British and Foreign Civil Rights Organisations Oppose Encryption Paper
9 April 1997 A critical civil-liberties issue is brewing, both in the U.K. and internationally. This issue will affect the freedom of speech, the privacy, and the commercial interests of ever-greater numbers of people as the 21st century approaches. The issue is cryptography. Why should cryptography interest all citizens? Because increasingly, our communications and commerce will take place over electronic networks that make them open to snooping and corruption by malicious parties. Cryptography is the mathematical science for improving the privacy, authenticity, and integrity of communications, independent of the communications medium or the distance the message travels. Cryptography on digital networks is becoming an important part of the commercial and political scene. Many predict that we will make purchases and update our bank accounts over digital lines; that cellular phones will grow in popularity; and that electronic mail will form a larger and larger portion of business and personal exchanges. The threats of having our money stolen, of being impersonated, and of having our secrets revealed to our enemies loom large. Unfortunately, many governments are afraid of privacy. They are trying to put limits on cryptography so that they can secretly intercept and read any communications they desire.

Trends in Reproductive Rights Jurisprudence in Latin America November 2002, Item F052 Enormous progress has occurred in the area of women's rights in Latin America in the last few years. These rights, established by international and regional treaties and reinforced by international conference documents, have been codified through legal and constitutional reforms in most Latin American countries. A study of five countries—Argentina, Chile, Colombia, Mexico and Peru—revealed, however, that there is a tremendous gap between the laws and their application. The judicial tendency to make decisions and interpret the law through moral and religious filters maintains the discrimination against, and inequality of, women.
  • All Latin American countries have ratified the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Inter-American Convention on the Prevention, Punishment and Eradication of Violence against Women. Yet despite the incorporation of international human rights standards at the highest levels of the legal system, the judiciary continues not to apply them.
  • Legal protection for reproductive rights has been circumvented by judges that privilege procedure over substance or incorporate moralistic criteria in their interpretation of laws.

    César Chávez Day was on March 31, last week, but you probably didn’t know that. What, you don’t know who César Chávez is? Look around; his influence is everywhere.To my social activist friends, he was the soul of the labor movement in the 1960s and completely turned around the status of many migrant workers demanding better pay and more workers’ rights. He formed the United Farm Workers organization (UFW) at a time when grape pickers barely earned five cents an hour. For Hispanics, he is the man who finally won them respect and dignity in the United States, which had long neglected its Latino citizens. Today, Hispanics make up 12.5 percent of the U.S. ’s population (35.5 million people). Their culture has become an integral part of the United States, from the Southwest to Pilsen here in Chicago to basically anywhere else in the country. Today, in urban and rural settings, Mexican and Latin American workers have made an indelible mark on the U.S.

I consider it a great privilege to work with and on behalf of LULAC in the United States Congress. The defense and advancement of civil rights requires constant effort and vigilance.     Berlin, Germany, May 29-31, 1998 I would first like to thank the International Coalition for Religious Freedom for inviting me. I think it is a great honor, and a privilege to be here among all these people from all over the world. I am really going to be talking about Religious Freedom and Human Rights in Latin America. Of course, as one who lives in that area, I think I have some sort of concern there. I will try to place the countries we refer to as Latin America, and consider the human rights agreements to which their governments consent, especially the ones that relate to religious freedom. I would then look at the issue of implementation of these agreements, or covenants, and the problems of violations. I would also consider the role of education, that is, the creation of a climate of tolerance, which is absolutely necessary to engender the pursuit of human rights and religious freedom. I will conclude with some thoughts on the political directorate’s will to administer justice and respect freedoms. When one discusses Latin America, one is essentially thinking about countries in South America, and it’s environment, which are linguistically linked to the romance languages of Spanish, Portuguese, French, and Italian. The overwhelming majority of Latin Americans are also nominally, or otherwise followers of the Roman Catholic religion. This area of the New World is served by the Organization of American States (OAS), as a regional arm of the United Nations. Yet, it must be noted that the OAS and the UN sometimes have separate agreements. These agreements may overlap, differ, or be congruent.
