Top official at U.S. Southern Command wants to wage war on terror south of border

The top U.S. general for Latin America wants regional armies to help fight the war on terror a strategy that some observers say could result in a return to widespread human rights abuses of past decades. Last month, Gen. James Hill, head of the government agency most engaged with Latin America, the U.S. Southern Command, told a congressional panel that Washington "must take comprehensive measures in our region to combat international terrorism," which he said included strengthening Latin militaries.

    It seems that part of the fragility and brevity of life requires us to mark passages with time. The recent 60th Anniversary of D-Day, last year's 40th Anniversary of the Kennedy Assassination, everyone's periodic high school and college reunions, etc. Now it's time for one of mine. It has been nearly ten years since this photo of M©rcia and me was taken: We had been married two weeks at that time after knowing each other for only four months. We were still working through some of the getting to know you phase, compounded by the cultural differences inherent in our relationship. Fortunately, I was welcomed by her wonderful family when I went to Brazil the first time for the religious wedding in year to the day later (I remember remarking to a friend on my second anniversary, "This is the first June 10th in three years that I'm not getting married!"). By the time this next photo was taken, during we made after her sister's wedding in 1998, I was just another member of her huge family. (By the way, if you want to learn about family values, don't listen to a politician bloviate; marry a latino or latina.)

  • Volunteer Work Internships Paid Employment Human Resources ... INTRODUCTION Working in Latin America can take the form of volunteer work, internships (paid or unpaid), or paid employment. What follows is a brief and incomplete survey of these options and selected leads for finding human, online and hardcopy resources to facilitate your work search. The sooner you start, the more information you will be able to collect. VOLUNTEER WORK Ironically enough, volunteer work is often the most lucrative of the three options for working abroad because benefits including housing, food and travel may be at least partially covered by the hosting organization. Occasionally, as with the Peace Corps or certain religious organizations sending volunteers overseas, a "readjustment" payment may be given at the completion of the "tour of service". The Peace Corps payment after two years of service for instance is about $5,400. Active Peace Corps status also allows deferment or possible forgivance of certain student loans. Many a volunteer has worked in Latin America during the duration of a tourist visa in a particular country (often moving on to another volunteer position in another country when the first has expired). This is one manner in which extended travel can be made more affordable, focused and meaningful.

  • Introduction Travel in Latin America can be exciting and rewarding. From the deserts of Mexico to the glaciers in Chile, it is one of the most diverse areas to explore. This handout is only a brief overview of issues you will need to consider and should not be considered a substitute for advice from your health care provider, official government sources, or guidebooks. Visas are not required for short-term tourist travel in Latin America, though you will need a valid passport. Be prepared to pay anywhere from $5 to almost $50 for country entry and exit fees. Concentrate your travels in one region to help keep your costs under control: Mexico and Central America can be explored together by car or bus, or consider hitting a few Caribbean islands. Choosing all of South America can be expensive since flights between S. American cities are expensive. You may want to focus just on the Andes region or really get to know one large country such as Brazil or Argentina. It is highly recommended to purchase a comprehensive guidebook. Readings and lectures cover a variety of disciplines and perspectives such as history, politics, economics, literature, and cultural studies. Unemployment - an enormous challenge for Latin America and the Caribbean
A new ILO report paints a grim picture of unemployment in Latin America and the Caribbean. With 19 million jobless workers in Latin America's cities and unemployment hovering at above 10 per cent, the ILO says any recovery will require strong measures - including a reorientation of economic priorities and a more equitable globalization process.
SANTIAGO, Chile (ILO Online) - Despite a modest economic recovery over the past year, persistently high unemployment continues to weigh heavily on Latin American and Caribbean economies, the ILO says in the latest edition of Panorama Laboral , its annual employment review for the region.
The report says the high level of unemployment, coupled with poor quality jobs, falling real wages and losses in productivity pose a challenge to the region of making the creation of decent work the central pillar of development.
"The current model of globalization actually devalues work," says Juan Somavia, Director-General of the ILO, "with all the consequences for individuals, families and societies."

Latin America Overview
Latin American Regional Overview The number of international terrorist incidents in Latin America rose to 162 in 1990, higher than any other region. Even so, these figures represent only a small percentage of the total number of terrorist acts committed in Central and South America. In most Latin American countries, the primary targets of guerrillas, narcotics traffickers, and others who engage in terrorism have been domestic government and law enforcement officials, opinionmakers, and politicians. This was especially true in Colombia, Peru, and El Salvador where the levels of violence have been extremely high. In Peru, for example, of the more than 3,400 terrorist-related deaths in 1990, only six were of foreigners. Roughly two-thirds of all anti-U.S. attacks worldwide took place in Latin America, where U.S. citizens and interests were the principal foreign targets of terrorist groups. Various groups have been operating for years in Central and South America and share a radical leftist ideology that, combined with a visible U.S. presence in the region and historical antipathy toward the United States, contributes to the large number of attacks against Americans. Two Americans were killed in 1990 one in Peru and one in Panama and 31 were wounded. Chile was the most common site of anti-American attacks in Latin America. The number of anti-U.S. attacks there increased from 21 in 1989 to 61 in 1990. Most of these were bombings of Mormon Church facilities in Santiago and other parts of the country.

While strengthening the Spanish and Portuguese language offerings, newly-added three levels of Haitian Creole increase academic options. Course offerings extend beyond language and literature to a range of disciplinary and inter- disciplinary course options. Incorporating Latin America content into general education classes reaches more students. The undergraduate conference on the changing Americas gives students the opportunity to present research projects they have done for a class or study abroad to their peers and faculty.
