    The Latin America regional work focuses on the World Bank Group (including the International Finance Corporation) and the InterAmerican Development Bank (IDB). BIC has strategic partnerships with non-governmental organizations throughout the region, and a key component of the program is to strengthen our ability to work with and support civil society in Latin America.
    Additional Qualifications:
    Demonstrated commitment to social change. At least 7 years of experience in the development or environment fields working for or collaborating with NGOs or social movements, with at least 3 years experience with organizations in Latin America. Thorough understanding of international development issues and specifically the role and activities of International Financial Institutions (e.g. World Bank and InterAmerican Development Bank). Excellent research, analytical and writing skills. Graduate-level degree in relevant social science field preferred, such as political science, Latin American studies, environmental science, economics, etc. Fluency in Spanish is essential and the ability to communicate in Portuguese is preferred. Willingness to travel up to 40% of the time.
    How to Apply:
    Salary and Benefits: US$45,000-US$55,000 per annum (to be prorated, commensurate with experience). BIC offers competitive benefits and vacation, and a friendly work atmosphere in an international team.

    Hurricane Mitch Overview: The USGS historically has been active in South America, a region that has long been involved in the mineral and mining sectors. USGS has collaborated with counterpart agencies in Bolivia and Venezuela to produce mineral resource assessments of the Alti Plano in Bolivia and in the eastern part of Venezuela. Currently, workshops on human health issues related to the environment are underway in Venezuela and Chile. Suriname and Guyana are interested in promoting collaborative activities. Oil and gas assessments are of interest as well. All South American coal-bearing countries have been involved in the World Coal Inventory project. Collaborative efforts focused on hydrology (stream gage monitoring networks), biology (health of the shrimp economy in southern Honduras), and geology (health of coral reefs, landslides, earthquakes, volcanoes), along with data clearinghouse networks, satellite imagery interpretation, and training in Geographic Information Systems (GIS). Much of this work was done in close collaboration with other Federal agencies such as the National Oceanic and Atmospheric Administration (NOAA) and the U.S. Army Corps of Engineers (USACOE).

    Gallup polls indicate that Latin AmericaMexico, Central America, South America, and the independent countries of the Caribbeanis a region about which United States citizens are poorly informed (Glab 1981). Yet for practical reasons of politics and economics, as well as cultural and historical reasons, United States citizens should be well informed about Latin America. This Digest considers the present status of Latin American studies in elementary and secondary schools. It discusses the need and rationale for Latin American studies, effective teaching techniques, and resources to supplement textbooks which treat Latin America inadequately. THE PRESENT STATE OF TEACHING ABOUT LATIN AMERICA Social studies textbooks and media often present an incomplete or biased portrait of the countries comprising Latin America. Newspapers and television news programs tend to focus on such spectacular events as earthquakes, terrorism, coups, and American foreign policy related to the region. "It is rare to find stories on the arts, humanities, or culture of Latin America" (Glab 1981). The same is true of textbook representation. A recent survey of ten high school texts revealed that "with the exception of one textbook, little recognition was given to cultural characteristics" (Fleming 1982). Latin American history was presented primarily in the context of United States foreign policy. The point of view of Latin American countries was rarely considered. Textbooks often created or reinforced negative stereotypes of Latin America and its citizens.

    The Latin American collection at UCLA is one of the largest and most comprehensive in the United States. Presently numbering more than 550,000 volumes and 1,100 current serial titles, the collection includes a wide range of research-level materials on Latin America and the Caribbean. Although materials are collected on all countries in the region, the Library holds outstanding humanities and social sciences collections on Argentina, Brazil, and Mexico. Secondary geographic strengths are on Chile, Peru, Cuba, Colombia, Uruguay, Venezuela, and Costa Rica. Materials are acquired in all languages, including less-commonly-taught languages such as Nahuatl and Quechua, and in many formats, including books, journals, digital resources, microforms, manuscripts, photographs, government documents, audiovisual materials, and ephemera.     Creation of the Latin American Association for Palliative Care
    T he Latin American Association for Palliative Care (Asociación Latino Americana de Cuidado Paliativo - ALCP) was established in Buenos Aires, Argentina, in April 2001 by six palliative care professionals from the region: Hugo Fornells and Roberto Wenk from Argentina, Liliana De Lima and Rene Rodriguez from Colombia, Eduardo Méndez from Uruguay and Lizbeth Quesada from Costa Rica. The association will elect a president and board of directors at the Latin American Congress of Palliative Care which will take place in Guadalajara, Mexico in March 2002. Mission
    The mission of the association is to promote the development of palliative care in Latin America and the Caribbean by bringing together health professionals interested in improving the quality of life of patients with incurable progressive diseases as well as their families. Objectives

And even as Washington has intensified its training of military and security forces in Central and Southeast Asia and the Middle East as part of its "war on terrorism," Latin America soldiers and police received the most U.S. training of any region13,000 Latin American personnel out of a total of 34,000 worldwide.
    Despite pervasive problems of poverty in Latin America, the United States' focus on military rather than economic aid to the region is increasing.
