Anchorage Office: 907-269-5100 The Collections and Support section includes two units: collections and child support. The collections unit collects unsecured debts owed to the state. In addition, the collections unit collects various civil judgments, including attorney fee awards, and civil penalties. The child support unit represents the Child Support Enforcement Division (CSED) of the Department of Revenue . Cases involve paternity establishment and disestablishment, modification of child support orders, employer non-compliance actions, criminal non-support prosecutions, licensing appeals, and miscellaneous other activities related to enforcement of child support orders. In addition, the unit provides legal support in matters relating to administrative child support enforcement actions, and provides general legal advice to CSED.

U.S. Consuls Help Americans Abroad
There are U.S. embassies in more than 160 capital cities of the world. Each embassy has a consular section. Consular officers in consular sections of embassies do two things: they issue visas to foreigners; they help U.S. citizens abroad. There are also consular officers at about 60 U.S. consulates general and 20 U.S. consulates around the world. (Consulates general and consulates are regional offices of embassies.) U.S. consuls usually are assisted by local employees who are citizens of the host country. Because of the growing number of Americans traveling abroad, and the relatively small number of consuls, the expertise of local employees is invaluable. In this pamphlet, we highlight ways in which consular officers can assist you while you are traveling or residing abroad. To help us help you while you are abroad, register with the nearest U.S. embassy or consular. This makes it easier for consular officers to reach you in an emergency or to replace a lost passport. Consular officers provide a range of services some emergency, some nonemergency.

The Grand Duchy of Finland, while comprising an inseparable part of the Russian state, is governed in its internal affairs by special decrees based on special legislation. 3 The Russian language is the general language of the state, and its use is compulsory in the army, the navy and state and public institutions.... Chapter I. The Essence of the Supreme Autocratic Power 4. The All-Russian Emperor possesses the supreme autocratic power. Not only fear and conscience, but God himself, commands obedience to his authority. 5. The person of the Sovereign Emperor is sacred and inviolable. 6. The same supreme autocratic power belongs to the Sovereign Empress, should the order of succession to the throne pass to a female line; her husband, however, is not considered a sovereign; except for the title, he enjoys the same honours and privileges reserved for the spouses of all other sovereigns. 7 The sovereign emperor exercises power in conjunction with the State Council and the State Duma. 8 The sovereign emperor possesses the initiative in all legislative matters. The Fundamental Laws may be subject to revision in the State Council and State Duma only on His initiative. The sovereign emperor ratifies the laws. No law can come into force without his approval. . . .

THE RULE OF LAW The three branches of government and the rule of law Access to information and the protection of personal information The possibility of challenging laws Ethics in the public administration ... International Conventions Based on the fundamental principles of law, this legal system finds expression first of all in a constitution, which recognizes the existence of the legislative branch, the executive branch and an independent judicial branch, and establishes a division of powers between the federal and provincial levels.. History and the common will of Quebecers have maintained a society in which power is exercised in a democratic manner and in which law takes precedence over force. The government and the local and regional authorities have the freedom to make political choices, which the people can approve or reject in the course of consultations, referendums and elections, and by any other legitimate means. But whatever these choices are, they are subject to legality, which means that law and regulation enactment and administrative decision-making must be conducted within a legal framework, and that the courts have the power to ensure that this is so.
