Good afternoon. We appreciate your taking the time to be here with us for matters that are important not only to your families, your businesses and to this nation, but important to all mankind. Trade and the tools we need to promote it - among these, Trade Promotion Authority (TPA) - are about future progress and prosperity. Speaking of progress and prosperity, this morning at the Commerce Department we released the results of our latest minority business survey. It shows that Hispanics own almost 1.2 million of all U.S. non-farm businesses. That's up 30 percent over the 1992 count. These enterprises employed an estimated 1.3 million people and generated more than $186 billion in business revenues. The numbers tell us that Hispanic business owners are an economic force in this country and contribute mightily to the prosperity we all enjoy.

    To function as the trade focal point of the Americas takes more than an efficient seaport and well-connected airport. It also requires a complex support system, everything from huge warehousing capabilities and expertise in freight forwarding to vast databases of trade leads and organizations that coordinate trade missions. If you travel west of the City of Miami and stand at the intersection of NW 107th Avenue and NW 41st Street in the western part of Miami-Dade County, you can see something which is the last of its kind: an open field, complete with cows, in the heart of what is now known as the Airport/West real estate market. The cows are there, contentedly chewing on 182 acres of grass, only because the will of deceased land owner Charles B. Lemon forbids his descendants from ever developing the property. "There are no other cows out here, believe me," says Ed Easton, Sr. "There is very little open land remaining, perhaps a hundred acres."

    The people of Latin America are voting for leaders whom they hope can lift the region's millions from the grips of poverty. The gap between rich and poor has become the main issue throughout the region and therefore a primary theme of regional leaders, whether conservative or liberal.

    In Brazil, the voters recently elected a leftist leader for the first time in their history. Luiz Inacio Lula da Silva declared that combating poverty will be his first priority in South America's largest country. According to Latin Trade Magazine (October 2002), 211 million people in Latin America are poor—that's 44 percent of the population. They are demanding that their leaders do something. All Latin American leaders agree that trade will be a key component to the turning around of their terrible economic performances and recurring economic collapses. Many nations in the region are racing to make trade deals to try to revive their stagnant economies and to compete in the global market. Bible prophecy shows that international trade will indeed be pivotal to the health of the world's economy, revealing a coming massive economic system that will lift many nations to prosperity, even to luxury.

    Latin American nations urged to adopt "passports for goods" Miami, Florida, 1 June 1998 ICC Secretary General Maria Livanos Cattaui made the plea before an audience of international trade and senior customs officials at the Symposium of the Americas conference here, which is debating practical measures for improving customs services and making border controls more effective. ATA carnets – the letters stand for the French and English words "Admission Temporaire/Temporary Admission" – are already operated by 53 trading nations. These "passports for goods" allow the temporary import for up to one year of items for trade fairs and exhibitions, professional equipment and commercial samples. They can range from a rock star’s sound system to a laptop. In 1997, some 193,000 carnets were issued worldwide, covering goods with an estimated value of $11.5 billion. Ms Cattaui said that, except for Canada and the United States, no country in the Americas was yet a member of the ATA system, although Mexico had ratified the relevant convention and was known to be close to implementing it. "I would therefore strongly encourage business and customs in your countries to consider the advantages of the ATA carnet." The ICC Secretary General said: "In the coming months, IBCC and the US Council for International Business will intensify their efforts to expand the ATA carnet system in the Americas.

    Politics - Economics - Trade On the political scene
    You are a top executive for a company's Latin American operations. You attend a conference on regional politics and hear a government official announce that pension reform is going smoothly. Later, you buttonhole the official in a bar and he reveals new roadblocks to reform.
    Such scenarios play out when executives looking to make investments turn up at annual political conferences on Latin America. The best conferences provide a heads-up on policies that impact the bottom line. And the gatherings offer participants a chance to talk one-on-one with policymakers from the region.
    "People go to hear big speeches from big names. But mostly they go to network and get new information. And they do," says Jerry Haar, director of the Inter-American Business and Labor Program at the University of Miami's North-South Center.
    The most important political conferences for the region include the Washington Conference sponsored by the Americas Society, the annual meeting of the Association of American Chambers of Commerce of Latin America (AACCLA) and The Miami Herald Americas Conference. Also influential is the Conference on the Caribbean Basin, organized annually by Caribbean-Latin American Action.
    The Washington Conference brings together representatives from Latin America's central banks, as well as ministers of finance and foreign relations. Fortune 500 executives are present to discuss their expectations for the region. "It's a stellar event that's focused on policy issues as they impact multinationals," says Haar.
