Documents of the Government and the Parliament of Latvia In August 1997, the European Commission published its Opinion on Latvia's application for membership of the EU. Reply from the Latvian side to this document was the Memorandum of the Government of Latvia on "Agenda 2000 - EC Opinion on Latvia's application for membership of the EU" It was supplemented with the Action plan of the Government for intensifying Integration into EU in response to the EC document "Agenda 2000 - EC Opinion on Latvia's application for membership of EU". National Programme for Integration into European Union (or National Programme for Adoption of Acquis) is approved yearly by the Cabinet of Ministers.
The National Programme approved on June 11, 2002 is available only in Latvian. On February 9, 2000 the Saeima adopted the Strategy of the Republic of Latvia for the Integration into the European Union and established that the Minister of Foreign Affairs has to report about its implementation to the Saeima twice a year.
Reports on the implementation of the Strategy are foreseen not only for the Saeima, the government, but also for the entire society of Latvia.

"The Latvian Way" and the union "For Fatherland and Freedom"/LNNK are some of the oldest right-wing political parties of the restored Republic of Latvia. They were represented in the 5 th Saeima and have remained there since 1993. Both of them stood for the liberalization of the economy and the introduction of full-fledged market economy. The two parties have been holding different positions on ethnic issues with "The Latvia Way" supporting a relatively liberal approach and "For Fatherland and Freedom"/LNNK traditionally standing on the basis of Latvian nationalism. Another right wing political party - the People's party - was established in 1998 before the elections of the 7 th Saeima. The party was created mainly to accommodate the political aspirations the former Prime Minister and businessman Mr. Andris Škele. The People's Party advocates a strict fiscal policy, further privatization and moderately nationalist policies. The coalition "For Human Rights in United Latvia" contains political organizations and individuals who have widely differing opinions on most economic and social issues. These opinions vary from full support to market economy to purely communist views on economic and social affairs. The common factor for them is a reliance on Russian speaking voters and an emphasis on issues such as the broader public use of the Russian language, eased requirements for obtaining Latvian citizenship, etc. But also in this respect, the coalition includes very different politicians - some of them stand for some incremental steps in favor of the Russian speaking population while others are purely anti-Latvian and pro-Russian chauvinists.

It was a bid to ease rising tensions prompted by the decision at the end of May to deploy anti-smuggling troops in the area, which had been criticised by Russia. The Russian Foreign Ministry said it could have triggered serious and unpredictable consequences. MEMORANDUM OF THE FAMILIES OF THE "DISAPPEARED" IN ALGERIA Introduction The issue of enforced disappearances in Algeria continues to be a matter of grave concern for human rights defenders and for the families of the "disappeared". Over the last ten years, several thousand Algerians men and women from various sections of the population have "disappeared" after having been taken away by members of the security forces. Despite the fear of reprisals, despite intimidation, death threats and repression, the families of the "disappeared" have come together to take action – as have many human rights defenders, lawyers and non-governmental organisations – to try and find out what has happened to their loved ones. They have launched campaigns at both the national and international level. Campaigning in Algeria The families of the "disappeared" first began their collective action by visiting police stations, gendarmerie and military barracks, prisons and detention centres. Together with lawyers known for their commitment to human rights in Algeria, the families launched the first public actions of the families of the "disappeared" before the parliamentary elections in October 1997, demonstrating in front of the International Press Centre.

A) Which are the national/local structures in your country that are responsible for questions linked with student welfare? Please describe how the student welfare is organised in your country. Denmark Generaly it is the danish goverment that have the responsiblity for all social welfare. They provide grants and cheap loans for students, all danes have a right ro be treated at a hospital, cheap daycare for children etc. The Student unions aprove this, and are generaly saticfied with this agreement, but are allways trying to make life easier for students. There are som minor organisations beside the states welfare programs and the student unions, who also tries to make life better forstudents, by different forms of counselling and guidance. Finland Student health care regarding to university students is organised by the Finnish Student Health Service. It is a foundation established by students and now operated by students, the state and the cities in which the universities reside. Social security and study grants are organised by the state via Social Insurance Institution. The practical work concerning study grants is taken care of by study grants boards in universities. Student housing is seen as an important part of housing policy, and has some independent legislation as its basis. There are different student housing institutions, but generally they offer somewhat affordable accommodation among general city structure. The student unions offer variable welfare services, but mostly leisure activities. They take part in public discussion concerning student- and other issues locally and nationally.

This is the second report which the Task-Force on Organized Crime in the Baltic Sea Region presents to the Heads of Government. Since the Riga Summit in 1998 the Task-Force co-operation has developed considerably, and it is therefore of particular interest to report the developments at this stage. The route of expedition

Daugava Valley Cultural environment of the Daugava Valley has been created by centuries long interaction between nature and people. Numerous nature, historical and cultural monuments from different periods of time have been preserved along the banks of the Daugava. They are considered to be a significant part of Cultural Heritage, ilustrate evolution of society and nature. Preservation of this territory meets interests of Latvian’s goverment as well as international interest. The variety of Daugava Valley Cultural heritage has been influenced by cultural traditions of Western Europe and Scandinavian.The Daugava river is one of the largest tributaries of the Baltic Sea, stretching 1200 kilometres through Latvia, Belorussia and Russia. In history it has served as a major trade route from Scandinavia to Southern Europe and beyond, and the history of settlement along its banks streches back to 9000 BC.
Project description "Viking ceïð" (The route of Vikings) is a unique project, carried out by Latvian Culture Foundation in cooperation with the most important Latvian and foreign businessmen, institutions of local governing and non-governmental organizations. The goal of the project is to research ancient sailing paths from Scandinavia to the Black Sea, understand cultural heritage and promote economical development.
