    Assistant Director/General Counsel
    Christopher Erlewine was named Assistant Director/General Counsel of the Federal Bureau of Prisons on January 12, 1999. Mr. Erlewine received a Bachelor of Arts degree in Political Science from Marietta College in 1969. He then received a Juris Doctor degree from Georgetown University Law Center in 1972.
    Mr. Erlewine entered the Federal Bureau of Prisons as an attorney in the Office of General Counsel in 1976, after working in corrections and narcotics treatment for the District of Columbia and the Senate Judiciary Committee, Subcommittee on National Penitentiaries. Since 1976, Mr. Erlewine has held a number of positions, including Assistant Regional Counsel of the North Central Region; Staff Attorney at the United States Penitentiary at Leavenworth, Kansas; Regional Counsel of the South Central Region; Chief of the Office of Internal Affairs; Deputy Assistant Director for the Program Review Division; and Deputy Assistant Director for the Information, Policy, and Public Affairs Division.
    As Assistant Director/General Counsel, Mr. Erlewine serves as a member of the Bureau's Executive Staff. He is the chief legal advisor to the agency and has oversight responsibility for the eight legal branches in the Office of General Counsel, legal offices in six regions, legal centers, and legal staff assigned to Federal prisons across the country.

    I. INTRODUCTION
    This chapter of the ASIL Guide to Electronic Resources for International Law discusses electronic resources of international environmental law. The types of resources covered emphasize the Internet but also include CD-ROMs, library catalogs, and on-line subscription/commercial services. The emphasis here is on English-language sources. Although a number of primary and secondary sources are discussed below, the rapidly expanding list of electronic resources in this field precludes any claim to this being an inclusive guide. With that in mind, search strategies for conducting research in this area are included in Section III

    When attempting to determine the boundaries of international environmental law, one finds that no clear definition can be applied.     Legal Services Division
    The Legal Services Division provides legal services to the Ontario government, through its ministries, agencies, boards and commissions, in three ways. The first form of service is provided by the Crown Law Office - Civil, located within the Ministry of the Attorney General. This office acts as the central litigation and advisory office with respect to matters involving the Crown. The second form of service is constitutional litigation and policy services provided to the government through the Constitutional Law Branch. The third from of service is provided through legal services branches that are attached to a number of 'host' ministries and which, for the most part, are physically located within those ministries. Lawyers working within the branches specialize in the particular legal problems of their ministry and can have valuable input into ministry policy decisions as well as day-to-day operations.     Three Branches of Government
    In 1787 leaders of the states gathered to write the Constitution-a set of principles that told how the new nation would be governed. The leaders of the states wanted a strong and fair national government. But they also wanted to protect individual freedoms and prevent the government from abusing its power. They believed they could do this by having three separate branches of government: the executive, the legislative and the judicial. This separation is described in the first three articles, or sections, of the Constitution.
    Legislative Branch
    There are 100 senators in the Senate, two from each state. Senators are elected by their states and serve six-year terms. The Vice President of the U.S. is considered the head of the Senate, but does not vote in the Senate unless there is a tie. The Senate approves nominations made by the President to the Cabinet, the Supreme Court, federal courts and other posts. The Senate must ratify all treaties by a two-thirds vote. There are 435 representatives in the House of Representatives. The number of representatives each state gets is based on its population. For example, California has many more representatives than Rhode Island. When Census figures determine that the population of a state has changed significantly, the number of representatives in that state may shift proportionately. Representatives are elected by their states and serve two-year terms. The Speaker of the House, elected by the representatives, is considered the head of the House.

        We take for granted a world in which geographical borderslines separating physical spacesare of primary importance in determining legal rights and responsibilities: "All law is prima facie territorial." Territorial borders, generally speaking, delineate areas within which different sets of legal rules apply. There has until now been a general correspondence between borders drawn in physical space (between nation states or other political entities) and borders in "law space." For example, if we were to superimpose a "law map" (delineating areas where different rules apply to particular behaviors) onto a political map of the world, the two maps would overlap to a significant degree, with clusters of homogenous applicable law and legal institutions fitting within existing physical borders, distinct from neighboring homogenous clusters.

    General Aims The Encyclopedia of Law and Economics is an ambitious reference work that attempts to survey the whole law and economics literature in nearly 5,000 pages. Most entries contain two elements: a review of the literature, written by an authority in the field, and a quasi complete bibliography (not just a selection). Economic analysis of law has expanded dramatically in recent years. In many branches, the literature is now at a 'mature' stage, where scholars agree on basic concepts, theories and even on policy recommendations. Yet, this scholarship does not reach many policymakers, lawyers or judges. Outside the USA, it even does not seem to reach law professors. This is not so much due to the fact that policymakers, judges or law professors are not interested in the economic consequences of legal rules, but rather to the fact that the literature is too unaccessible. There is a clear need for reference works that give a reliable overview of the literature in a way that is understandable also for non-specialists. This is the primary purpose of the Encyclopedia of Law and Economics.
    Reviews of the Literature The reviews are relatively lengthy articles (on average nearly 10,000 words) in which the basic questions and items of discussion are explained, the literature is summarized, critical reflections on these publications and on the evolution of the discussion in general are developed, and perhaps suggestions for further research are made.

    Introduction Globalisation and interdisciplinarity are two key concepts of university education at the beginning of the 21st century. For law students, knowledge of the specific regulations of their home country is too narrow a base for counseling firms that are active in interstate trade. Additionally, knowledge of the economic effects of legal rules has become indispensable to understand their clients’ commercial needs. Similarly, economics students will profit from an accurate understanding of the institutional legal framework of market economies. For both lawyers and economists, knowledge of the other discipline and international contacts are crucial for a successful future career. The ERASMUS Programme in Law and Economics is the institutional response to these challenges. The law and the economy interact in many ways. Private law assists individuals and groups willing to enter into agreements in a free market. Public law seeks to correct the outcomes of a free market system by means of economic and social regulation. Economists should be informed about the legal environment in which economic activities must be conducted. Lawyers should be aware of the economic effects of current legal rules and the expected outcome under a different legal regime. In some cases, the results in real life markets may be different from what the lawmakers have in mind and generate adverse counterproductive effects. A better understanding of the interaction between the law and the economy may thus improve the quality of the legal system.

    Law Library Search Arlington Heights Dell Dehay Law Library of Tarrant County The Tarrant County Law Library serves the legal research needs of the Tarrant County legal community and the general public. The Dell Dehay Law Library of Tarrant County was established in 1944 following the enactment of a Texas statute creating a county law library system. In 1983, the library was moved to its present quarters on the fourth floor of the newly renovated County Courthouse. In 1979, the law library was named the Dell Dehay Law Library of Tarrant County in honor of Mrs. Dehay, who served as Librarian from 1962 until 1979. The library is funded by a combination of a portion of court filing fees and user service fees. The law library receives direction and guidance from the Tarrant County Commissioners and a committee comprised of members of the Tarrant County Bar Association.
