The Board awarded $95,100 in grant funds to 28 geographically diverse programs. These grant recipients are listed below. an after-school program for teens. The Bukari Institute works to prevent juvenile delinquency and reduce recidivism by employing mentoring, tutoring, community service and performance showcases. In addition to the Main Library downtown, the Los Angeles County Law Library operates 9 Branch Libraries located in courthouses throughout the County. These Branch Libraries have good working collections of both California and Federal law. Staffed by 19 part-time Branch Assistants and 8 Substitutes, they contain 136,822 volumes. In 2001/2002, the LACLL spent $605,228 to add new titles, updates and supplementation for the Branch Libraries. The Branch Libraries and their staff are an important part of the Library's efforts to make legal information available to attorneys and the public in areas distant from downtown Los Angeles. In this issue of the Sidebar, we begin a series of articles on each of the 9 Branch Libraries, inviting all to remember these resources. Eye on the Branches: Norwalk.

The Norwalk Branch of the Los Angeles County Law Library is located on the seventh floor of the courthouse in Norwalk. We are at the end of a hall of family courts and share other hall space with the jury room and Conciliation Court.
Our library contains seventeen thousand books, predominately California law with a core collection of Federal Law. Our library is large, open and well lighted with ample seating and work areas.

The Role of a Judge
Judges are the heart of the Iowa Judicial Branch. They serve the public by using their legal skills and knowledge to impartially interpret and apply our laws. Often they are called upon to serve as neutral referees or fact-finders in disputes. Although their duties differ depending on the type of court in which they serve, all judges are sworn to uphold our laws and constitutions. Trial Court judges at all levels have many responsibilities. Their primary function is to preside over trials and hearings. They also spend a significant amount of their time reviewing cases, researching the law, ruling on motions, and writing orders. Our trial court judges must keep hundreds of cases moving through the court system and at the same time ensure that all cases receive full and fair hearings. Appellate court judges, those on the supreme court and the court of appeals, do not preside over trials. Their review of a case is limited to the court record made in the lower court. Appellate judges spend their time hearing oral arguments, researching the law involved in a case, conferring about cases and writing opinions. Published opinions of the supreme court and the court of appeals become the case law of the state and serve as legal precedent for subsequent cases.

How Government Works
The US Government was structured in order to preserve a balance of power between the three respective branches of government. The three branches are known as the legislative, judicial and executive. Our forefathers, concerned that one branch of government would become too powerful created a system of separated powers and checks and balances to help stabilize the federal government.
Legislative Branch
The legislative branch of includes Congress and government agencies. Congress makes laws and has two parts: the Senate and the House of Representatives. The Congress is charged with the responsibility of creating making laws by writing what is known as a "bill." If a bill is passed, it becomes a law if the President (Executive Branch) approves them. Other powers delegated to Congress include, the power to declare war and control inter-state trade.
Senate
Two Senators are elected from every state in order to achieve equal representation among the states in the Senate. Each Senator is elected for a six-year term and no term limits are placed on a Senator's seat. The Senate is responsible for approving treaties, confirming presidential nominations, and conducting trials.

Customers of First City National Bank in Houston have watched a new sign go up on their bank building four times; today's says Chase Bank of Texas. Two decades of mergers, failures and technological change have left scars on the Texas banking industry, but the survivors are a strong lot. Today's Texas banks are players in the bigger, national financial services industry. The state's banks face fierce competition from out-of-state banks which have an advantage over Texas banks because they do not have to pay franchise tax. In addition, banks must find the right nichelike retailers, they must decide the type of customers they want to reach and serve. They must be willing to make available the wide array of services customers demand and competitors offer, including home equity loans, and be receptive to merger opportunities. Banks already are among the most aggressive users of technology. Electronic currency, on-line banking and Year 2000 preparedness are now part of their daily routine. But their survival hinges on staying ahead of technology in order to continue catering to more demanding customers.
