EU-Latin America The EU is Latin America's second trading partner, being the first partner for MERCOSUR and Chile. The EU has gradually deepened its economic and trade links with Latin America both at a bilateral (Mexico, Chile) as well as regional level (MERCOSUR), which has resulted in a doubling of trade between 1990 and 2000. EU exports of goods to Latin America in 2000 totalled EUR 54,500 million, mostly in machinery and equipment and chemicals. During the same period EU imports from Latin America amounted to EUR 48,800 million, over 20% of which was accounted for by agricultural products. As the biggest provider of foreign investment to this region (over EUR 38 000 million in 2000), the EU has significantly contributed to public sector reform and private sector development.

Thank you for the kind introduction. It's a pleasure to be here with you. I've been in my current position for only a few weeks now, but in that short time, I've been impressed by the energy and direction of this administration. President Bush has a profound vision for the future of our nation and for all the Americas that I would like to share you with today. New Era of Possibilities The President believes that we in the Americas have an historic opportunity to grow and prosper together. The end of the Cold War was the end of centuries of conflict between the Powers of the Old World. It also marks the end of an era in international politics. In the old order, states made war, created alliances, and incubated colonies to advance schemes of global domination. Today, there is a new paradigm in international politics, and it is distinctly American, a product of the New World. The new paradigm of international relations is partnership.

From November 19 to the 23, Miami-Dade County and the City of Miami hosted the Free Trade Area of the America's Ministerial Meeting (FTAA) which brought together political, business and community leaders from 34 Western Hemisphere countries to discuss current trade issues and the trade negotiations. The fact that these meetings took place in South Florida was significant because of our community's interest in being selected as the FTAA Permanent Secretariat. Our status as the "Gateway to the Americas" and the incredible cultural diversity of the residents in our community makes Miami-Dade County one of the best-suited candidates for this honor. Sister Cities
In cooperation with the Jay Malina International Trade Consortium of (ITC) and Miami-Dade County's Sister Cities program, Mayor Penelas worked to strengthen our ties with communities around the world. In September, Mayor Alex Penelas welcomed His Excellency, Dr. Jorge Batlle, President of Uruguay, who led the largest ever Uruguayan business delegation to South Florida. More than three hundred delegates and guests from the United States and Uruguay participated in the trade mission. In his welcome remarks, president Batlle declared that his government would endorse South Florida as the site of the permanent secretariat of the Free Trade Area of the Americas, becoming the first president of a Latin American or Caribbean country to officially announce his support.

Search our commentaries: The 1994 Miami Summit of the Americas initiated the process of uniting the southern and northern halves of the Americas in a hemispheric free trade agreement. Since then, trade and integration have taken the central role in negotiations among the 34 Summit countries and considerable advances have been made toward the goal of creating a Free Trade Area of the Americas (FTAA) by 2005. Since actual FTAA negotiations began in 1999, the process has been carefully institutionalized to produce progressively more effective planning and implementation. The process is administered by a tripartite committee consisting of the Organization of the American States (OAS), the Inter-American Development Bank (IDB) and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), which facilitate the negotiations by providing comprehensive technical and analytical support. The trade ministers of the participating countries supervise the work plan for the hemispheric trade agreement via their vice ministers, who in turn oversee nine negotiating groups. The nine groups and three special committees have concluded their first major task, producing a draft negotiating text for the trade ministers to recommend to the assembled heads of state at the Quebec City Summit, in April 2001. The hardest part lies ahead; during the next two or three years, negotiators will hammer out a final text for the accord.

Why a Virginia Hispanic Chamber of Commerce?
A fast-growing Hispanic population in Virginia, the growing human capital needs of Virginia businesses, and the growing trade between Virginia and Latin American markets demonstrate a clear need for an organization such as the VHCC.
Growing Hispanic Population in Virginia
According to the U.S. Census, between 1990 and 2000, the number of Hispanics in Virginia grew from 155,353 to 329,540. Hispanics make up 5% of the Virginian population now, representing all regions of Latin America. Some 22% of the Hispanics in Virginia are of Mexican origin, another 22% come from Central America, 16% from the Caribbean, and 12% from South America. Demographic trends indicate that Hispanic population growth will continue in a similar fashion in the near and distant future. More to the point, the Hispanic population is expected to double over the next ten years in Virginia.

Mexico
Mexico stands out in the forefront of this region based on the strong program being developed in the country's private sector as a part of the U.S.-Mexico Partnership for Prosperity program. Examples include: efforts to develop specific measures to help strengthen Mexico's venture capital industry, private partnerships developing a port expansion in Veracruz and an intermodal facility in Toluca, and agreements with two leading Mexican development banks that will support priority infrastructure and other development projects. USTDA looks forward to working with Mexican partners to continue this strong growth in Mexico's private sector. The Andean Regional Trade and Investment Conference , with the Overseas Private Investment Corporation and the Export-Import Bank of the United States, as well as the U.S. Departments of State and Commerce, and the Association of American Chambers of Commerce in Latin America. Presidents Bush and Toledo announced this event during President Bush's state visit to Peru in March 2002. The conference was held in Lima, Peru, and U.S. and regional businesses were present to discuss opportunities in the infrastructure, technology, tourism, and renewable energy and environmental sectors.
