Now that the U.S. Senate has passed its version of the farm bill, House and Senate conferees will soon begin meeting to resolve relatively minor differences between the two versions. Both the House and Senate bills represent a dramatic departure from the "freedom to farm" concept that was incorporated in the 1996 farm bill, and both bills signal a return to federal control over agriculture production. In addition, while both versions would increase farm subsidies by $73 billion over the next 10 years, the Senate bill front-loads more than 60 percent of the increase in the first five years. The Bush Administration has expressed its general reservations about the policy direction embodied in this legislation but has not threatened a veto. President George W. Bush should send a message to Congress that it must step away from a myopic focus on government support and control in the agriculture industry and instead explore new ideasparticularly those that utilize private-sector solutions that are already available. In the long run, farmers stand to benefit far more from this approach than they do from a continuation of nanny-state programs and government micromanagement.
KEEPING REFORM ON TRACK
Although the 1996 farm bill failed to eliminate the archaic permanent farm law, it implied that the seven-year transition period from 1996 to 2002 would lead to the eventual termination of agricultural subsidies, which have been both counterproductive and harmful to agricultural trade. Former House Agriculture Committee Chairman Robert F. Smith (R-OR), speaking in opposition to an amendment to reform the sugar program in 1997, argued that the amendment was unnecessary because the sugar program was slated to end along with all other farm programs.

Taxation Laws Amendment (Farm Management Deposits) Bill 1998 Date Introduced: 28 May 1998 House: House of Representatives Portfolio: Treasury Commencement: On a day fixed by Proclamation or, if such a day is not fixed by the end of 6 months after the Bill receives the Royal Assent, on the day after the end of that period.
Purpose
To replace current income equalisation schemes available to primary producers with a new scheme that will be operated by the private sector. Deposits under the new scheme will be deductible in the year made and an amount equal to the deduction will be included in assessable income when the deposit is withdrawn. There will be a cap on the amount that will be subject to this concessional tax treatment.
Background
Currently, taxation concessions are available to primary producers under the Income Equalisation Deposit (IED) scheme and Farm Management Bonds (FMB). Both schemes aim to allow funds to be set aside in years of high income for use when income falls below average. Deposits made under either scheme are tax deductible.

Taxation Laws Amendment (Earlier Access to Farm Management Deposits) Bill 2002 Date Introduced: 5 December 2002 House: House of Representatives Portfolio: Treasury Commencement: The amendments described in this Digest relating to exceptional circumstances will be taken to have commenced on 1 July 2002. The amendment relating to repayment terms will apply from 2 January 1999.
Purpose
To allow farm management deposits to retain their concessional tax treatment if withdrawn within 12 months of deposit where an exceptional circumstances determination is in force in respect of the depositor’s property. The Bill will also amend the nature of accounts which can be used for Farm Management Deposits.
Background
There have been a number of schemes designed to encourage primary producers to deposit funds when their income is high and draw upon them when income is low. Such schemes involve an exemption from tax for the funds deposited and their taxation on withdrawal. When income is high the funds deposited would otherwise be subject to higher marginal tax rates than when they are withdrawn when a lower marginal rate is payable or, depending on the level of income, no tax is payable.

The survey revealed that market advisory service users tend to be significantly more risk seeking than non-users. Survey results indicated a large range in patterns of use of advisory services. Most farmers use advisory services to the greatest extent for marketing information, market analysis, and to keep up with markets. Corporations and other limited liability business organizations were created to encourage the accumulation of capital to allow for industrial scale enterprises. These structures are granted preferential treatment, including limited liability, and in the case of corporations, certain tax advantages. Limited liability reduces risk for investors who do not directly take part in management and labor functions, and corporate tax rates allow owners to avoid the progressive affect of personal income taxes on large farm profits. This helps corporations attract investment dollars from tax conscious high-income people, not inclined to labor on a farm. Also inherent to the corporate structure is the separation of the economic functions of ownership, management, and labor among different levels of people, leading to a farm structure where farm workers rarely have an opportunity to enjoy the benefits of ownership. When the Nebraska legislature failed to put restrictions on corporate farming, citizens took matters into their own hands. In 1982, they collected enough signatures on an initiative petition to place on the ballot a proposed constitutional amendment banning "non-family farm corporations and syndicates" from owning farmland or engaging in farming or ranching. The proposed amendment received over 56% of the vote. The number 300 was the ballot designation given to the proposed amendment by the Secretary of State at the time and the law has been popularly known as Initiative 300 for nearly sixteen years.

This legislative package is designed to overcome the weaknesses of the past and put food safety firmly on top of our agenda. The substantive food law and the creation of the European Food Authority are the building blocks, the very foundations upon which our new food safety policy will rest," Health and Consumer Commissioner David Byrne said when presenting the proposal.     Summary This program, formerly the National Farm Business Management Program, is to assist farmers to upgrade their business management skills leading to improved competitiveness both in domestic and global markets and financial viability of their farming operations. The program has been extended for four years to March 31, 2003 with funding from the Candian Adaptation and Rural Development (CARD) Fund. Program Description The Canadian Farm Business Management Program (CFBMP), initiated in 1992, is a partnership program between producers, the provinces and the federal government. Activities Amongst other activities, CFBMP is concerned with:
