Baseball's Frontier: Traveling through Latin America
Jim Souhan, Star Tribune January 16, 2003 A nine-day trip to the Dominican Republic and Venezuela showed two poverty-stricken nations, but that couldn't diminish their people's passionate love the the game of baseball. This is the last of a five-part series that began Jan. 16. STUMBLING THROUGH LATIN AMERICA If you've read the previous four segments on our travels to the diamonds of Latin America, you've learned about the Twins' Dominican and Venezuelan academies, the culture of winter baseball and the home of Cristian Guzman. Before we embarked on our nine-day trip to the Dominican Republic and Venezuela, with a pit stop in Panama, I warned Star Tribune photographer Marlin Levison that our guide prides himself on long hours and short expense reports. Kids and dogs watch as prospects take batting practice.

Shapiro, Samuel
A FIXTURE OF every Latin American university is the near-by caf6 where politicallyminded students and professors gather to talk, organize factions, and settle the issues of the day. Never... ...But the standard of living in most countries is stationary or falling, and a continued rapid increase in population would be calamitous... ...what a howl of outraged nationalism that would call up... ...there is not enough native capital and a tendency to export what there is of it... ...is lack of population... ...three centuries of a scholastic, generally classical and dis- interested education... ...This is clearly absurd for countries like Peru, with 1,500 persons per square mile of arable land (U.S.= 240) and an average daily diet of 1,800 calories, or Haiti, with 2,400 persons per square mile and a per capita income of $1.50 a week, the lowest in Latin America... ...Madariaga wants a commission made up of an Argentine, a Frenchman, an Englishman, a Swede, and an Italian (all of whom he names) to inquire into "the unsatisfactory practices in the financial relations between the two Americas"-as if these matters had not been studied again and again by ECLA, the World Bank, Congressional committees, and dozens of independent scholars from both sides of the Rio Grande... ...as well as one of those in whose midst intelligence is distributed most equitably... ...He charges the United States with "intellectual disdain towards Spanish culture," and with neglect of Latin America...

DEPRESSION, SPAIN AND LATIN AMERICA
A Divided Spain to 1934 Democracy, Fascism and Repression in South America Central America, the Carribean and Mexico

A Divided Spain to 1934
Spain entered the depression full of bitter divisions. There was an independence movement in Catalonia and another independence movement among the Basques. Working people were split between syndicalists and socialists, with many of the syndicalists being laborers on large estates syndicalists believing in direct action rather than voting for representation in a parliament, and aiming at a federation of "sydicats" rather than centralized government. There were also divisions between those who believed in religion being separate from the state and those who defended the Church, and there were anarchists who saw the Church as the leading exploiter of the poor. In power in Spain was a dictator Miguel Primo de Rivera. Spain's king, Alphonso XIII, supported the dictatorship. And many were opposed to the dictatorship and wanted to replace the king with a republic. With the depression, unrest intensified. Students protested. The army announced that it no longer supported Primo de Rivera, who was sixty but in poor health. Primo de Rivera fled the country and died in Paris in March 1930. A provisional government was established and elections were scheduled for the creation of parliamentary rule, while strikes appeared across Spain and the economy continued to decline.

Latin America, from the 1930s to the 1960
In 1960, Latin America's twenty countries had a population of nearly 200 million, up from 62 million in 1900. Some of its people largely Indians were subsistence farmers not participating in the money economy. Indians living outside the Spanish or Portuguese speaking communities in Latin America numbered around 20 million. Of those Latin Americans in the money economy, the average income was around 12 percent of what people earned in the United States. The highest average was in Venezuela, at 39 percent. The lowest was in Haiti, at 3.4 percent. Life expectancy at mid-century in Latin America was around forty-four years, compared to sixty-six for the United States and Canada. Good food and medical care were not available to many Latin Americans, and many were in dire want, including people in Colombia, Peru and elsewhere who were living by and from garbage dumps. Many Latin Americans had substantial wealth, and, between 1935 and 1950, Latin America's economy had been growing at 4.5 percent per year measured as Gross Domestic Product. Given the increase in population, Latin America's economy was growing at 2.5 percent (per capita) a modest advance. Latin's America's leaders were eager for faster growth, and in the late forties they looked with envy at the U.S. effort with the Marshall Plan to help Europe recover economically. Rather than complain about U.S. economic penetration, as some would in the coming decades, they complained that the United States was ignoring their part of the world. The U.S. Secretary of State, George C. Marshall, responded by promising them more economic assistance in the form of loans, for such things as hydroelectric and irrigation projects and the building of transportation infrastructures.
