Internship Programme of the Registry
1. Purpose The International Criminal Court has established its Registry Internship Programme aimed at recruiting highly qualified and strongly motivated students as interns. This Programme is funded by the European Commission and currently by the governments of Finland and Norway. This Programme will have three main benefits: Secondly, the Registry will benefit from the knowledge of highly qualified people who will assist various Sections in discharging their duties and, therefore, substantially contributing to the work of the Court. The Registry Internship Programme will also create active supporters and advocates of the International Criminal Court in their countries of origin, raising awareness of their governments and people of the existence of the Court. 2. Introduction The Registry is currently structured as follows: a. Immediate Office of the Registrar b. Division of Common Administrative Services deals with non-judicial aspects of the administration of the Court. It consists of the following sections: Human Resources, Budget, Finance, General Services, Information Technology and Communication, Procurement.

The Special Coordinator of the Stability Pact for South Eastern Europe (SCSP) determined that support and assistance to SEE countries required coordination on multiple levels simultaneously. In order for such action to be undertaken as efficiently as possible, the Stability Pact Initiative to fight Organized Crime (SPOC) was created upon the decision of the Regional Table of the Stability Pact for SEE and under the framework of Working Table III. The overall objective of the SPOC initiative is to strengthen regional capacities to combat organized crime in accordance with internationally recognized standards. The Initiative focuses on the adoption of policies, strategies and legislation, the development of multi-disciplinary inter-agency co-ordination mechanisms, encouraging the establishment of specialized units and the enhancement of regional and international co-operation.

Court Strikes Down Censorship Law (Again) The Third Circuit Court of Appeals has, for the second time, ruled that the Child Online Protection Act (COPA) is unconstitutional. In a decision (pdf) issued on March 6, 2003, the court found that the law violates the First Amendment because it improperly restricts access to a substantial amount of online speech that is lawful for adults. The decision follows a Supreme Court decision that sent the case back to the appeals court, which had previously ruled that COPA was unconstitutional. EPIC is co-counsel in the case. Supreme Court Maintains Ban on COPA Enforcement. The Supreme Court on May 13, 2002, issued a decision on Congress's latest attempt to censor the Internet. The Court did not decide any of the core legal questions, but ordered a lower court to decide the case on a wider range of First Amendment issues. Meanwhile, a majority of justices appeared to have grave doubts about the law's ultimate constitutionality, and the Court left in place an injunction barring enforcement of the law. The case has to do with a law passed by Congress in 1998 called the Child Online Protection Act (COPA), a broad censorship law that severely restricts any speech on the Web that is "harmful to minors," and imposes steep fines and prison terms for violators.
