Department of Treasury. The Director, who is also the Chief Administrative Law Judge, presides over the office and reports directly to the Governor. The OAL implements the Administrative Procedure Act

Court House The Legislative Branch has the power to make laws. Maine's Legislature is a bi-cameral Legislature made up of the Senate and the House of Representatives. The Senate has 35 members who are elected every 2 years, and the House has 151 members who are also elected every two years. In Maine, no Senator or Representative may serve more than four consecutive terms. For a Bill to become a law, it must pass through four steps in both the House of Representatives and the Senate; 1st reading, 2nd reading, engrossment and then enactment. If the House members vote to enact a bill, it is sent to the Senate for enactment and then to the Governor to sign into law. The Governor may either approve or veto any law. The Legislature however, can override a veto by a two-thirds majority vote by members of both the Senate and the House. The

How they Work in Iowa Introduction In Iowa government, as at the national level of government, power is distributed among three branches: the legislative, the executive, and the judicial. The legislative branch makes laws that establish policies and programs. the executive branch carries out the policies and programs contained in the laws, and the judicial branch settles any conflicts arising from the interpretation or application of the laws. While each branch of government has its own separate responsibilities, one branch cannot function without the other two branches, and none of the branches can function without the consent of the people. The Legislative Branch The Iowa Constitution gives the state's lawmaking authority to a General Assembly consisting of a Senate and a House of Representatives. The members of the Senate and House of Representatives are elected by the people of Iowa. The Iowa General Assembly is often referred to as "the Iowa Legislature" or simply "the Legislature." Legislative Districts The Iowa Senate has 50 members. Each Senator represents a separate geographic area of the state. This area is called a district. There are 50 Senate districts in Iowa. Each Senate district contains roughly 56,000 people.

The Lieutenant Governor may also have programs of his/her own. The Attorney General is the state's chief lawyer. The Attorney General is the lawyer for all of the elected state officials, departments and agencies. The Attorney General also is responsible for protecting the people of Illinois from things such as pollution, fraud and crime. The Secretary of State has a very interesting job. The Secretary of State is responsible for maintaining all of the official state records and the state seal. In addition, the Secretary of State issues all driver's licenses and license plates. The Secretary of State serves as the state librarian. Sometimes people get the Comptroller and the Treasurer mixed up. The Comptroller is the chief financial officer for the state and is responsible for keeping track of the state's money. The Treasurer is the state's banker. The Treasurer decides where the state should invest its money. The legislative branch consists of the Illinois House of Representatives and the Illinois Senate. The House of Representatives consists of 118 members. The members are elected by the people in their district or area of the State. A Representative serves a 2-year term. The Senate has 59 members who are elected from districts throughout the State. A Senator serves a 4-year term. Together, the House and the Senate are known as the General Assembly. The General Assembly makes the laws for the State of Illinois.

In Alberta, the provincial Minister of Justice is the senior law officer of the Crown. The Minister is responsible for legal proceedings under the Criminal Code , the Youth Criminal Justice Act (formerly the Young Offenders Act ) and provincial laws. Reporting Fraud to the Proper Authorities
The act of reporting fraud and laying charges is quite different from the process of seeking restitution from the criminals. What they have in common though, is the labyrinth nature of determining the agency responsible for effective action. In addition to reporting the crime to your local police, the state or provincial police, the RCMP, the FBI, the Secret Service, the post office, the phone company, the local paper and television station, the BBB, your credit card company, your bank, your Attorney General, the local and state/provincial/federal Department of Consumer Affairs, the SEC, or any and all other relevant securities administrators and regulatory agencies for each state and province, and country. The following agencies have a complaint tracking system to determine trends and gather evidence for prosecution. Getting Out of Your Contract Before and After Three Day "Limit" Though you may never see your money again, you can hopefully take some joy in seeing justice done. It is only by the cumulative response of angry victims that authorities will have the impetus to devote resources, such as forensic accountants to trace the money, and other costly manpower, to a particular operation. As well, if restitution is available, having your name recorded increases the chance of seeing some monetary recovery down the road. The first step should be the fraud department of your local police. If that experience doesn't totally discourage you from proceeding further follow this list and contact each in turn until you give up or get satisfaction. As part of sentencing, criminals should be made to endure this administrative nightmare. As we gather more information on the most effective means to report these crimes this list will be modified to make your life just a little easier.

The primary division of the first type is between inorganic chemistry and organic chemistry . Divisions of the second type are physical chemistry and analytical chemistry. The original distinction between organic and inorganic chemistry arose as chemists gradually realized that compounds of biological origin were quite different in their general properties from those of mineral origin; organic chemistry was defined as the study of substances produced by living organisms. However, when it was discovered in the 19th cent. that organic molecules can be produced artificially in the laboratory, this definition had to be abandoned. Organic chemistry is most simply defined as the study of the compounds of carbon.
