Spanish News: Primicias Introduction Serving region's people through good times and bad UNDP has offices in 24 countries and supports 44 country programmes in Latin America and the Caribbean. It has served the region's people through good times and bad, for over three decades, and has witnessed, indeed often supported, transitions from dictatorship to democracy. Many high-ranking officials in government or heading national institutions have at one time or another benefited from UNDP fellowships to enhance their knowledge abroad. Playing a neutral role but nevertheless committed to the well-being of the people it serves, UNDP offers policy advice on sensitive socio-economic and political development issues, pulls in expertise and experience from different countries within the region and around the world, and supports governments in planning and managing development programmes. The decentralized presence of UNDP allows its office in a country to respond to the specific needs and concerns of the government and people of that country. In addition, UNDP regional managers develop sub-regional strategies within a five-year (2000-2005) programme to meet the needs of clusters of countries sharing common problems.

Nicknamed "The Land of Enchantment," New Mexico is the fifth largest state in the US with an area of 121,598 square miles. The state's relatively small population of 1,829,146 is ethnically diverse. About 42% of the population is of Hispanic origin, 44% is White and 9.5% is of American Indian heritage. More than one-third of the nation's Navajo population resides here. There are four Indian reservations in the state: Jicarilla Apache, Mescalero Apache, Navajo Nation and Ute Mountain. Nineteen pueblos are located in seven counties throughout the state. The state is home to four Tribal Colleges: Crownpoint Institute of Technology Dine College-Shiprock Institute of American Indian Arts and Southwestern Indian Polytechnic Institute . INTRODUCTION AND FRAMEWORK
Politically, the region is largely stable, most countries having achieved the basic workings of democracy, although suffering the consequences of outdated economic models.
Regarding informatics and infostructure opportunities and challenges, 7% of the population has access to the Internet, whereas computer and software sales are estimated surpass 20 billion dollars in the present year. Telecommunication services are currently undergoing a widespread expansion process. Altogether, this area offers advantages vis-à-vis Information Society development.
Other common features that pose a challenge are the region's unequal distribution of wealth, high unemployment rates, inadequate health services and insufficient educational and cultural opportunities, affecting at least 60% of the population.
REGIONAL AND SUBREGIONAL APPROACH FOR LATIN AMERICA AND THE CARIBBEAN
Member States of the region have voiced their concern to become fully-fledged partners in the global information society, urging the creation of a Regional Information Society Programme. In this context, the strategy will be to broaden activities, more particularly the INFOLAC programme, to support reflection on strategies, actions, co-ordination and organisation mechanisms that may ensure an effective integration of all Member States in Latin America and the Caribbean into the information society. Strategic alliances with other United Nations agencies, IGOs, NGOs and financial institutions shall be strengthened, aimed at developing an overall coherent regional approach.
