Prior to her work with CFC she provided over 15 years of service in a variety of capacities to the members of the Association of Arizona Food Banks (AAFB). In January 2001, the United States Department of Agriculture Risk Management Agency and Drake University through the Agricultural Law Center entered into a unique, innovative partnership agreement developed to implement alternative risk management strategies for small farmers and historically under-served farm populations. Through this agreement, the Agricultural Law Center in cooperation with participating organizations and states is supporting several State Food Policy Councils. As an officially sanctioned body of citizen members and government officials, SFPC's examine local food systems and recommend improvements.
Made possible through support and funding from the USDA RMA, the State Food Policy Council cooperative partnership is a vehicle to help states organize and engage groups of small farmers, food processors and marketers, anti-hunger advocates, government officials and others in discussion about food and agricultural policy opportunities.

Because new technologies and uses for offshore resources are emerging at a rapid rate, legislators and policymakers would do well to ensure that these developments do not lead to inadvertent plunder.
Introduction
Europeans, drawn to rich fishing areas, began the settlement of North America early in the second millennium (CE). This Essay raises a series of questions regarding the manner in which the United States has attempted to fashion management systems to ensure that our offshore resources are no longer plundered. The Environmental Law and Policy Center (ELPC) ELPC’s multidisciplinary staff of public interest attorneys, M.B.A. financial analysts, public policy advocates and communications specialists bring a strong and effective combination of skills to solve environmental problems. We are "public interest environmental entrepreneurs," identifying opportunities to improve environmental quality in the Midwest and then working actively to develop and achieve the potential benefits. Our Midwest High-Speed Rail Network and Recycled Paper Coalition projects exemplify this approach. We also provide key legal and technical resources to local environmental groups through a combination of legal representation, economic analysis and public policy research. ELPC was founded in 1993 after a year-long strategic planning process sponsored by seven major foundations. We meet two long-term needs in the Midwest: (1) increased public interest legal, economic and scientific resources devoted to important environmental and energy policy issues; and (2) a strategic regional perspective as energy, transportation, and forests and lands conservation issues are increasingly regional in scope, complex and require coordinated strategies to shape public policy. ELPC brings a new form of creative public advocacy that effectively links environmental progress and economic development in Midwestern communities.

    WCEL Issues BC's land resources once seemed endless. But, as our population and economy grew concentrated along the 49th parallel, our endless supply of land for all our human activities began to shrink and land use conflicts are now commonplace in BC. West Coast has two programs addressing two important areas of conflict:
    • Environmental conservation on privately held land Sustainable agriculture and agricultural practices
    Private Land Protection
    Most people think of park creation when we talk about land conservation. But most parks are created on the 95% of BC that's crown owned. Governments can rarely afford the cost of creating parks where land is privately held. That doesn't mean there aren't important reasons to protect environmental values on the 5% of BC that's privately owned. Private lands with environmental values are often located in and about urban centres where the need for undeveloped green spaces is high. And much of the most ecologically valuable land in British Columbia is in privately owned estuaries and valley bottoms. West Coast, working with groups like the Land Conservancy of BC, has developed important legal tools to protect ecological values on private lands. Legislative changes promoted by West Coast now enable landowners and conservation groups to protect these values. West Coast Environmental Law also publishes user guides to help landowners and conservation organizations protect private land.

    February 13, 2002 - 202-543-5450 Farm Bill Passes Senate with School Pest Management and Pesticide Right-to-Know Amendment,
    "We hope that the Agriculture Conference Committee will now see the importance of embracing this piece of legislation. Children, teachers and school staff deserve the basic health and safety protections that this measure would provide," said Jay Feldman, executive director of Beyond Pesticides, a Washington-based public interest group. Beyond Pesticides says that there are provisions in the Farm Bill supported by the chemical industry that may be held up if it again seeks, with support of the House Agriculture Committee, to derail SEPA in conference committee. SEPA ran into opposition from House Agriculture Committee members who had previously refused to participate in negotiations on the bill last Spring. SEPA represents a straightforward approach to promote school pest management practices that minimize risk to children and notify and provide safety information to parents and school staff when pesticides are used by schools. If it becomes law, schools may become safer for children and teachers. There is no similar language in the House version of the Farm Bill.
