Credits Overview: Latin America This compendium of profiles for 30 Latin American and Caribbean countries includes 10 from the Caribbean, eight from Central America and 12 from South America. Haiti is the only least-developed country in the region. At the beginning of 2003, the region’s total population was 534 million and was growing at a rate of 1.46 per cent — down from 1.72 per cent during 1990-1995. Throughout the region, development needs, including needs related to population and reproductive health, remain pressing. Meeting these needs — and meeting the goals and targets for 2015 set down in the 1994 ICPD Programme of Action and the Millennium Summit of 2000 — will require concerted and continuous interventions aimed at further improving economic and social conditions. Aggregate gross domestic product (GDP) for the economies of the region registered essentially no per capita growth in either 2001 or 2002, largely because of external shocks. Through the end of 2002 the hoped-for positive effects of globalization, privatization, austerity and freer trade have remained disappointing, despite the considerable reform efforts made by many countries. Problems of poverty and inequality are, however, generating increased interest, as the results of recent elections (in Ecuador and Brazil, Latin America’s biggest country) underscore. In addition, issues such as HIV/AIDS, international migration and ageing are assuming higher priority in policies and programmes, along with support of social programming and decentralization.

    Latin America and the Caribbean IDRC has worked in close collaboration with Latin Americans since 1971. The Centre's operations in Latin America and the Caribbean are guided by a regional office located in Montevideo, Uruguay. This office coordinates the Centre's operations in 49 countries, in a territory extending from Mexico to the southern tip of Argentina and Chile. In the past 30 years, IDRC has supported 1,957 research projects directed and managed by Latin American and Caribbean researchers and institutions. A series of Country Profiles provides an overview of IDRC's work in the region by country and includes project highlights. Research related to social and economic equity is the largest focus of IDRC's support in the region. Because many of the region's problems have concrete manifestations in urban settings where most of the population lives, urban issues are also a priority, using community-based approaches linked to policy frameworks. Research supported in Latin America and the Caribbean focuses on a number of broad, interrelated areas:

    2003 Telecommunications and Information Highways Latin America Overviews and Company Profiles
    Pub Time: 2003/05 Economic activity in the region was down by 0.5% in 2002. As a result, per capita GDP growth for the Latin American and Caribbean region as a whole was negative (-1.9%) for the second year in a row. The hardest hit economies have been Argentina, Uruaguay and Venezuela. Economic problems in most of the Central and South American region are causing major local and international companies to reassess their investments. Capital expenditure by the major fixed-line companies in the region is falling as fixed-line operators that have invested heavily in the region are finding themselves in financial trouble. Devaluation in the major economies of Argentina and Brazil, the global telecoms crisis, the lack of basic infrastructure and high levels of poverty throughout the region is making it increasingly difficult for operators to maintain workable revenues per user:
    • The optimistic market projections for 2002 in the telecommunications industry were not realised. Operators and equipment vendors are experiencing a slowdown as most Latin American countries experience economic difficulties. Major international investors are assessing further investment and risk management as they experience the global downturn in the markets and in some countries, limits on foreign investment. The start of 2003 sees some of the major economies in financial crisis, this is particularly so in Argentina, Venezuela and Uruguay. Growth in Brazil has been driven by liberalisation in the telecom sector, but it too is being affected by the slowing of world GDP growth, and particularly of that in the US. The US holds a 40% market share of all imports of telecommunications equipment into Brazil.
