NATIONAL COSTUME Women's Costume Developed in the 13th Century, the main parts of a woman's costume consist of a skirt and a long-sleeved, tunic-shaped linen shirt, which was a unisex garment worn alone or with other pieces. The shirt and skirt were sewn from a square fabric without the aid of a pattern. Men's Costume The men's costume was more influenced by city fashion than the women's costume. While the tunic style shirt remained unchanged, the trousers and jacket, though homespun, began in the 18th century to reflect city fashions. Jackets and trousers for daily wear were usually made of grey homespun material; white fabric was used for festive occasions. Traditional footwear for men and women was pastalas, a simple shoe made of a single piece of leather and tied with laces. An abundance of jewellery on the national costume also indicated the wearer's wealth and status. Shirts and shawls were fastened with brooches called Sakta. NATIONAL DISHES Rupjmaize is a dark bread made from rye and is considered to be the staple of the Latvian diet.

The law lists three levels of language proficiency. The employer must decide which level is appropriate for the post he must fill. For instance th e government now requires all applicants for civil service jobs to pres ent their applications and paperwork in Latvian. ''Only those fluent in Latvian will hold official positions or get go od jobs, while the rest of us can only collect garbage,'' says Vladimir, a Rus sian speaker with a Latvian passport. Exchange Programme for Children and Youth in the Sphere of Culture and Education, Latvia October 2000 By Ginta Tropa At the end of year 1999 the Nordic Council of Ministers allocated the Nordic Information Offices in Tallinn, Riga, Vilnius and St.Petersburg DKK 300 000 for implementing an exchange programme for children and youth in the sphere of culture and education. The aim of the programme was to create a cultural dialogue between the Nordic region and the Adjacent Areas through the development of contacts and establishing sustainable networks between children and youth groups. Another requirement for taking part in this programme was the involvement of at least two Nordic countries. The supported cultural activities were of different types: concerts, exhibitions, festivals, youth camps etc. The support was given not only for organizing different cultural events here in Latvia, but also for Latvian children and youth participation in cultural activities organized in the Nordic countries. The Exchange Programme for Children and Youth in the Sphere of Culture and Education has initiated and made possible a new dimension for co-operation between children and youth groups, and it is very important to continue the work started.
